It's my favorite local, Chinese takeout place. I can't speak to the other foods, but I've ordered fried chicken wings. The four piece. With french fries and the shrimp spicy fried rice is amazing. I ordered from Tops China for delivery with instructions for the driver to knock on the door and leave the food on the small table. Few minutes later she calls back. I missed the call so I promptly returned the phone call. She was rude about me. Missing the call and then she said you want food left by door I said yes she says OK how much you wanna give tip for driver and I said nothing it's included in the delivery fee, she's like no delivery fee is for restaurant you have to give tip to driver and I asked her what is a tip. She's telling me that I have to pay the driver and I said no I need you to look up the definition of tip it says for service exemplary and above and it's optional not required she continues to argue with me that I have to tip her and if I want to use them in the future, I have to tip the driver so this is my first and last time ordering from Tops China, unacceptable behavior demand tip paying is not my responsibility. Let's start with thank God they're open late because not much things are open late on Richmond highway these days. I ordered the fried Chicken wontons and you get 10 pieces for $3.75. The steamed dumplings you get 8 pieces for $5.25, and Gunpower Shrimp which comes with white rice "Crispy jumbo shrimp sauteed with chopped onion in chef's special salt and pepper" As you can tell I ordered while being super hungry because I did not eat all of that food in one sitting. I was very skeptical about ordering from here due to the recent reviews but I noticed that the owner responded to certain reviews which shows me that they really care about their quality of food so I decided to give it a chance. Every single dish was 5. Absolutely delicious! Crab Rangoon had a nice light crips to the bite, flavorful and had plenty of fillings. Spring Roll, crisp, fresh and fragrant. Not greasy like other places. You can tell they use fresh grease here. The fried dumplings *chefs kiss* ‍ fresh! Well, I can't vouch for the Chinese food OR the delivery, but the 4 whole wings with french fries for $6 is legit. I don't know where they get their wings from, but they're HUGE and fried hot, hard, and crispy. Frozen crinkle cut fries are bulletproof; you have to be trying really hard to screw them up. Their "mumbo sauce" is basically a bbq sauce; just can't find decent mumbo sauce outside DC or PG County, so I douse them with a good Mexican hot sauce instead. I've tried all the Chinese carryouts on Route 1 from Belvoir to the Beltway, and for wings, you'd be hard pressed to beat these. If you're jonesing for wings, hit these guys up. read more

The food is awesome! This is 100% my go-to chinese place. So far my favorites are: sesame chicken, sweet & sour chicken, general Tao's chicken, veggie Lo-mein and the veggie spring rolls. All are fantastic! Huge portions, great lunch deals and very tasty. The staff is friendly and courteous. I also checked their website before calling them and they had a list of coupons and I got 2 free egg rolls because my order was over $15. The small portion is fulfilling and they were generous with the shrimp, it tasted okay, really. The chicken also tasted alright. The veggies, shredded carrots and cabbage with the lo mein noodles, were crunchy and not overcooked; which is something I appreciate when I'm eating Chinese. Now this paragraph is dedicated to the horrible soup. Don't, under any circumstances, order the Hot and Sour Soup. It's absolutely disgusting. It smelled and tasted very bad. Just don't. I warned you. My final verdict: -My two stars are based on the way I compare it to some other Chinese delivery places; not compared to regular Chinese restaurants. -Well, it's definitely not Panda Express, but it's not as horrible as some other Chinese delivery places that I've tried either. Every so often I do a rotation of the local chinese takeout places to see if any one of them are worthy of replacing my go-to one in the 22309/22306 zip code area: Chef Huangs. When I do, I usually order from the same place a few times, ordering different dishes to try out. This one was one and done. When I went to pick up my food, the place was absolutely filthy. The fried rice tasted like they fried up raw uncooked rice; it was incredibly hard. I found out that on their last inspection, they had a staggering 4 critical and 15 non-critical violations, including soiled equipment and utensils, improper food storage temperature, incorrect storage of food allowing for cross-contamination, and failure to cook foods to minimally safe temperatures. The double cooked pork was a lot of vegetables with only a few pieces of pork. When I called in my order for take out I also ordered the hot oil. When I arrived there to pick up my food I asked again about the hot oil. The lady said that it was in the bag. When I returned to my hotel there was no hot oil. Very disappointing. Delivery took 1.5 hours. I called multiple times and was told the order was out for delivery. 30 minutes later, we still did not have our food. We called and canceled the order. Five minutes later the delivery person showed up. We decided to keep the order, big mistake. The shrimp was way over cooked, the fried rice was awful, the lo mein was so-so, my kids complained the whole time how awful everything tasted. Soooo... do I even have to bother with a star??? Saying I'm frustrated with this business wouldn't truly clarify the amount of frustration that I'm experiencing. I've been a loyal/understanding customer. We live on Fort Belvoir so I've tried to be understanding with the unique requirements it must take to get a delivery on Post. However tonight was finally the last straw. I've had orders that were screwed up. I've had orders where they forgot something. But here's the situation. When you make a phone call for a delivery, the lack of customer service is astounding. It's typically a very abrupt process in which they ask you where you live and what you want. Then you'll get "you pay cash or card" followed by "tree numbers on back". When this exciting process reaches the end, they don't bother to say thank you or tell you how long it take. They simply hang up. Then you're in this weird void of wondering when the food will show up and if it will be amazing or taste like dog/cat.
