The food truck is stationary and permanently behind the horse stables by the casino. It was frigid outside, so the tent shelter they made at the order window offered protection from the wind and a nice place to sit. Rossy's seems to have two primary menus: American and Latino. The American has sandwiches and salads, but the Latino menu is the front and center option featuring tacos, pupusa, and tortas. They also have a chalkboard menu that seems to show parts of their Latino menu. My husband and I ordered birria tacos and al pastor tacos (three per order). They took only about 5 minutes to come out, and they were hot, made with fresh ingredients, and large portions! The lady that took our order and brought our food out was so nice and patient. Since we opted to dine outside, she even popped out to check on us and see if we needed anything else.

They are consistently incredible. The beef is perfectly tender, deeply savory, and packed with flavor, tucked into tortillas that have that ideal crisp edge from being dipped in the consume. Speaking of the consume--it is rich, seasoned flawlessly, and absolutely essential for dipping. It is a rare thing for a dish to be so good that it completely ruins the rest of a solid menu for you, but La Tortuga managed to do it. If you haven't been here yet, do yourself a favor and get the Birria. Just accept that you might never taste the rest of the menu either.
