My daughter received services through Thrive for nearly two years. I am a single parent and a documented survivor of domestic violence by her biological father. Thrive was aware of this history, and my daughter was receiving services stemming from a trauma referral related to his behavior.
Before an important court hearing, he began repeatedly contacting Thrive and my daughter's individual providers. At that time, he was not listed on her birth certificate and had not provided Thrive with a paternity judgment, custody order, or other court order granting him access to her confidential information because it did not exist . The document he apparently presented only identified him as an alleged father in an active paternity case involving serious domestic violence against the mother.
Despite this, Shannon, the owner, communicated directly with him and provided information. When I questioned her, she said he had "court documents." However, merely filing a court case is not the same as having established parental rights or legal authority to access a child's protected information. He recorded their conversation, during which Shannon also offered to provide him with a statement for use in court.
Before this occurred, we had experienced no attendance issues, my daughter was consistently participating in services, and she was thriving.
CPS later contacted Thrive during an investigation involving him. I learned that CPS was reportedly told my daughter had never received ongoing trauma-related services and that I had attended only one appointment. That information was inconsistent with my records and experience. My daughter attended multiple appointments and worked with two separate providers connected to the trauma referral.
When I raised this directly with Shannon, she stated that Thrive had no record of anyone on its staff speaking with CPS. That response created even more serious concerns: Who provided the information? Why was inaccurate information reportedly disclosed? Why was there no record of the communication? And why was someone without documented legal authority allowed access to information concerning my child?
These actions have caused my family significant emotional and legal harm and have affected decisions involving my daughter's safety. I am pursuing the appropriate formal and legal channels to address what occurred.
I strongly encourage other parents--especially survivors of domestic violence--to obtain written confirmation of Thrive's privacy, consent, recordkeeping, and parental-access policies before enrolling their children. Protect yourself, document every communication, and be extremely cautious about what information is shared and with whom. read more
