We pay for utilities in common areas on top of amenity and maintenance fees and they refuse to provide copies of utility bills/resident numbers to confirm accuracy. I repeat: we pay for and are refused proof of delivery of a service. Don't get much delivery on anything-get in late at night and key fob's not working? Hope it's not winter. Need something fixed? Hah. Amenities promised don't exist. No package room that delivery people can access. No coffee bar. No cyber Lounge. I've attached photos of these advertised on the website, date-stamped for today. Gym is not maintained. I've had 10% of my packages stolen, one of which was an $800 non-refundable item. There was a delivery photo but management said WC's camera wasn't working when it was stolen. There are no working cameras anywhere but the lobby to protect Windsor's interests. We pay for that. We also pay for gated parking and they just leave the gates open now because they never work. The halls are FILTHY. There's constantly dog poop and pee and loose trash everywhere. Once there was huge ball of human hair outside my door for an entire week. Another time there was gallon sized ziploc with orange grease inside it. I didn't pick either of these up until I had to because I had guests coming over. I wanted to see how many times trash valet would walk by and do nothing. There is currently a large piece of broken porcelain on the staircase of building one that's been there for over a week. The fire alarm goes off incessantly because people are constantly smoking. We get ceaseless emails about that, the dogs, and not driving out of the Franklin exit. They'd rather auto-spam their residents on a daily basis than put up a simple one-way barrier gate. It would be pennies to a huge company like Windsor. It'd cost less than a month of rent for one of the studios in this complex alone. These daily emails are tantamount to harassment. If an individual contacted me that frequently unsolicitedly and I couldn't block them- we can't b/c important communications come from the same email- I'd get a cyberstalking restraining order. Run away.

Despite the extra cost, the leasing office back then--especially Jessica and another white female staff member--was responsive, empathetic, and organized. I renewed my lease after the first year with zero hesitation. But things have changed dramatically. The new leasing team, particularly Caleb and Isaiah, has made my move-out experience deeply frustrating. I sent a written notice to vacate in April, well before my lease ended on June 3, yet I was hit with a surprise "Notice to Vacate" form assigning me a false move-out date of June 20 and charging me rent and month-to-month fees I never agreed to. Caleb sent me a handwritten PDF dated incorrectly (signed as 2029), ignored my lease's actual end date, and now insists that I owe prorated rent and additional fees all the way through June 30--despite my lease ending June 3 and the unit being cleaned and vacated on time. As if this wasn't enough, Building 1's elevator breaks constantly, and the office repeatedly sends inaccurate maintenance notices. They even sent two emails about the same holiday closure--one with the wrong date. The professionalism is gone. It's disappointing to see how far this property has fallen. I once viewed The Monroe as home. Now, I'm gathering documentation and speaking with legal counsel to contest these fees and protect my rights. I hope no other tenants--especially international ones--are taken advantage of like this.

If you want to be disruptive late at night or create ongoing issues for neighbors without much accountability, this may be the place for you. I've lived here since the building first opened (within the first year), so I've seen management change multiple times. The biggest issue, by far, is how situations between residents are handled. I am currently dealing with an ongoing situation with a neighbor that escalated to the point where outside authorities became involved and formal documentation was created. It was made clear things worsened partly because management did not step in earlier. Even after providing information and evidence, nothing has been meaningfully resolved. The resident has been allowed to remain and renew their lease, which means I am still living near someone who created a hostile situation. It started with excessive stomping, dragging and collapsing bedroom furniture, and repeated noise during quiet hours. Management told me to call security so complaints could be logged. After two calls, security brought the resident directly to my door around 2:00 AM to confront me -- even though complaints are supposed to be anonymous. That alone should never have happened. The situation was serious enough that the officer involved was later removed by the security company, but management still did not hold the resident accountable. The resident later returned to my door again, despite being told not to, and left a written note that became part of a formal report. Authorities were involved more than once, and everything was provided to management. The only guidance I received was to keep calling security, which honestly just made things worse. For about a year, multiple times a week -- often multiple times in the same night -- my partner and I are woken up by loud impacts coming from directly above our bedroom that sound and feel like furniture being dropped or breaking onto the floor. The ceiling and walls shake, followed by objects hitting walls and being dragged. Even after security addresses it, the same behavior often continues later that night. This has gone on for months and still happens, completely disrupting our ability to sleep or feel comfortable at home. There is documentation of all of this -- videos, security logs, staff awareness, and outside involvement -- and the resident is still there. Eventually I spoke with a regional manager who acknowledged the situation should never have gone on this long. Around that same time the property manager was replaced. The new manager initially told me the resident would relocate or be given notice and mentioned that normally multiple complaints are enough to take action. Later, that changed, and they began trying to accommodate the resident with no timeline. What makes this harder to understand is how serious the situation was considered in other ways. It was enough for the security company to remove the officer involved. It was enough for management at the property level to change after the regional became aware. It was enough for me to be told I could break my lease early if I wanted to leave. Yet the person who created the situation has been allowed to remain and is being accommodated. So now I am in a position where I will likely have to move out early -- while waiting on a new home that is under construction -- which could mean moving twice within a short period of time. Meanwhile, the person responsible remains in place. Honestly, the inconvenience of moving is one thing, but the mental and emotional toll of dealing with this for an entire year is worse. Being woken up abruptly multiple times a night, dealing with ongoing disruption, and feeling like nothing is enforced is exhausting. Allowing someone to continue living in an environment where they repeatedly cause issues for another resident says a lot about how much resident well-being is prioritized. There is a clear difference in how rules are enforced depending on the individual. Resident quality of life is not a priority here. Aside from the specific issues with the neighbor, they do not enforce trash valet policies consistently. People leave trash out, including over weekends, without consequence. This is also a non-smoking building, but you will smell weed in hallways and inside units through the vents. I have asthma and made that clear. Maintenance has tried to help, but enforcement is ultimately a management issue. If you are looking for a place where peace, sleep, and basic comfort are priorities, this has not been my experience at The Irby -- especially under Bell Partners. Spare yourself the stress and think twice before choosing this building.

These issues were identified and documented at move-in, and I subsequently reported them verbally to management as well. Maintenance has also been inside my apartment with management present and personally observed these conditions. I was advised that some of the issues were "not repairable" and would require complete replacement. It has now been approximately six months, and I still have not received a meaningful update regarding when the necessary replacements or repairs will occur. Most concerning, I signed and am paying for a two-bedroom, two-bathroom apartment, yet I have been unable to fully use the bathtub as intended because of a condition that has been reported and observed by management. At more than $2,900 per month, I have continued to fulfill my obligations under the lease and pay the full contracted rent. I reasonably expect the apartment and its advertised features to be maintained in usable condition and for documented issues requiring replacement to be addressed within a reasonable timeframe. This is no longer a matter of management being unaware of the conditions. The issues were documented at move-in, reported directly, and personally observed by both maintenance and management. I am posting the accompanying photos because my previous efforts to obtain a clear resolution and timeline have not resulted in the necessary repairs or replacements. Perhaps publicly documenting the conditions will finally result in a substantive response, including when these outstanding issues will actually be corrected. I will update this review if and when management provides a concrete resolution and completes the necessary work.
