From the very first text exchange, when I sent him some photos, he spotted a second covered outlet and speculated that I already had the conduit I needed (and he was right). He was straightforward and honest. The other three (top-rated) companies talked about needing to do a lot more work, having to run conduits up in the attic, and even to redo the electrical panel (requiring HOA approval), blah, blah, blah, and at much higher quotes. The others didn't even notice the available outlet or told me it was "dead." Ty's expertise, personality, honesty, and professionalism won me over. He also had the lowest quote, and I didn't feel like I was settling for second-tier work. He did the job about 2 weeks later and took care of all the SMUD stuff. The work was professional, quick, and certified by SMUD. Done deal!
