Beware: North Towne Manor deletes bad reviews and they have been unjustly doing so for many years…read more I endured 2+ years of suffering living here. There are MAJOR issues with noise. You can literally hear everything your neighbors do, even cough. That alone made living here a nightmare come true. Packages were stolen constantly. Management kept changing and were usually terrible. Neighbors are mixed: okay, great, and monstrously terrible (I suffered because of the really bad ones unfortunately - there were plenty of times it was downright scary). I lived and left the place SPOTLESS. I even cleaned the walls regularly as a tenant and they did not even have to repaint when I moved out. They were very happy with the mint condition I left the apartment. They still charged me a $250 cleaning fee (not only did I leave my apartment in excellent condition, but when I moved into it, it was unclean. Where is the cleaning fee money really going?). The walls would seep a yucky yellow substance that most likely was smoke building from a previous tenant. There are also plumbing issues and times when my tub would be covered in filth because the old drains would spit up a bunch of crap. My apartment was also not wired for internet, which was a huge, unbelievable problem to have in this day and age. I wish I never trusted North Towne Manor and spent years of suffering here. I would advice you to seek a better home because life is precious and not meant to be lived miserably.

BEWARE! Where do I…read moreeven begin with the amount of problems I've had from renting through this company for just 18 months... They lied about the monthly rent price and changed it after we paid the application fees like some bait and switch. And only after we provided screenshots as proof did they eventually honor the original price but that took nearly two weeks and we were dangerously close to running out of options. They lied about the apartment being ready and wired for Internet. Took almost two weeks of calling them and Xfinity until they finally tasked their amazing maintenance team with the job of wiring the apartment for Internet. Meanwhile as someone who works from home and needs Internet to work from my desktop PC, I was unable to work for a week and lost wages. Wages that they refused to take off the rent due to their lies and inaction. I had to call and literally beg them for help before they finally jumped in to do something and got it fixed after another day or two. We notified them of a homeless individual leaving trash on our patio and the response from their agent was literally "Oh no!" and nothing else. One of their subcontracted maintenance workers backed into our parked car ON OUR MOVE-IN DAY. Said worker did not have any insurance of any kind. InCity provided absolutely no help and essentially told us to go away as they were not liable for anything. They charge outrageous prices for rent and for parking and they built a garage next to a healthy tree causing the garage to receive foundation damage over time from the growth of the tree and the trees roots were damaged from the garage. This led to the tree falling over onto another tenants vehicle totaling it and knocked out power. We have been without power for almost 4 days now! 10/2/2023 - 10/5/2023 InCity stooped as low to even tell that tenant with her totaled vehicle that she needed to have it towed and pay it for out of pocket! Getting the agents to provide consistent updates is like pulling teeth. Getting them to help at all is a struggle. Other than that one maintenance worker who nearly totaled our car (to be fair he did come find us and admit what happened), the only good thing about this property management company is the contractors that they've hired to make repairs. Specifically Ryan Glassey and Ryan Scarff. Those two guys have always gone above and beyond and we love them for it and they deserve all the love and praise they could possibly receive for their communication and outstanding help. As far as InCity goes, If I could give 0 stars I would. If you are considering renting a property owned or managed by this company beware! They will do anything they can to avoid providing assistance or help in anyway. Imagine an insurance company that is trying to nickel and dime you in order to avoid paying for the damages to your vehicle or home and it takes months and months to get anywhere after constant phone calls and stress. That is what InCity should be best known for. I have been renting for nearly 15 years and dealt with numerous property management companies and these folks take the cake.

At the time when I lived there, there was grocery store on the next block and a tiny connivence store around the corner. At times the neighborhood would get rowdy, but it definitely wasn't all night or every day. Never had management take my money or my belongings. I didn't have any bugs, because I kept my apartment spotless. My only complaint was that people kept pulling the fire alarm which was a bother, but that had more to do with people who threw parties where everyone was drunk. Now that it's been remodeled, I'd love to see what it looks like now.

DO NOT MOVE HERE!!!! Lowell Apartments or any owned by this "company"…read more THIS BUILDING IS A SCAM!!! Don't let the nice location and old charm sway you. They WILL take all your money, sanity, and belongings and make you feel crazy for wanting a clean and safe apartment. It would be your worst decision to move here. PLEASE TAKE MY WORD FOR IT!!! I am only giving 1 star because I have to and because the location and old charm are nice. However I was staying here for barely a month when I got BED BUGS!!! I have been going back and forth with them for months on that issue and other hot water and cleaning issues but gotten nowhere and now have to move out. I'll have to hope that the items I bring to my next spot are not infested and will lose items as well. I was hoping this place was going to work out as it seemed to have so much promise but allowing people to live in uninhabitable units and still asking them for rent is ridiculous. I can't wait to leave! UPDATE 1/11/22: I have left and lost many things but am so happy to be free. They treated me with such disrespect just for wanting a livable home. I have also now heard that there are issues with heat in the building and tenants are being encouraged to buy their own heaters and blankets. There also is still the issue of no hot water. Residents were told the issue would take longer than 24 hours to fix and it's not the first time people have had no access to hot water. STAY AWAY FROM THIS PLACE Update March 2022: I moved out in December 2021 and in the spring I was checking my credit and found out that this place was trying to charge me $4500!!! I was never notified of this in any form (letter, call, email, text, in person) and there is no reason I should pay it. UPDATE 5/3/25: I have been disputing this charge with my credit companies for 2 years. But an article by the WSJ called 'Landlords Have a New Hardball Tactic: Tanking Your Credit Score' lets you know EXACTLY what Lowell is doing. They are trying to tank my score with a fake charge that I do not owe! I was literally told by the property manager that he was going to get an eviction notice for me if I did not leave (because I didn't want to live with BED BUGS, NO HEAT, NO HOT WATER, NO FRIDGE, and SLUDGE IN MY SINK!) So of course I packed up everything that I could and left!! Now have to live with that charge on my credit and hope it doesn't affect me. Also have to live without the many items I had to leave behind in that apartment because I could not clean all the bed bugs off of them. Lost family heirlooms and treasured antique furniture I had resorted myself. Please if I can only give one pice of advice for the rest of my life it would be to NEVER MOVE HERE!!!!

We calculated how much money we were getting after their fees and all the repairs they had done (for our 1990 house that was in great shape) and it turned out to be 65% of the rent. If you need anything be prepared to interact with their robust team of offshore folks in the Philippines. We are still unclear why we needed our septic pumped 2x within 2 years and were quoted $3-4k each time as they did not send us the detailed breakdown of the requested work. We had a suspicion that the folks they use for maintenance and for other repairs were financially incentivized or tied to the company as we did not receive multiple bids and it looked like SJA had ties to the company doing the work. Shout out to Kayla Schwartz who never answered any of my emails until I cc'd Claudette Scott. They did not seem to fully do walk throughs and left our property and wood floors covered in dog pee pads during the walk through. We requested that they not allow tenants to use our fireplace and found they had left that in the listing so we were legally obligated to allow it. Neat. If you want to lose significant amounts of value and gain 0 value except for a huge headache, SJA is the property management firm for you!

Had you asked if I rec Broadcast Apts just 6 months ago, the answer would have been a resounding…read moreand unequivocal NO; however, I am SO THANKFUL Madrona took over management in Jan 2024. Good on the building owner for making this switch. For context, Blanton Turner was in charge prior and I had the absolute WORST move-in/living experience you could imagine (August 2023). I am sure some Broadcast residents felt happy long ago under PREVIOUS BT agents (Keith also managed a previous apt of mine and he did a fantastic job...but he's no longer working in the field and seemed to be an amazing outlier with BT), so current residents who did NOT ACTUALLY MOVE-IN under the latest BT management in 2023 may not be aware of the dreadful state of affairs for new residents (that have since been rectified by Madrona). Things Madrona fixed during their 1st week: 1) Had a locksmith come out to fix a broken stairwell door. This door had to be propped open and the knob would not turn or open. Talk about a fire hazard. It's fixed now though, so don't worry! 2) Had the stairwell carpets professionally cleaned. I actually didn't know this was possible! There were numerous puddles of dog urine on every landing prior to this cleaning. It looks like a new carpet was installed! 3) MADE A SECURE PACKAGE ROOM!!! For anyone new to the Seattle area, package theft is VERY common. I have had 0 issues under Madrona, but I'm sure a few cases will invariably arise here and there. No matter where I live on The Hill, this is an issue. Under BT, WE HAD NO ACCESS to the overwhelming majority of our packages (save for a handful that can fit in the small Luxer locker) from Fri afternoon to Mon afternoon (management usually left directly after stuffing the packages in the office on Friday). One time, I was left waiting for my medication all weekend! If I had a delivery at 12 in the afternoon on a Friday, I'd miss it if I went looking for it by 12:30. BT also had this complete lack of access to one's packages as far back as a decade ago...sigh. They don't seem to change with the times. Literally no one else operates this way. Stay as far away from BT as you can. Other issues Madrona fixed: 4) Had the mildew professionally cleaned off EVERY balcony. I also fully expect them to keep up with this cleaning periodically. This was huge for me! I asked the BT agent during my tour if they would have this cleaned before I moved in. I got a (fake) enthusiastic "yes!!!" yet moved in to see the same massive chunk of mildew that had likely been sitting there for possibly 7 years. I have a condition called MCAS, where I have severe allergies (up to anaphylaxis) to many foods, fragrances, and mold/mildew. My doctor has advised me to stay away from mold/mildew. I realize mildew will grow back EVENTUALLY, but no one should expect me to risk cleaning that off myself, esp when I was up front about my condition. I legit need an EpiPen, so BT's lack of care was really frustrating and, honestly, concerning. 5) Had the exterior windows professionally cleaned. 6) Madrona is HIGHLY responsive to emails. BT literally never answered ANY emails/phone calls. I only knew I had secured my apt 3 days prior to move-in, after calling the office over and over again. Imagine if I'd had to cancel my movers!? You can imagine my panic! Also, Madrona's office is literally a 1 minute walk away from Broadcast. If you miss them during office hrs over at Broadcast, they will be super easy to reach at their official location. I have to say though, I have never needed to reach them in person BECAUSE they are highly responsive VIA email. 7) Fixed our water bills so they were no longer arriving in the mail at incredibly random times, after we had already paid the small online service fee for rent. P.s. the service fee was higher under BT (it's less than a dollar for Madrona). Now we can pay BOTH water/rent bills at the same time and not wonder when our next water bill will be arriving. 8) THE PEOPLE! Charlotte, Andrea, Chad, and STEVE are all AMAZING! Super personable, professional, reliable and timely. Which brings me tooooo.... 9) TIMELY maintenance requests fulfilled. BT literally had NO MAINTENANCE STAFF ON HAND FOR 4 months after I moved in. I was in utter shock, considering how many things were broken BEFORE I moved in. I was pleasantly surprised when Chad came out to fix my breaker the VERY 1ST WEEK Madrona took over. He also fixed the handful of other residents' breakers in need of repair work for months (hopefully not longer, honestly), so you won't be moving in with the same issues I faced. 10) Professional cleanings on a regular basis. I always see a friendly cleaning agency in here cleaning the common areas and the apts currently up for lease. I had to wash my clothes in an unleased apt (bc BT left me a toxic moldy washing machine) and the dustiness/uncleanliness of the unused rooms was visible. That's definitely not an issue now, far from it! Broadcast finally feels like home!
