I do not know whether Mr. Kagarlitskiy was acting under my ex's specific instructions, but on one occasion he came to my home, attempted to open our door, which was very creepy and scary. After failed, he then took out his phone and took photographs through our windows into the interior of our house. On another occasion, he repeatedly came to my office and continued to approach our front desk, even after staff clearly informed him that I did not normally work there. He then left the documents and walked off, and claimed I got "served". The court decided it's not a valid service but more harassment and dismissed the case. He also represented that he had been "sent by the court," which clearly was false and misleading. These actions were highly unprofessional and inappropriate. They also raised serious concerns about whether his conduct went beyond the legitimate service of legal documents and instead facilitated my ex's ongoing pattern of criminal behaviors, including domestic violence, stalking and harassment. I have filed a police report regarding these incidents by Mr. Vladimir Kagarlitskiy and his company based on their alleged conduct. I am also talking to an attorney to take legal action against Mr. Kagarlitskiy and his company. If you are considering hiring him, I encourage you to carefully evaluate these issues and conduct your own due diligence. There are many professional process servers available who carry out their work without engaging in conduct that raises these kinds of concerns, and potentially can get your case dismissed due to inappropriate service.

Unfortunately, communication came to a complete stop after that. Over the following month, I sent multiple follow-up emails, made several phone calls, and left a voicemail requesting an update on the status of my service request. Despite these efforts, I generally received no response and no information regarding whether service attempts had been made or what the next steps would be. I understand that service of process is not always straightforward and that delays can occur. My concern was not the delay itself, but the lack of communication. Even a brief update would have been appreciated and would have given me confidence that my case was still being handled. Because I was unable to obtain any solid information after more than a month, I ultimately decided to retain another process server to avoid further delays in my court matter. I hope the company improves its communication with clients, as timely updates are especially important when people are relying on process service for legal proceedings.

When it came time to submit the account number to the defendants bank so that I could collect the judgement award, Sam submitted the wrong account number for the defendant. Of course, the bank wrote that there was no individual by that name. I have been emailing and calling Sam repeatedly for 3 months, begging him to let me know what I can do to remedy the request to the defendants bank so that I can collect my judgement. He has not answered his phone. He has not returned my voicemails. And he has not responded to emails. It seems that Sam has taken my $390 and run. Very upsetting and I plan to file a complaint with California's better business bureau. This is all incredibly disappointing and disturbing to feel taken advantage of by those whom you hire to support you in the Justice System.
