HOA won't ever answer your emails, they don't even have a phone number to call. "Pet friendly" you have to pay for them even if you own a unit and oh you can't walk them on the property - if you have all these restrictions on pets then don't allow pets. I've lived at Rutherford Manor since 2016, so about 9 years. It's a lovely place, plenty of green space, gardens surround every porch a porch consists of 4 units; there are 136 units here in total), quiet neighbors, great schools for those with children, fantastic parks and recreation, centrally located close to all major highways, New York City bus stop at corner, vibrant downtown shops and dining and a NJ Transit train station with transportation to Hoboken Terminal and PATH trains. I read the older comments and am always surprised when people complain about the lack of amenities, i.e., pools, barbeques, guest parking, no ball playing fields, picnic areas, etc. All of this was, or should have been, obvious before you decided to live here. We have a 40 acre park just two blocks away with a football field, soft ball fields, a running track, walking paths, brand new children's playground, tennis courts and now pickle ball courts currently under construction. Want to picnic, sunbathe or fly kites? Walk or drive over to Memorial Park. Takes about 5 minutes. Grounds maintenance is the biggest expense for the condominium. Most residents don't want the noise of a lawn party right outside their living room windows. The 'lawn' is not that big. That's why it's prohibited. And people today have no consideration for their neighbors. As for the complaints about the heat, the heating season is regulated by the State of New Jersey Multiple Dwelling Law. The heat must be on as of October 1 through April 1. Every unit can control the level of heat by turning off the radiator. However, some people do not maintain their radiators and the valves do not work. Just because you can turn the knob does not mean it is closing off the hot water supply. If you closed the valve and you still get heat, the valve needs to be repaired. It is the owners responsibility to make the repairs. This is a condo, not a rental apartment complex. You own it, so you have to repair it. Also, we do not have the highest maintenance fees in Rutherford. But we are the only condo in town with five acres of walkways and green space along the Passaic River. If you want to live in the middle of a parking lot, there are several of those condos in town with slightly lower maintenance. Every unit owner gets a copy of annual budget. They know where the money goes. As for the complaints about the management company, it is the Condo Board who oversees the management company. Board meetings are open to residents and many complaints are resolved there. The condo permits one pet but New Jersey law enforces the ADA regulations allowing Emotional Support animals even in pet free dwellings. As long as they provide the required certificates, there is nothing the management or the Board of Trustees can do. There is no restriction on the size of the dog, but there should be. Personal opinions vary, of course. Rutherford Manor is an affordable mid-range condominium. For those seeking high end luxury amenities, this may not be the place they're looking for. Nothing fancy. I read the other person's review and I can agree with a few things: The location is one of the ONLY reasons to live here. The commute to NYC is super easy, the 190 bus is right outside your door basically. Access to Rt 21, Rt 3 and Rt 80 are all really close. The grounds/grass is always maintained and looks nice. Now for the reasons NOT to live here... 1. The management company is unprofessional. I complained about a tenant who has 2 dogs (you are only allowed 1 pet) the management person told me "maybe she'll DIE soon" The Management company- Community Management Corp. Fairlfield NJ also does not enforce rules either. Many unit owners have more then 1 pet and over the weight limit! Lots of big dogs and pit bulls! 2. The maintenance fee is over $430.00 a month! For ZERO amenities! I was told by many other condo owners in Rutherford this is one of the HIGHEST Maintenance fees in the whole town! No pool, no common area and no storage. You can't even put a lawn chair out and sit on the grass- why are we paying $430.00 a month? Heat & hot water is included, but its ALWAYS HOT. The heat is "required" to be on from October-May. Iris Hirsch is the property Manager- she will tell you that the heat is "set" to come on when it's 54 degrees outside, yet it always seems to be on! I have ALL my radiators turned off and it's still hot! The system is antiquated and VERY noisy as well! 3. You only get 1 parking spot, there is NO guest parking. If you want a 2nd parking spot you have to wait on a 5 year waiting list. I've been waiting over 4 years! 4. There seems to be more renters then owners and they don't "screen" the people who are renting. 5. The units are VERY SMALL. 1 bedroom is 675 sq feet, 2 bedroom is 775 sq feet. The closets are super small, there is NO secure storage. All in all Rutherford is a nice town to live in, but unfortunately, Rutherford Manor is not, it's old (1948) and you have to complain at least 3 times for anything to get fixed. In order to live in Rutherford and be able to have your children attend the amazing, public school system, the value of the 2 bedroom condos is fantastic. However, with that said, the HOA does not allow anyone to play ball, frisbee, bike ride, roller skate, fly kites, picnic, or merely lay on the communal grass land. Additionally, no bbq'ing is allowed on site and management claims its an ordinance infiltrated by the fire department. Directly across the street from Rutherford Manor exists another condo / apartment establishment and they have a courtyard with bbq's included, which forces one to question the validity of this claim. The by-laws clearly stipulate rules all are to follow yet, the super, who is on the grounds 6 days a week, never enforces them: from vehicle sizes, to the requirements of parking in unit spots, to the requirement of curtains in all windows, and the rules of the storage areas (which are not guaranteed to any unit, they are first come first serve despite what your realtor may tell you in pushing the sale). The rules and regulations also require unit members to promptly give notice to the Association or Management of any damage to the common elements within or around their unit or upon any part of the complex. Due to the super not having due diligence, the burden falls upon unit owners / renters. If the super was properly doing his job, he would see the damages and immediately rectify them. The HOA fees are over $420 a month for a two bedroom , which includes heat and hot water, and I'm unsure of the fee for one bedrooms. Management claims there is a sensor for the heat to kick on but that is clearlt a fallacy as it goes on as soon as October hits despite higher temps outdoors. Most units can be seen with windows open in order to cool off their place. Management claims the sensor and also says the plumbing is old so some units dont get the same heat as others. With the oil costing $141,600 in 2017, it may behoove the property to fix the plumbing for those units not getting enough heat. Additionally, the super and management should be on top of the property and all that goes on. Sadly, they are not despite the manager, Iris, from Community Management, visiting the property every few weeks. It's very clear her walk-throughs and inspections of the Manor are lacking in competency. On an annual basis, owners receive an operating budget for the year from Community Management. When you question the contracts held by those who are contractors or other vendors, you will receive an email advising you to attend a meeting. You are not allowed to view contracts in private, and some you cannot view at all, and many of the dollars being tallied, seem to be well over what their operating costs should be. Anyone can check local landscapers, snow removals, telephone companies, etc, to see costs. Most of the values on the budget seem to be double what they should be and ultimately cost the unit owner more. Other condos in town have fees half the price of what this development costs and look more appealing and upheld. Why is that? Because the same people, who don't appear to care or really do anything to benefit the establishment in which they live in, have been on the HOA board for years. And many owners are afraid to push back due to possible kickback from the management company. Have lived here for over 5 years and there was one reason I wanted to live here and that reason still stands today which is the location (you are close to everything) and the transportation to NYC. Union avenue which runs from one end of Rutherford to another is the best place to live for NYC commuters since the NJ Transit 190 bus transits about 21 or 22 hours a day which you can not say of other places nearby like Nutley or Lyndhurst. Also the train is in the middle of town. The town itself has the potential be a "chic" Montclair but seems the city officials have abandoned it. High rents keeps businesses boarded up although you have an eclectic, sophisticated line of businesses from varied classy restaurants (Cuban, Italian, middle eastern) to yoga centers. Rutherford manor's one bedroom is not bad for an one person or couple without many belongings. It is about 650 sq feet approx but the very few closets are really small and stuff starts to accumulate fast. The kitchen is super small, The apartments run hot too (temperature wise). The property management company is pretty good, the lawn is kept up all the time, the grounds are really beautiful with many tall trees and tree canopies which is another plus and the super (new one) is really nice, responsive and is always around. So it is a place to live with great access to all major highways like route 21, 3, 46, GSP, NJ Turnpike, Route 80 and route 23 are not far (maybe about 13 miles away). It is 10 miles from downtown Newark and a 15 min drive to Newark airport, more during peak hours. One minus, there are no public swimming pools where to go in the area. Secaucus used to allow Rutherford residents to go to their huge 3 pools park for $15 each but no more since this summer 2014. That's a huge bummer for us with a young kid. One parking spot is assigned but there's always plenty of parking in the street or side streets, except you have to move your car a few days during the week from one side of Union ave to anohter (no big deal) or you will get a $35 parking ticket. Also the police here will give you a ticket for anything even if your car is parked and you forgot to register it. They will run your license and remind you with a very nice $50 ticket (can't remember the exact amount but it was not cheap). The good side is if you call the police they will be at your door step within 5 mins. They take their job extremely seriously. I love this town. It is a family town, beautiful streets, mostly beautiful houses, tons of trees. I feel super safe here at all times. If they had a pool I would deal with the lack of space better. Oh and these apts rent incredibly fast. You have to hunt them (I did in Craigslist) in order to get one since they are condos and individually owned.
