NorCal Construction & Restoration - Water Damage Restoration

    NorCal Construction & Restoration

I called Kyle and he came out, identified the issue - dried out our house and fully removed the mold. It even inspired us to repaint. He was on top of it, making sure we were taken care of and his team was great to work with throughout the process.

NorCAL's owner, Owner F recommended that I replace the entire houses flooring. I said no and am happy I did. Dealing with owner M and owner F was frustrating which is strange because they had great reviews. Turns out those reviews are from the previous owner. That should not be allowed. I felt as if I had to manage my own project. Anytime I would ask about when something would get started or completed, I was met with "its day by day, I can't tell you any of that, this is just how it goes". Or I would get no text back at all. Their communication and planning are weak. First I signed the contract and fully designed everything myself. I sent item numbers and where to get the products. I only asked if we were on budget. Everything was torn out by a different company in June. NorCal did not start the rebuild for a long time. The house just sat there. I moved out mid May. NorCal's Owner M said that it would be done October 3. In the beginning of NorCal starting, there were 11 no show days where I was told workers would be coming. I felt like the project was going nowhere and when I asked what was going on I received excuses. They had literally missed more work days than they had come to. To make things worse, I noticed a rodent issue due to the demo it allowed critters in (this was not their fault) I paid a good amount of money to seal up my house and make sure the mouse situation was resolved. I also asked owner F to make sure that while they worked, that no one gave rodents the opportunity to get back in. Due to mismeasurement Owner F told me that we would have to replace and downsize my door that goes from my kitchen to my garage and that I would need to pay out of pocket, not my insurance. This was not part of the plan. After some research I realized that making the door 2 inches smaller would have been in violation of CA code. A NorCal employee came to do the door and left the job with the door completely off the hinges. I went to my home to find this and I had to use trash bags and duct tape to seal it off myself. After the no shows, poor communication, mismeasurement, adding the door, very little work getting done after 4 months and leaving the door open, I wanted out of my contract. I made my first complaint to Owner F . He told me it is their legal right to "show up once every 90 days" to avoid contract abandonment. I felt as if I was being held hostage. Watch out for the contract with no start or end date. It ONLY protects them. NOT YOU. Lesson learned, but also unprofessional of him. This kind of behavior doesn't inspire trust. Owner F seems to have a way of speaking to people as if he is in a place of power and he REALLY enjoys it. If you have a complaint, too bad....and let me tell you what part of the contract says we have you by the balls...... is the overall vibe. Work started, then came to a standstill: Owner M explicitly told me that no work could go further until the countertops were in and another company was in charge of that, so we were waiting on them. Shortly after, I started getting emails from Lowes about paying the remaining amount for the countertops. I called the company that was to cut and install. Turns out the countertops were not paid for and materials were never even sent from Lowes to the folks who cut and install them as Owner M stated. The countertop company said that all of her emails and calls to NorCal went unanswered. Owner M said that Lowes told him that they would send the materials and get them installed, then he would pay after. The countertop company told me that Lowes would never do that. I had been asking for a door knob for weeks to go out and do laundry. I was met with no response. Every time they did something, it was half way done, then it just sat unfinished for days. This set back the completion date for my home getting done and was totally avoidable. My Significant other finally decided that he needed to get involved after hearing a very rude conversation on speaker with Owner F and knowing that owner M was giving me the run around with the countertops and door knob. He went to their shop and had a chat with owner M. Owner F was not there. My S.O. said it was all excuses and getting ridiculous, if they couldn't do the job then they should have let me find someone else who could. After he left their shop, I received a text from owner F stating that if my S.O. ever comes to their shop or speaks to any of their employees, he will get a restraining order. This was the last straw for me. Owner F 's response was an overreaction intended to intimidate us rather than take any responsibility for their poor service and lack of communication. There were more issues but I think you get the point. Construction is stressful no matter what but this was so much worse than I had imagined. Be sure to look at your contract.

That company did such a great job in all aspects, that my wife and I wanted to stick with them for the rest of the work. Our insurance agent really pushed for CRBR, vouched for their work and so, we agreed to go with these guys. Today, we're looking at a nightmare of a situation and regret that decision deeply. 1) We had LVP installed in our home and it is failing at random throughout the home in all trafficked areas due to not prepping the subfloor and using the wrong materials (corrugated cardboard) when they attempted to level in various areas, rather than what the job would call for, a "self leveling medium". 2) CRBR failed to insulate & seal up the moisture barrier under our home after explaining to them on multiple occasions (once with the branch manager present) that my agent was willing to approve more if they had missed the full scope of damage in the first estimate. Unfortunately, the Project manager Kip, became argumentative, dismissive and unwilling to resubmit anything new to my insurance agent who remains open and wiling to approve such. 3) We have now have had 3 local licensed flooring contractors independently come to look at the scope of damage & failure we're looking at here. The solid consensus is that we're looking at the floor failing at varying random levels throughout the home because CRBR did not prep the subfloor at all & used improper medium to level it in (at least the kitchen- corrugated cardboard). CRBR has had 3 attempts at fixing these issues before the job is anywhere near complete and each time they did no fix the issues but only made them worse or in the best case, did not address the problem altogether. Luckily my wife and I were present daily to catch some of these practices CRBR put to use...If not, we would likely be thinking our home was the problem instead. So, I would not recommend this company to anyone, especially if you are not there to understand what's happening. 90% of this work will need to be redone. It is obvious we are looking at numerous breaches of contract pertaining to use of proper material and good workmanship. At this point it would be in their interest to start offering a full reimbursement, and bow out like they were never here. See videos for the flooring quality they have had 3 failed attempts at fixing. https://youtube.com/shorts/WheRyY97jjU https://youtube.com/shorts/NkusBr8rW1s Attached pictures are examples of missing insulation and sliced moisture barrier...this was only discovered in attempted repair #2 to LVP where they lifted up a piece of subfloor in the kitchen only to expose that corrugated cardboard was being used to level the subfloor and that they never sealed the underbelly moisture barrier. That work should have been done nearly 2 months ago, and the underestimated work which has been paid for, remains undone. Steer clear from this company.
