Keep in mind that any used formal will need to be cleaned before wearing, which adds to the price of buying a used dress. David's Bridal sells bridesmaids dresses with two different webpages on their website. Dresses under $100 and Dresses under $70. I drove to this store specifically because I'd heard they had quality things at good prices and my daughter was hoping to find a formal dress. While I did find most of their books reasonably priced, I won't take the time to go back.

The sheer volume of items on the floor and shelves makes this place a bit overwhelming, and I couldn't find any organization as far as their books go so if you love a long riffling through heaps of stuff then this is your place, but if you like more of an organized and accessible experience this is definitely a place I would skip. The prices range from a couple dollars, to $7.99 for most clothing, and up depending on the item. I'd say they're asking higher end for things, similar to a current Goodwill. I don't have direct experience with the service as neither me nor my companion purchased anything, but the clerks behind the checkout counter were talking amongst themselves as several people looked at the accessories in the area.
