Going into Mid November, I am happy to report these people have done their job more than adequately. If they say something will get done, it has been done in a reasonable time. My communication with them has proved to be satisfactory when necessary. Not an easy job to do so I'm giving them one more star on this basis. read more

If I could give this a negative star I would. They currently manage the property where I live. The manager is less than responsive. Advice given to our HOA board has been erroneous. They do not understand FHA or AFHA Laws. I have a service animal that they have said I can have in my house and on property but I am not allowed to use him on property in the way he was trained. They say I must maintain him on leash at all times. I asked for reasonable accommodation because there are tasks he performs off leash. I have now had to file a complaint with HUD and I am filing a lawsuit. Do not use this company. read more

One of the worst management companies around. All they do is sent fines, and harassing emails. Haven forbid you get a package delivered and don't get it in the house within 5 mins, or park crooked on your driveway. They target houses/people in the community. read more

It has been 2 weeks sine I wrote a review about this company and things just get worse. I sent an email to the property 2 weeks and he just ignores me. No customer service. The landscaping is atrocious Dead flowers. even though the pools are closed noone is cleaning them so they dont get mosquitoes or turn green so that the bill doesnt get higher than it is.. I personally believe this company is responsible for the pool problems as they were ignoring them and now the bill to fix 2 pools is $55,000-$80,000. This is ridiculous. I pay my dues on time but e are paying for aterrible Management Co. read more

PDS took over several condo developments where I own properties. Over the last few years I have watched the HOA fees increase while the maintenance of the common areas and availability of on site staff has severely degraded. The contractors they use for landscaping cut corners and leave debris, for general contracting the work is substandard (leaking fixtures, poor stucco/framing). I have a few nails sticking into one of my walls where PDS contractors "repaired" damage on the other side. Overall, if you own a property they manage I recommend you get premium rent to compensate dealing with the company, or you cut and run. Arguing with PDS will knock a few years off your life. read more

I have neighbors throwing trash in my back yard such as diapers soiled underwear and glass bottles i have other neighbors who feel that they can use the front yard as a toilet for their dog. My yard is riddle with dog poop and when i reach out to the hoa to request assistance what happens i get fined they went after me for years over a car that i had no ability to move but the same neighbor who uses my front yard as a litter box has not one but two garaged vehicles in the drive way.. Oh and by the way people feel like they can do whatever like its the wild wild west and go dove hunting with rifles out in the desert area right behind my property and a school non stop for hours on end and what does the hoa do they raise our dues over 20% in the last year. They pick and chose who they go after while they may tell you the handling things accordingly they have no way of proving it as some people get free passes and when other like my self reached out about the issue with the weeds the Community manager never even responded to my emails. They harass and bully people and its simply not right i lived in a non hoa for over twenty years and never had these issues but to live in an hoa and to deal with this is just unbelievable read more

We have used PDS as our property management company, for our gated community, for years and have always been happy with the professionalism, courtesy, knowledge and expertise of our particular manager. He gives excellent advice and is always truthful. I think when people are not happy with the management company they fail to consider, the manager assigned to your community DID NOT make the rules. He/She is merely enforcing the rules your community adopted upon its establishment. Don't blame the "messenger". I can not speak for ALL the property managers employed by PDS but ours is very responsive and on top of every situation in the neighborhood. The company has a unique "always live" telephone system which means I can always speak to a live person who can either help me directly or get someone who can quickly. I have served on the board of our HOA in some capacity for the past 25 years. We have worked with other property management companies and several individual property managers. They ARE NOT ALL EQUAL! The reason we have stayed with PDS for many years is their service and commitment to making our community the best it can be within the constraints of the CC&Rs. I would recommend PDS to any community who is looking for professional management. read more

Unfortunately they took over managing my condo in Arcadia. Our property manager never responds to my issues - she lies and sends out community information that is incorrect, or lies and says she "didn't know about a problem" Currently I believe they are discriminating against me based on my age because they changed out our access gate and provided new access fobs to everyone I've spoken with but it took them three weeks (and numerous calls, complaints and emails) to finally send me a fob and it DOESN'T WORK. I had to call the non-emergency fire department today because I left my home for a walk and couldn't get back into my gated community because the fob they provided didn't work. I cannot sell my condo and leave so I will continue to work with the better business bureau and FHA to get them to respect all complex members and not just the ones they choose to "like" read more

If I could give 0 stars I would. My fiancé has lived in this community for almost 10 years and I have been here for almost a year. He has had so many problems with the management company in the past. He was too busy at work to deal with our most recent issue, so I went ahead and decided to make contact with the company myself. I have never been treated so poorly by any "professional". I am absolutely shocked right now. I almost didn't believe my fiancé when he told me how bad it was, and thought that if I gave it a go, maybe a I'd get a different result.... wow. Don't buy a house in any community ran by this management group. They are not helpful! read more

I am the homeowner of a home in the Country Hollow area in Glendale. Petra P (I know your last name), you don't have to pretend. I have letters with Dawn Engel's name and signature claiming I owe for wrongfully fines and sent my HOA and fine payments to a Las Vegas Nevada address with no acknowledgement if there was ever a corporate Country Hollow HOA in Nevada. Roy S has recently took over this HOA. I did inform the Country Hollow HOA board members about Dawn Engel's crimes. read more

This is one of the most unprofessional companies I've ever worked with. A little customer service goes a long way, and they're completely lacking. Every time I call I say have a nice day at the end of the call, and then I'm hung up on. Is it that hard to say goodbye before ending a call? More importantly, this year our HOA meetings were through zoom because of COVID. So I attended the first one of these zoom calls. On the call was myself, the president, and VP of my community, and my community manager Deb Tice. I'm not sure if Deb just lacks professionalism or she was unfamiliar with how zoom works, but during the call they all had their cameras on and I did not. Maybe she thought I couldn't see her since they couldn't see me, but several times during the call when I would talk, she mimicked shooting her self in the head with her hand. I was shocked that she would do this on camera and wish I would have recorded the call. I recently sold my house and I'm beyond thankful that I no longer have to work with them and that I can freely share my experience without fear of retaliation. I hope in the future their team goes through some extensive professionalism training. read more

I wanted to paint my house. The discussion went pretty much like this: Me: I want to paint my house these colors that I see on other houses in my neighborhood. HOA: We changed the color palette. Those great colors are no longer available. These colors are. ME :Those colors are hideous. HOA: Those are the colors you may choose from. ME: Fine. I will use these hideous colors. HOA: Declined. You combined them in the wrong way. ME: How was I suppose to know that? HOA: You request the color combination until you get it right. ME: Why don't you tell me the right combination to start with? HOA: We'd never get to deny stuff. read more

As you read through the ratings for this business please note that everyone who "hates" this "terrible" company is either upset for being fined for something THEY did wrong, or upset that their neighbors aren't fined for something they did wrong. Either they are too strict or too lax in enforcing the rules of the community. The fault here is not PDS who after working with for many years now has been a wonderful aid to our community at Country Hollow, but your homeowners board. Even those folks that live in my community and have complained loudly and vitriolically here on Yelp have never once been to an HOA board meeting. In fact in my 17 years of service on the Country Hollow Board, I could count on my fingers the number of homeowners who have shown up to a meeting and likely have fingers left over. Your HOA board sets the rules, your board interfaces with PDS, and your Board (an elected group of UNPAID homeowners by the way) decides how strict or lenient the rules and the fines policy is. If you are upset by it, go to a board meeting and talk to your neighbors and board members about your issues. If you desire change, attend a meeting and discuss it. Don't show up angry and demanding, show up with a problem and a proposed solution and you will likely be happy with the results. Our board hears so many excuses...I was sick, I got injured, I was out of town on business...and all of these excuses COULD be taken into account. But you must TELL YOUR BOARD members or the management company who will inform your board members and ask for direction. Board Members are not prescient, they don't know if you're sick or injured, your first notice of a problem (in Country Hollow HOA at least) give you 10 days to respond. In 10 days you could make a phone call or send an email and easily get an extension for most non-recurring violations. In fact one "injured" person was offered a FREE one-time landscaping service to assist in getting their property cleaned up, and instead of a thank you they went online and complained that we were trying to take over their property. Needless to say the offer was withdrawn. As a member of the Country Hollow Board I know for a fact that we waive more fines than we enforce if you have a good reason for it. That being said, if you are on your 4th violation of the same issue having it waived yet again is not an option. I guess what I am trying to say is, "If you act neighborly, so do your neighbors, if you act terribly, ditto." If you own a home in the HOA, you are a member of that HOA, if you choose to be involved you will discover it is quite interesting and informative, if you choose to do nothing but badmouth that $%#@ HOA, remember, you are part of the problem, not part of the solution. As for PDS, we have had the good fortune to work with two wonderful ladies, Dawn and Deanna. We were saddened when Deanna had to move on to a bigger group and let us go, but we quickly found that Dawn could fill her shoes nicely. It says a lot about Planned Development Services that another manager could step in and do as good or better a job as her predecessor and I am certain if Dawn ever moves on we will receive another highly capable person to assist us. read more

The billing is horrendous! My hoa payment is set on auto pay and it has been continuously applied to fines that I appealed and never received a response from the Board of Directors themselves. I sent it certified mail. So each month I get additional late fees and administrative fees. Do not pay late fees and adminsitrative fees for fines! Beautiful community and we have lived here since it's inception however the last 2 years have been shown mismanagement and sub par service. There has been no response from the management company whenever they are contacted. Every neighbor I have spoken to have told me they get ZERO response, or no response in a timely fashion. Although no management company will be favorable due to political reasons or angry residents who receive violation notices, but this complaint has nothing to do with that. They are completely non receptive and our last president put them on notice, but now that he left, they fell off the wagon. If you hire them, you must stipulate they must respond in some manner within 24 or 48 hours or the contract is terminated. Negotiate strongly, but most importantly, AVOID! We need an immediate change. They stink. read more

I am an original owner in my neighborhood. I am a 100% permanent and total disabled veteran with spinal issues. I've received notices for trash cans, my front yard had a few weeds so I had to hire a gardener, my window blinds were bent so I took them down. I put up swag curtains and now I am being written up for them being "unsightly". These are my front windows. Now, you go around the neighborhood and you see all types of messes. Most of the houses are rented out now and the original owners are gone. There is a gang of kids who harass animals or pets, so mine are inside. My family has concerns for my safety especially after they sent in about 20 policemen to attempt to a fugitive out of a rental house. I'm worried about safety and they don't like my windows! Don't know how to handle this one. read more

If I could give a zero rating I would. I belong to Greenway Palms HOA. I get a notice several times a year from this company asking for fees. They misapplied my payments and then tried to service charge me for their error. I did have a late payment. They changed the monthly association fee and I bank online and forgot to update the amount. My payment was 5 days late. I received a late charge of $15 and then a fee for $15.00 to send me the letter asking for the $15. My condo is paid in full. I do not believe they will have to worry about the monthly association fee. I am now planning on selling and want to share the relief I feel not having to deal with a company that harasses you for $15.00. What happened to customer service? Beware of a company that ignores customer service for $15.00 in fees. I now have a total of $43.97 in fees?? Huh? read more

I am a realtor that posted a sign for sale in a community that Roger Hartzog manages. A home across the street had a sign posted for 152 days. That agent said she was never told to remove their sign. There were other signs in the neighborhood as well. I assumed it was allowed to post signs in this community. I received an email stating it needed to be removed within 5 days. I called Roger and apologized letting him know I would remove it. That day, I removed the sign. That afternoon I sent the request in to the sign company to have the post removed. It was a Friday afternoon so the sign company didn't process the request until Monday. Because the community is so far out, they only work in this area on Fridays. Roger removed it without telling me despite my quick efforts in getting it done. The sign company charged me for the post and the "rented arrow" rider pointing to the home, and they charged me for the drive to the property. Roger was NOT accommodating to help me get the post back and I still don't have it. Personally, I think it was way too harsh considering I called him right away to let him know I will be working on it. This type of management company is what gives having HOA's a bad name. :( read more

It's amazing to me how many people are quick to jump on a Community Management Company. What most people don't understand is that they are taking direction from the Board of Directors of the HOA. Granted there are times when dealing with one of the managers is very difficult, but as an overall company I have only had positive dealing with Planned Development Services. You never have to deal with an automated voice system, instead there is always someone to answer the phone. You might not always be able to speak directly to your Manager at that time, but either the Assistant Manager or one of the other Managers will usually try to help you. I would say that after having several homes with different Management Companies PDS is definitely one of the better ones. read more

0 stars is more accurate but not an option. All complaints, written & verbal, are ignored by supervisors and the owner of the company!

In general not great experiences with PDS. They actually sent me a notice for a trailer out in front of my house- which was the landscaping company cutting my grass. It was clear to anyone with half a brain the trailer and half a dozen men weren't permanent fixtures in front of the house. We have also had trouble because we have a disabled child and frequently have therapists at the house. They want then to park in the driveway and block our garage so cars can't get in and out while they are there. Once we called with an issue and the receptionist asked who we were with and when we said we were in one of their communities they said "Oh, so you're only a homeowner". I thought the homeowners and their money were keeping the doors of that place open. You would think they would be a little more respectful. read more

As a broker of a property management company we have (unfortunately) had to deal with this horrendous hoa management company. Absolutely terrible property management company taking care of our once beautiful community called 'Travata' in Peoria, AZ. I wish I could give this management company zero stars as they do not deserve any at all. They are quick to take your monthly fees (and when they became our property management company a couple of years ago the first thing they did was up our monthly fees from a low $80/mo to $105/mo), but if god forbid you have a problem with the community and try to ask a question-you will get zero response from them. You can email them over and over again with a comment or a problem you are having and they either do not respond, or are extremely rude and curt when they do. Our property manager is named Vern Carrillo and this man is the absolute worst. Very rude and seems to have zero interest in wanting to better our community. Our neighborhood pool was closed for months and months for a pool project they decided to take on during the hot parts of the months, so our lovely pool was closed all Spring. We have had a missing sun sail in our pool area for over a year now...who knows when it will be replaced. There are tree droppings everywhere as their landscaping company does a very poor job maintaining the common areas. Planned Development Services also seemed to decide that they don't want to maintain our 5 once beautiful and large grass common areas and decided to shut off the water for months and months letting the grass go brown and dead. It is June and they finally decided to turn the water back on, but all the grass is in poor condition and not growing properly with brown and bare spots everywhere. They need to add more seed or the grass will never grow properly and the grass needs TLC, something PDS is not doing. When I purchased my house in 2014 this community was beautiful...beautiful pool area, beautiful trees, lush green grass common areas that were green year round....all things that made me want to buy my house for our family and kids to enjoy. As soon as PDS took over as the HOA management company in 2016 the neighborhood went to shambles. They are very unprofessional and do a terrible job. I feel stuck as a prisoner in a community at the mercy of a management company that is causing our neighborhood to look like crap and one that won't give you the time of day if you try to contact them. HOA's and management companies to help the HOA were created to preserve the beauty and integrity of a neighborhood and to keep the property values up of the homes. If I kept my backyard the way this management company keeps our common areas and pool-my house would never be sold as no one would want to buy it. HOA boards: PLEASE, PLEASE avoid this terrible management company at all cost! All they want to do is take your fees and do nothing at all in return and their customer service is appalling! read more

Horrible people! I was told by a board member in the community I stay in to park in non visiting parking spaces and they still towed my car. This is a very bad company. 1. They charge $75 if you rent your house to someone else. If you lost job or have to move, you are in bad luck. 2. They keep post $25 fine on your property every month. They state grass, trees, landscaping problems. They just want you to sell your house cheap. They also made up the stories. Many times, they said I changed the house color with HOA proof. My management agent went to site. Nothing is changed. The renters had no reason to color the house. But they still post $50 fine on me. I talked to BBA. They remove. Then they put back again by making up some other problems. 3. They release my house info, name and address to many realtors and public. I got so many letters said I am frustrating about the housing. They wanted by my house to help me out by paying cash. How they know I am frustrating about HOA fine? It is this company releases my info to them for financial gain. Warning: Stay away from this company. read more

If I could use less than 1 star, I would. They send notices and when you ask what you need to do, they don't give you an answer, let alone get back to you. When I noticed blatant racial discrimination they did nothing! Would not recommend them. read more

I would give this company zero stars if it was an option. The community where I own and live in my condo signed up with this HOA Management Company about a year plus some months ago. After dealing with the previous HOA Management Company's shortcomings and the specific needs and issues of this community, PDS was selected after a raving presentation of "oh that's an easy fix" resolution answer to all of our questions. I have emailed our community's PDS Property Manager (and CC'd the Assistant Property Manager) on several occasions regarding different items with ZERO response...No thank you for your concern...no we have received your email and we will contact you with the requested information...not even a read receipt. I CAN tell you I feel like I am being robbed each month knowing a portion of my substantial HOA dues is going to this PM Company and getting NO service. I've even called in and left voicemails pleading for them to return my call to my question regarding "Why multiple Homeowner's key fobes won't work to open the gates to the community amenities" (and my account is in pristine condition - $0.00 balance due)...I left the last voicemail the week before Thanksgiving and I'm still waiting for a return phone call. Do yourself a favor and STEER CLEAR OF THIS HOA PROPERTY MANAGEMENT COMPANY. Their words are empty promises; and that's IF you can get any words out of them once they've contracted to manage your community. read more

We have had the pleasure of contracting with PDS for several years after experiencing several disasters with four other Property Management Contractors. I have always been able to contact our Community Manager or her back up person to handle any situation with immediate, completely responsive results. Our financials are handled in an effective, efficient and accurate manner. If there has been any problem they are there to provide the best service possible. We have a hands on Board of Directors (BOD) and in partnership with PDS our residents expressed satisfaction with PDS and the BOD. I find some of the other comments and ratings shocking and wonder what your contract provides. As with any business relationship it should be working together for the common good of your community.
