I love this place! After living in NYC and Las Vegas the past 25 years I was blown away how good Pho Cali is. I tried a few other Vietnamese restaurants in the area none come close to Pho Cali . The bowls are gigantic- enough for 2. My pho's noodles were good, the broth was hot, but the seafood - some shrimp & some kind of "seafood ball" (crab? fish? couldnt tell what they were) was bland. little flavor. i added hoisin sauce, red pepper, soy sauce, didnt help. Usually, this place is spot on. I am a regular customer and I always order number 44. Today I ordered it and it was DoorDashed so I expected it would not be hot, which is fine. I don't know what happened, but the whole order was placed in a much smaller box, the meat seemed "off" and possibly freezer burned. The spring rolls actually had no flavor and they were freezer burned also. They only included the fish sauce, but they did not include the hot pepper paste which makes everything so much better. In my unofficial quest to have Pho in all 50 US states, my travels steamrolled here through Wilmington, Delaware on a brisk Tuesday for a late lunch. On my way to sightseeing in Gettysburg, PA, I needed lunch and desperately wanted Pho, so I checked Yelp as always and found this hidden gem. While the reviews were mixed, I have found Pho Cali pretty good and decent for the money. Like many Vietnamese restaurants and cafés I have encountered, the restaurant set up is the same and the menu always the same. When Pho is your specialty, then you know you have to make it the best. Located off the I-95 in suburban Wilmington, DE, Pho Cali is located in a shopping strip mall anchored by Kohl's and a supermarket on Kirkland Highway. It was a nice lunch and worked well with my schedule. Like most Vietnamese restaurants, You would get very basic service and minimal interaction with the staff from entering and ordering to paying the bill and leaving. It's like that and I'm used to it. They would escort you to your table and ask abruptly what you want and leave without saying anything, taking the menu off the table almost immediately after. As far as the food goes, I normally get the combination Pho or #1, per the menu. Pho Bac Diet, as it's referred to in Vietnamese. And the summer rolls. After ordering, I read more yelp reviews and discovered you get 4 summer rolls for $7. What a bargain! Normally, I would get 2 summer rolls for around $4-$5.50 at other Vietnamese restaurants, but I was blown away with this one. And another first is that they serve the peanut sauce warmish-hot! That's never been done before in my experience. It was a good, intensive mixture to start the meal. The bowl of Pho was served in a XL bowl and it was tasty. The broth had a semi deep flavor and had a peppery taste to it. Along with bean sprouts, it was decent. Apparently, they were experiencing a basil shortage, so I was a bit bummed about not having basil. I made due and it was ok. They accept credit cards and that's always good in my book. While the aforementioned service is a drag, they make up for it in good food, affordable prices, and generous portions. The restaurant is clean and spacious. Plenty of tables and chairs to accommodate yourself and your party. It was a quick meal, so its easy to see. The overall experience is average at best, but for the food, it was dully noted as solid. Right now my mouth is sweating, my eyes are watering, and my ears are red--and I couldn't be happier. We love to eat take out veggie pho from here. One order will feed two people. When you order take out: They give you a giant cup of the broth, which is delicious by itself but then you add the noodles, bean sprouts, like juice, basil (they give you almost an entire basil plant), and your preference of sauces. This was by far the worst Vietnamese food I've ever had. I ordered the spicy beef noodle soup for takeout. When I got home I opened the container of ice cold (obviously had been sitting in a fridge for a long time) mixed beef. It had frozen rubbery "meatballs," a huge block of super hard, clear cartilage, a pile of rubber band-like fat strips, and two ounces of actually edible steak. There was zero spice anywhere. The pictures on their site show deep dark brown spicy beef broth with lots of visible red pepper. What I got was some light yellow broth which I've attached a picture of below. Zero spice and very little flavor. It tasted like they used a carton of pho broth from the grocery store. It most certainly wasn't slow cooked. Nothing was made fresh. Absolutely disgusting. Right when you walk in, it looks very old and dirty. It seems like a place that you would find bugs in your food because there is no cleanliness. Even the sauce bottles were sticky and old, floor had this black thing along the sides. When I ordered pho, the lady said they were out or bean sprouts and basil. The pho was good, but being in that atmosphere makes it unappetizing. My dad's colleague even found a cockroach in his food there. I have to give this more stars to boost the rating!!!! As an Asian person coming from California where lots of good authentic asian food is, I really think this place has authentic Vietnamese food!!! Item #1 Pho Dac Biet is the classic pho bowl to get. It is the beef broth, with the rare beef steak, tripe, beef tendon and beef ball. The important thing about pho restaurants is how their broth is. The secret to good beef broth is age, and there broth is definitely very flavorful!!! I think their cut of beef could be better quality, but I can't complain. The rest of the beef is pretty standard, but delicious. Make sure to squeeze in some lime, put in the mung bean sprouts, and the thai basil to make the soup more refreshing! I wish they have more items on the menu still. They don't have the vietnamese sandwiches or the DIY summer rolls as the menu has crossed out. These are particular things that would make the restaurant even better! I definitely need to come back to try more of their dishes and definitely need to evaluate their fish sauce for the vermicelli bowl. But so far, a #1 that is authentic is great in my book. read more

I've made a couple trips here. Preferably, the only Vietnamese stop I'll go too in DE. Not that there are many anyways, but must appreciate one that will make me return. My usual would be the, Special Pho, that comes with all the meat assortments. Although, I feel at times that their broth is lacking something and I can't really seem to pin point it. Most places, summer rolls are in orders of two. However, this one serves four rolls per order. Which is a plus, but seemly their summer rolls are a bit disappointing and would be something I wouldn't order again. There were no herbs, chives, or a slice of cucumber. They used shredded cabbage instead of green or red leaf lettuce and I also noticed they used bean sprouts as fillings mixed in with the vermicelli noodles. I'd go 3 or even 4 stars if some attention to cleanliness took place because the pho is actually good but, It's hard to sit there and not see the sticky condiment caddy that hasn't been wiped or cleaned in forever. The walls and booth are dirty most of the time. The "waiter" is everything but. The menu is very old and has lots of tape throughout. They've discontinued a lot of options by simply covering them with masking tape or marker. I love pho. This place has the best pho you can get in Delaware for the price. There's another place called Pho Nu Vhu in Bear but their portions are smaller and the prices are higher. Pho Nu Vhu is better for foods OTHER than pho because they have more variety there in terms of appetizers, drinks, and desserts. If you want just want a big bowl of no frills pho though, this is the restaurant to go to. I've been to Pho Cali since the place opened. When they first opened, their broth was too greasy and sometimes their noodles would clump. Since that time, their pho has generally gotten better and the broth more consistent in flavor. The best part about this place is if you order pho, your food will be in front of you within 5 minutes! If you see other people attacking a gigantic bowl of noodles and you're feeling hungry yourself, make sure you tell the waiter you want a large bowl (add $1 to menu price). The prices listed on the menu for the pho are the smaller bowls (but not too small either). I'd recommend a number 4 or 6. 4 is pho with flank meat (what I consider the more flavorful cut of beef because it has bits of fat/sinew attached to it) and 6 is pho with raw beef, brisket, and flank. I do not recommend their meatball because it tastes like rubber. Other than pho, the bun here is descent and their egg rolls are really good although somewhat pricey. The grilled chicken is tastey, too.Their non-alcoholic drinks are good too although everything is by the can and are somewhat overpriced for no refills. I recommend their hot tea. It's really aromatic and it's free! I tastes like green tea flavored with toasted rice. When I asked what tea it was, the guy behind the counter didn't really know but he said it was brought back from Vietnam. I've eaten here a lot (at least once a month) because it is cheap and good Vietnamese food (Pho is cheaper and better in Philly but not worth the drive). However, the reason this place gets 4 stars is because the service is bad. The waiter gives you your food and does not even notice you after that. You have to wave and flag them down even for the check. There are multiple times where I've had to go up to the counter just to pay because they would not notice me. Maybe that's how restaurants work in Vietnam because this place is owned by an authentic Vietnamese family. Oh and to add on to a previous's reviewer's comment about the hot coffee with condensed milk. They do not put the condensed milk on the side anymore. I'm always in the mood for Pho; however, I've been a little skeptical of Delaware establishments after having my taste buds blown away with awesome Pho in Philly. Pho Cali is located inside a strip mall, and they have done little decorating on the inside to help you forget your eating inside a strip mall. I guess all of that is irrelevant as long as they have solid Pho. After placing my order, my Pho came out less than five minutes. My bowl was piping hot! The broth had good flavor and I did not have to add a lot of sriracha or hoisin sauce. I could definitely taste the anise seasoning in the broth. The one turn-off about my Pho was that there were pieces of meat that had too much fat on it for me. My Pho was good. I will stop by again for a bowl of Pho. read more

Went here with my sister a while back. when we walked in there were mostly Asian people eating there, which is always a good sign when trying to find an authentic food joint in an area pretty devoid of good Asian Food. I had the pho with flank, tripe, tendon, and meatball. It was quite a bowl of soup with ample bits of everything. I wasn't crazy about the meatballs though. They had a strange texture and tasted bizarre (says the man that loved the tripe and beef tendon in the soup). My sister ordered seafood pho. They were served with all the traditional condiments. My sister also ordered a salty lemon drink. Watch out for that one. It's really salty and I wouldn't recommend drinking it if you're eating spicy foods (it only makes it worse). Neither of us could finish it, but it tasted good in a strange and intense way. In spite of what some reviewers said, our soup came to us piping hot. We needed to give it a minute to cool down. As for atmosphere. It's pretty nonexistent. But that's not a huge hang up of mine, especially if the joint is selling modestly priced food. Service is strange. You seat yourself, and then they serve you. But once again, this is not fine dining. All in all the food is worth the money, and it's definitely on my list of go to places in Wilmington. read more

Had an interview in Wilmington, so after I was done, I immediately searched for nearby restaurants and came across Pho Cali. First of all, there was no one in the restaurant when we got there besides the server (?) and a few chefs in the back. As we sat down, I heard loud Vietnamese ramblings in the kitchen. I thought to myself, 'this could either be really, really good or really, really bad.' Although I wanted to order the pho, boyfriend and I ordered a Bun Thit Nuong (grilled pork noodle bowl) and a Com Thit Nuong (grilled pork with rice) instead. I know, I know, I know... we should have gotten completely different items to try, but everything else was more expensive than the usual and we didn't want to take the risk to spend that type of money on food we weren't too sure was going to be good, you know? So, everything looked good until I looked down in my bowl and saw dry strands of rice noodles. Not just a few strands, but, like, enough to cover a quarter of the bowl. Minus a star. I wasn't upset, but disappointed because the pork was so, so fragrant (also, an abundance of cucumbers was a plus for me) and I was actually enjoying the dish, overall! Luckily boyfriend's pork with rice was okay and manageable. We eventually also asked for a cup of broth on the side (typically free if you are Vietnamese and/or if you order a rice platter type item) and it was pretty good - the only downside was that it was lukewarm. I assume the pho to be tasty just by the cup of broth we got. All in all, decent Vietnamese food in the Wilmington area. I mean, there aren't many to begin with.
