The Whitby location is a hidden gem that rises to the top compared to the unfortunate norm that is over-crowded, under staffed and slow government services offices. The biggest drawing card for this location is the fact they are open on Saturday. Parking is free, easy access on the main floor and plenty of seating. Getting here is an easy exit off the 401 on Thickson Rd. If you can live with the 10 day time to receive your passport then it gets delivered right to your door for free. Otherwise if you want express service then you need to pick it up in Scarborough. Good luck there. For Saturday service, show up a minimum of 30 minutes early and you'll be within the first 40 people in line. If you do that you'll be out well under 1 hour and still have the rest of the day free. I was really impressed that 10 minutes before opening they actually let is in and 3 staff started to issue numbers and let us sit down. There were already 8 employees at their stations and stated to call numbers promptly at 9am. This location must be managed by a former private sector person as this level of customer service in government is unexpected.

I will answer the most critical question in your mind before I complete the review: On a Saturday, I arrived at 9:20am and got out with all things done before 10am. It took a total of 40 minutes, including lining up. And when I joined it, the line extended to outside of the office door. So don't be concerned with the long line, it moves very fast. Do you remember you used to have to take time off work if you had to apply for a new passport in person? Now you have the option to apply on Saturday. Passport Canada has extended its service hours to Saturday, 9am to noon, at its Whitby and Brampton locations. I visited this Whitby location on a Saturday. The office was spacious, clean and relatively tidy. A security guard at front door handed out form and answered general questions. I lined up to get the forms and documentation reviewed. Then I sat in one of the chairs until my number was up. Both the document reviewer and the application agent were polite, efficient and effective. Their competences really impressed. So why the 5 stars: 1) I don't have to take time off work, 2) I don't have to get to a passport office by 8am during weekday rush hours, 3) the people are professional and polite, 4) the only standing line is along a wall, so I can comfortably lean onto it, 5) I get out in an hour. What's not to like? BTW, big tip. I noticed that the line up to have documents reviewed significantly shortened after 9:40am.

For the longest time, I have wanted to visit Shanghai. Last December, I took advantage of a seat…read moresale and got my plane ticket. I have made progressive steps to get everything in order. In January, I got my photos taken for my tourist visa. Last week, I decided to get my visa by going to Visa Center (yes, it's spelled the American way, including its site URL). I found this place through an online search. Instead of taking time to drive downtown, pay for parking, and wait to get my visa, I drove for ten minutes to get here. The office is located on Highway 7, on the southwest corner. Parking gets busy fast in this plaza. I learned though my experience at Mindzai that there are two parking levels underground. I first visited this office last Tuesday. I got there at 09:44 and nabbed a decent parking spot just outside the building. I took the elevator up to the tenth floor. I got confused as to where this office was. It is shared with another business. You simply go through the glass doors and hang a left. It is best to print your forms and fill them out before you head over to this office, which I did. The Chinese consulate only accepts typed applications. If you don't have access to a computer, this office charges $35 to decipher your chicken-scratch handwriting and do it for you. There are some services that you can do without. If you want updates on your application on your phone, you pay $1 for text messages. I declined. You get e-mail updates, which were often, free, and helpful. You can also check the status of your application online. There is also a service in which your details are registered with the Chinese consulate. If you want that piece of mind, it is $16. I got an L tourist visa for China that allows multiple entries into the country. It is good for ten years. I got an e-mail to pick it up on Tuesday. I went back the following day and had to park underground on level P1. Parking spaces can be tight. However, my car is small, so I backed into my spot easily. You need to bring your receipt to pick up your visa and fetch your passport. My visa was in my passport. I was pleased. Picking up your visa in-person is your cheapest option. It takes a week. If you are in a rush, there are faster options. Naturally, you pay more for them. I recommend this service if you want to save time and aggravation heading downtown to get your tourist visa. (106)

I would suggest going there before 8am so you deal less with waiting. The line definitely started to get crowded after 8am. The security gives you a number with ticket and let's the first 5 go up in the elevator to the second floor to wait about 5-10 minutes ahead of 8:30am. Then after I think they use the computerized system for your number to be called upstairs. If you don't want to be standing downstairs as long, definitely bring a folding chair. I was in and out in 20 minutes when the office opened at 8:30am. Just beware they only accept debit/credit card/tap to pay and not cash. Only cash they accept is if you have a money order.

When I visited, there was a line forming in the lobby with a security guard there to answer questions, provide forms, and file people into the room with another line. The lines moved fairly quickly. The employee behind the counter checked over my form and looked at my current passport and passport photos, printed a ticket, and instructed that I wait on the second floor for my ticket number to be called. The wait upstairs did not take long. The next employee I saw checked over everything; I paid, and she informed me that my new passport would be mailed out in ten business days. The whole process took less than 45 minutes.
