    After years of living in these apartments and the numerous complaints to the managers about roaches…read moreand extensive mold growing which affects the health and wellbeing of our living conditions. Here is proof that's these apartments are disgusting and did nothing for us for more than a decade. They will say they would take care of the roach issues- all they did was do some kind of "spray treatment" at the utmost inconvenient times where you would need to find a place to stay for hours. And when it was done even a ridiculous massive amounts of roaches came back. When mold was addressed- all they did was paint over it. Horrible place to live! They do not care about your safety and health concerns living in these apartments. Come to find out from a recent article that these "low income" apartments for more than a decade, has served as a cash machine to fuel the rising power and influence for a coalition of labor unions.

Sure, our experience with Sharon was not the best. Sharon was not friendly or helpful at all- by all means I am not trying to condone her behavior. However, based on my day to day observation alot of the tenants that live here seem to not be the cleanest or polite either. But hey they are always the first ones to complain. Tenants need to do their part as well and not be so demanding, dirty, tacky, or loud. Abiding by the rules can go a long way.....Keep your area and apartment clean!!! Moving forward, these apartments are now under new management and deserve the benefit of the doubt. Jodi the new manager is a sweetheart, attentive, helpful and very welcoming. You can stop by the office any time and she will receive you with a smile unlike Sharon who always had the door locked. Claudia one of the assistants and Matthew the lead in maintenance, just to mention a couple have been extremely helpful as well and they get the job done. Jodi jumped into action when I contacted her about repairs for the apartment where i currently live. The apartment needed to be rehabbed. Essentially it needed fresh paint, new carpet, new toilet, new kitchen & bathroom floor. Jodi, Claudia and Matthew and his crew took care of it all !!! Jody- Thank You for giving my family and I a new home :) Continuing on, these apartments are comfortable, spacious, and definitely affordable in today's renter's market. Some new & positive changes that have been made to help the NCPA community come together are - Saturday events such as movie nights and music fest. The most recent event will be this Saturday with the re-opening of basketball courts that will include raffles and ice cream. How exciting! In conclusion, I am giving this review a 4 star because of the parking situation. I have my designated parking spot but visitor parking is not the best around the area especially because alot of tenants have more than 1 car and are always leaving a huge gap in between their car and the car in front of them to save a spot. Independently from the parking matter- if you are looking for a place to live I highly recommend NCPA. A lot of positive changes to look forward to, comfortable to live in and staff is nice and helpful! Hope this review helps.

When I first arrived, they gave me a parking spot, which was already taken by someone else. They attempted three more times to provide me with a spot, but someone already had it every single time. It took seven months until they gave me a parking spot, but someone else already parked it in! They gave me a towing card, and the next day, the guy damaged my car. MITCH DIDN'T DO ANYTHING. unprofessional behavior of trying to understand the situation or provide reasonable support. Also, we had a furnished apartment. We asked Mitch if we could remove several items when we moved in. She said yes, and we provided a list. On move-in day, nothing was removed! Also, one of the chairs was reeked with piss. The floors were really dirty, and the dirt stained my pants when I was building furniture. On top of this situation. It always smells terrible in the parking lot and in the main lobby. They never fixed the AC inside. Homeless people use the pool. There is a consistent breakdown of the washing machines, but the mechanic is really nice. There is always an elevator broken down. A good few weeks with no hot water. Don't trust Mitch, if she's still there.

    I gave 2 stars because I have been living here for almost 6 years…read more I'm sharing my experience and i hope it can be helpful for future residents. The manager is rude and I feel like she doesn't like Mexicans or Latino people. I had to speak to the supervisor so the manager could stop harassing my family . my first 3 years she used to harass me a lot and I also noticed that it was only to me. During the pandemic she gave me a lot a hard time. And there is a lot of noise here making it uncomfortable to live in and also have a good night sleep . Dogs barking day and night. I already spoke to the manager and I can still hear the dog barking at Night and and early morning starting from 5:00 am including week ends ,also when I ask to do repair with in the complex maintenance comes over and does the job halfway done makes it uncomfortable and I have to ask maintenance to come back again and finish the job , when it comes to maintaining clean around the complex the maintenance lady and the workers blow dirt inside the apartments careless if the windows are open or if the wooden door is open.

Leticia, the manager, has been very helpful and promptly responds to any of our concerns. Additionally, the location is very convenient, with necessities such as grocery stores, laundromats, churches, and gas stations nearby. Tenants tend to stay for a very long time, so if you are considering this location, you should sign up and make a reservation. This way, they can call you as soon as a unit becomes available.

I would say the only thing I didn't really like was the layout of having the restroom in the bedroom. Other than that I loved my apartment! Overall i never really had any issues. Every request I would put in for maintenance was met. My suggestion for anyone wanting to move in 1. Ask for Azalea, she's an angel! She is so helpful, so professional and always has a great attitude. Not to sound corny, but she was one of the main reasons that made living there worth it. 2. I suggest making friends with the ladies in the office and the maintenance staff. Offer them a soda, water or snack to share. Valentine's Day my son took Azalea and her team little cupcakes. It's a small gesture to show them appreciation. 3. To avoid package stealing like anywhere else in this world, make friends with your neighbors. Exchange numbers and offer to pick up their packages if they are not home. Get a ring camera too! 4. Did you see #1? Ask for Azalea, she's is extremely helpful. From a hidden move-out fee, to a broken washer and dryer for the first 6mos of the lease, to fleas before even moving in (I also never had pets there!), to ants coming through every crack of the doors, to light and fan fixtures breaking, to my garbage disposal breaking, to my toilet unlatching from the lid, ohhh but wait there is so much more! To my bathroom sink pipe leaking and ruining all toiletries underneath, to even my blinds and blind-wand breaking ever use! I pay over $2,400 for a one bedroom and this is what I deal with on a daily. I signed a lease for a year, and now that the year mark is approaching, about two weeks away, I was told I didn't give any notice and will be charged for TWO additional months. I called today and was given excuses and no help on how to move forward with any different options. There is no way I can afford two different rents in San Diego that are both over $2,000. I am so disappointed in these apartments and would never even recommend it to my worst enemy. This place looks beautiful from photos online and even the model home-- but I promise you will regret moving into this place within the first month of your lease. This apartment complex loves to put bandaids on things and offer little to no help. And allow me to use the infamous line, if I could give zero stars, I WOULD!
