You can see quite a bit of the grounds just by purchasing a pena park ticket, but that ticket doesn't give you access to the interior of the palace. We took the train to Sintra and walked the steep, windy streets up after taking a local bus. Definitely would take the $12/pp tourist bus or hire a tuktuk in retrospect, but on the bright side, I got a good workout. Worth the day trip from Lisbon.
