Every time I asked about the progress, he gave new excuses. I later found out he never paid the plumber or electrician, even though I had already paid him for those services. Because of that, they refused to return to the job site. I request meeting he did not show up any meeting last two month. He said he work for city of lawrence. When I confronted him, Jose Rosario told me, "I know many big guys in the City of Lawrence and Methuen--no one can do anything to me." His behavior is unacceptable, and I am seeking help from the community, the authorities, and anyone who can assist in holding him accountable and bringing him to justice.
