It started with the leasing process back in spring of 2024. My fiancee and I were trying to get our paperwork in order and every time we called to ask for clarification, we got different answers about what was acceptable from different people. It took over SIX WEEKS to hear back from the assistant manager, who had been on vacation and apparently didn't leave a sticky note or any sort of instructions to the person next in charge. She said that she didn't know how the online forms worked because she "had never seen the website before" -- this will be a common theme with her as she didn't know how the payment page on the website worked either. Ten days before we were supposed to move in I got a call: the apartment that we signed for had been inspected and was - in their words - "Unlivable and uninhabitable." So instead they were going to move us to a different unit down the hall. We got a shoddy video recording of the place, and were assured that it was a nice apartment unit. What the people of RIR "forgot" to mention was that this unit is DIRECTLY UNDER THE GYM IN THE BUILDING. So now my fiancee and I get to hear people running on treadmills, dropping weights, jumping rope, punching/kicking the sparring equipment, and more - at all hours of the day. Let me clarify that we would NOT have agreed to this unit under normal circumstances, were COMPLETELY unaware that we would be under the gym, and if they had told us about it before rushing us into a new contract then we would not have signed. There are small display stands outside of each unit door that you can put decorations on, many people do. My fiancee and I put a small painting on ours, and it was ripped up and destroyed by another tenant within 48 hours. Wish that I could say whoever did it was caught, but there are no cameras in the hallways - so anything could happen out there and no one would know. The parking garage connected to the building is owned by a separate company that will charge you hundreds of dollars per month to do a shoddy job making you feel like your car is secure: we hear car alarms going off nearly every morning or night., and they don't seem to mind the homeless people just laying about the place. The CVS at the end of the block is a joke, the shelves are never more than 25% stocked, and people steal things from there constantly. This also goes for the Giant up the street - seems convenient on paper, but you'll learn how badly run that store is too. The main elevator to our building goes down seemingly every other week, and the most recent time that it did it was down for about three weeks. Communication is piss poor here. You can call the concierge desk about something and the person working there will constantly interrupt you and just try to get through the conversation as quickly as possible without a resolution. If they say they're going to follow up with something, it turns out that YOU have to be the one who follows up or you'll never hear from them again. Apparently Buzzuto hires temps for a few weeks at a time, because the faces of the desks change constantly and no one seems to know how anything works here. For example the pool closed the first weekend in September, and we were still getting emails about the pool closing "soon" mid-way through October. Your mail and packages will not be safe here. We've had multiple instances of ordering something, getting the confirmation email that the package was delivered, but no one at any of the desks have any idea where it is. One of my most recent packages was lost for over a week - and when it was found it had been shoved in the back of the mail room with our unit number crossed out and a different one scribbled on the side. There is more, but I'm at my character limit. Let me just say that the best part of RIR is how close it is to the metro station, so you can get away from here quickly. We cannot wait to move out.

The Bozzuto name used to be synonymous with luxury. Rhode Island Row is definitely not that. Please read ALL yelp and Google reviews on this property. You'll notice the positive reviews are all from several years earlier. The reviews on the Rhode Island Row website are all positive as well and refer to "staff friendliness" but not the multiple issues at the property. The staff at this location has at least 200% turnover due to these issues. During our 7 month stay at RIR, our concierge at 2350 changed 5 times. If the staff refuse to stay, it's very telling. Be well informed of the vagrants who are allowed to camp in the Rhode Island Row stairwells freely, the rampant drug use in the stairwells and hallways by residents AND outsiders. The building has a supposed " no smoking policy" that is not enforced. The fire alarms go off multiple times per month due once again to vagrants easily gaining access to a supposed "secure" building. Bozzuto does not care about the residents of this property and the management on site will do nothing but say "we are so sorry you had that experience." Nothing is proactively be done to fix these ongoing issues. If there is an issue, the management sends a memo reminding residents of the rules, but it is as ineffective as you think a memo would be.

We love living here and intend on staying for many years. There are two gyms, two pools, and a lovely rooftop deck with bbqs and comfortable seating and TVs and entertaining space. Inside both buildings has great shared working space and entertaining areas. I truly appreciate the management team, along with maintenance and service teams, to responding quickly and efficiently to any issues or concerns we have. Every issue we have ever had has been resolved, and we have good relationships with the staff and management. I can't recommend this place more. We even have our friends of 30+ years moving in soon. This is a gem!

I decided to put in an application here on a unit sight unseen because the advertised rent and unit size (at least on paper) seemed to be a good deal. I was really trying to find as much space as possible for as little rent as possible. I came by on a weekend when the office was closed to walk around the building. I was able to follow some people inside and took a look around the areas that didn't require a key fob. The building is at least 10 years old at this point and looks rather dated, but overall it was adequate for my purposes. There were police in the area out front for some reason, but I decided to overlook that, the relatively high crime in the area, as well as the low reviews online for this building, as the price and the space seemed right. I went home and applied online. Now here comes the part that makes me leave the bad review: To apply to rent here, you have to let a third party platform log into your bank account(s) to verify income. In any other place I've rented, I've been able to provide a letter of employment or a pay stub. This practice of handing over your log-in info is sketchy and overly invasive. However, I do think this is a common practice in the DC area and renters probably don't have a choice in the matter. My application was denied because my bank accounts showed no income, despite my having lots of money saved up in my accounts. I've been traveling and had just started a new job. As far as income goes, I make more than twice the monthly rent required. When I inquired why I was denied, the person at the leasing office suggested I had a criminal record or bad credit. This upset me as I have neither. Hearing my voice raise, he decided to look at my application and explained it was denied for "lack of income." When I asked how we can address this, he said I could pay up to one month's rent for someone to be a guarantor for me, or I could provide my own guarantor. Again, I feel it is predatory to make your requirements so rigorous that you can offer someone the "service" of providing a guarantor at the cost of one month's rent. I provided my own guarantor, a family member who was willing to vouch for me. THE OFFICE NEVER FOLLOWED UP WITH ME OR MY GUARANTOR. While I lost out on my $50 application fee, I feel I lucked out by not moving into a place where the office staff are uncaring and careless. At the very least, do what you can to rent out your units and get people to sign. From a business perspective, the management company is losing money by having the current crop of leasing agents representing them.

There's been consistent water damage issues with this building and Novel has been extremely rude to…read moreresidents who are routinely displaced and ultimately need to move, refusing to assist in basic ways after residents quite literally cannot live in their apartments. Novel also has refused with multiple residents to identify a root cause or take preventative measures to keep these issues from recurring. On top of that, residents are expected to continue to pay rent for time they are displaced and cannot live in their own homes. In addition to this, Novel has sent extremely rude emails to the entire building, accusing residents of not using the trash chutes and creating unclean conditions. However, when residents respond and point out that the trash chutes are broken and cannot be used, they are ignored. The issues with Novel are so widespread that there is currently an ongoing class action lawsuit against this specific building's management for deceptive practices and overpricing (Google Hettinger vs. Bozzuto)

Unfortunately last week in the Novel Dog Park, a black rat bait box was somehow open on the rocks section in the park, with rat poison spilled on the turf and rocks. My dog ate some and was rushed to the ER and had his stomach pumped, was given charcoal, and is on 30 days of Vitamin K to prevent internal bleeding. I emailed Lexi the GM and requested reimbursement for the vet bill and assurance that the dog park be closed and cleaned, and she promptly denied the request, saying my dog should not have been on the rocks section and it was not Novel's fault an open rat bait box with poison was everywhere. This all despite no signage, fencing, or warning about dogs not being allowed on the rocks, or that poison was present in the 3+ rat bait boxes in the dog park. The park was also never closed and was hosed down to clean. Despite several emails back to her initial denial, she has never responded. She is never physically in the office, and had the assistant manager respond to my various attempts to reach her instead of directly responding to me. My dog could have died, and all the wonderful staff mentioned above have personally found me and asked for an update on Leo, and apologized for this horrible situation. I have never left a negative review before, but felt it was my due diligence to post about the negligence of this scenario.

The units are spacious, and the walls and floors are concrete, so I pretty much never hear my neighbors. The windows are large, but my unit unfortunately faces another building, so I don't get much sunlight, or breeze. The staff for the most part have been friendly and responsive. The concierge gets overwhelmed at times with handling packages, and to cut costs, the building has cut back on shifts so that there is only one person working the desk most of the time, meaning if they're on break, there is nobody there to assist you. Thankfully, they finally got rid of the 3rd party package service that required us shipping all of our packages to Alexandria, and caused massive issues with deliveries. Maintenance has always been fast to respond to requests, and any issues are usually resolved within 24 hours. I had an issue with fruit flies when I first moved in, and one visit from an exterminator got that cleared up within a week. I've seen no other pests, even around the dumpsters in the basement and loading dock. The location is very convenient being right on top of a Harris Teeter, and right next to the metro station. And Union Market nearby is seeing new and exciting things open all the time. That said, NoMa is pretty much removed from the rest of the city, and while the 90 buses nearby will take you to Shaw, and Adams Morgan, getting through Dave Thomas Circle can take up to 15 minutes during rush hour. Unfortunately, the 140 building only has 2 elevators, which break down all the time. There have been months where only elevator was operational, serving 15 floors. At busy times, you can be waiting up to 10 minutes for an elevator. The grills have also been broken since the day I moved in. Only a couple of the burners will work, some of the time, and the built in lighters have been broken completely, so you have to bring your own lighter. Management has been saying for 3.5 years now that the parts are on the way, but they seem unconcerned with getting them fixed. And the courtyard they sit in is mosquito ridden, making it difficult to be a space to enjoy. As for the building's other amenities, the pool is nice, but the building doesn't really enforce guest limits. There are a lot of grad students in the building who aren't shy about bringing their entire crew over, making the pool incredibly crowded at times, particularly on weekends. And the towers are only connected on the 2nd floor, and the garage, so if you live in 140, you have to take two elevators, and a bit of a hike to get to the pool. The gym is nice though, and there's enough equipment that you can usually find something to use. I don't think I've ever noticed any broken gym equipment. Lastly, Bozzuto is notorious for nickel and diming you, and the Flats is no different. With all of the added fees, what I pay each month is typically about $200 to $300 more than my base rent. And they did raise my rent by about $200 to $300 with my first two lease renewals, but thankfully did not for my third. With all of that, I'm paying about $800 more per month than my base rent when I moved in 3 years ago. Overall, if you're looking to live in NoMa, I think the Flats is a great option, particularly that it's one of the few new builds with actual windows in the bedroom. But there is definitely room for improvement.

Anthony provided the incorrect information about the unit and sold us a unit that was not what we thought we were getting. I've tried to make it right with Flats management and Buzzuto - they told me they would pay for our movers costs for one of our moves because now we have to move twice in three months because of a mistake Anthony made. I agreed to them paying for both our movers. Now they are reneging and only agreeing to pay half. If you sign with flats 130 or Buzzuto, they are not good people to work with. They will mess up and not fully own up to it and you will out plenty of money. Thanks, Sam

My storage unit was broken into (there are constant robberies at this property), and everything…read moreinside was stolen resulting in thousands of dollars in property losses. What makes this even more disturbing is that the storage room requires both a key fob to enter and a key to unlock each individual unit. I contacted the police and filed a report, and they found no signs of forced entry on any storage unit except mine. I'm the only person who knows which unit is mine (outside of the building management), and I keep my key fob and key on my car keys, which are on my person at all times when I leave my unit. This robbery makes no sense. Somehow, the only key provided to me by the leasing office opened my storage unit, and everything inside was cleaned out. The fact that no one without a fob or key should have been able to access the storage room makes this situation feel suspicious -- almost like an inside job. To make matters worse, management did not review any security footage and showed no urgency in trying to help or investigate what happened. It's deeply unsettling to live somewhere where your belongings can vanish from a "secured" storage room that supposedly only residents can access. On top of that, you can expect an automatic rent increase of $100-$200 every year, regardless of your lease experience or the condition of the property. They offer to "negotiate" the mandatory rent increase to create the illusion of being diplomatic, but any new offer is insignificant. And if that weren't enough, my pregnant wife was screamed at by the lead leasing associate and was recorded by their phone's camera without consent. Completely unprofessional and unacceptable behavior. This entire experience was stressful, invasive, and incredibly disappointing. Between the theft, the lack of accountability, the rent hikes, and the disrespectful management, I strongly urge anyone considering this property to look elsewhere.

A few months ago, we rented some storage units in the building to store important items, including my baby's stroller, toys, a new couch, a baby chair, and other essential belongings. We simply didn't have enough space in our apartment with all the baby things. Shockingly, someone broke into our storage unit and stole everything. Only my husband and the two building managers knew about the unit. We reported it to both the managers and the police, but nothing was done--and nobody seemed to care. This experience has left me feeling completely unsafe. What's next? Will my car be stolen? Could someone break into my apartment too? If the building can't protect something as basic as a locked storage unit, how can residents feel secure? This is absolutely unacceptable. The building is not safe, and the management's lack of action shows a complete disregard for residents' safety and peace of mind.
