What a complete joke and embarrassment of a company. Shame on everyone who works here, or is in any way associated with Irvine Ranch Water District. This is by far the lowest rated utility company I've ever come across, and after just my first month of having an account with them, it's no wonder. First off, I recently received my first bill in the mail. That's when I learned of a $30 service establishment charge and $75 deposit. Annoying, but not the end of the world. However, after creating my online account to pay the bill, I noticed the Amount Due was higher than my actual statement. No explanation on the website whatsoever as to why that is. Are they just hoping customers don't notice? After digging around the internet, it looks like they decided to charge me a 10% late fee for the deposit and service establishment cost, which I never received a bill for in the mail. I honestly cannot believe this company charges a late fee so quickly to begin with, and at such a high percentage of the bill. I have never heard of that before, and I've dealt with plenty of corrupt companies. Well, I guess this one tops the list. I seldom leave one star reviews, but Irvine Ranch Water District is well deserving of this one. I guess this is how Irvine's water utility company welcomes new members to their community. I recently moved into my new home and had a very disappointing experience with IRWD. I saw their company van in front of my house, but since I wasn't familiar with them, I didn't realize they were shutting off the water. I walked toward the technician and kept saying "excuse me," but he completely ignored me and drove away. When I called IRWD right after to explain that I now live here and simply forgot to start service, they still refused to send him back without charging an $80 fee. I understand having policies, but there was absolutely no courtesy or understanding for a new homeowner who was clearly trying to communicate with the technician. Their customer service is unbelievably unhelpful. Honestly surprised by how terrible they are. They blatantly overcharge and don't care at all. When I call customer service and politely request to remove late fees$3 -my payment was 3 days late - she put me on hold for 22 minutes, then remove late fees, but overcharge me for next month bill $15. That's the way they overcharge and cheat me. They Overcharge me since 2011 that's frustrating dealing with them. During my 6 month out of country trip- on 2011 February I got stuck for 6 months without any flight for returning back to LAX. I have been a customer of Irvine Ranch Water District for probably 25 years. They recently changed their payment system And do not take payments . They give options of a text link or payment online. I asked for a text link payment. I received the text immediately however I repeatedly tried to complete the transaction process and it would not take my C CV number so I had to call back and speak with customer service again. Then it was time to waste more time I asked to have it escalated and I was on hold for a few minutes and they came back to me and told me everyone was busy. It's irritating that the system does not work the way that it's supposed to and I'm sure I'm not the first person this happened to and I won't be the last person this happened to. Someone in management needs to look at why there's negative reviews furthermore who's ever in charge of the transaction processing needs to test the system and I really don't appreciate my time being wasted and having to jump through a bunch of Hoops to pay my bill which used to be very simple until they implemented this new protocol. Poor water quality with high contaminant levels. Hopefully, they will fix the problem sooner than later. Lately I noticed that the water quality from IRWD is degrading, the TDS level is 600+ ppm and in some other Irvine area closed 700 ppm. I read on the internet the U.S. EPA's Maximum Contaminant Levels of TDS for human consumption is 500 ppm, and anything above 500 ppm can lead to kidney stones, and other health problems like heart disease and diabetes. I am so concerned about the health impact of it. Unfortunately, we can't switch water provider. Is there any home filter that I can use to reduce TDS to the safety level? Thank you! read more

Pretty much like any government agency out there, mainly due to their billing lunacy and terrible customer service. My first experience was in September this year, when I called them because I was moving. I was told I had to start a new account with IRWD, because having lived only in megalopolis apartment buildings, and paying for water, I'd technically never had my own account with them. I went to their website for more information, then called. They of course "had" to charge me $25 to set up an account (NOT a deposit, they will argue with you all day long). And the worst part is, if you ever move you now have to go through this silly process and worthless charges all over again, even if you are just transferring service. This is for the utility bill that people get every month but is basically an afterthought and the last one they ever care about (besides trash). So I called and the customer service was "meh" at first. They told me a few days in the future they could transfer this service into my name, I said fine since I was planning ahead, it wasn't really an issue. I had a bit of a "discussion" over the $25 fee because I wasn't a fan, and their website had some misleading information about it, so I sent them a special form to avoid this billing, they said this doesn't apply to me. OK, waste of my time but whatever. Moving on... she said OK here's your account number "81932475981". Me (wrote it down but...), "Can you email this confirmation to me?" Them "no we don't do that". I got an email a week later with the information, which wasn't very timely because I already had to forward it to my landlord to prove I've transferred the service into my name. Fast forward to October, I used 1 CCF (cubic feet x 100) of water, which is a tiny bit more than zero, which is because they don't actually do decimal billing. WTF? They could easily bill you in gallons or CF for actual usage, but choose not to in favor of some confounded rounding system. I also got charged a late fee of $2.87 tacked on to my $25.00 signup fee, even though I never got a bill for that. (This is my first actual bill, I'm reading). Finally I'm using 1/10th of my "Water Conservation Goal" shown on my bill (a grand total of $1.11 of water from my tap) and being charged nearly $40 a month. Clearly the lesson is, don't bother caring about water conservation, it won't make a difference anyway. And if you never use ANY water, you'll still owe them $35, twelve times a year. HUH. Their billing periods are such that you only get 2 weeks to pay your bill - then they'll ding you. HUH. By the way if you want to pay your bill by credit card it'll cost you an additional $3.25. Why? What year is it? How else do they expect people to pay? I'm sorry I've ever had to deal with these people, and so will you. read more

I called on a Friday at 3:40pm and the office was closed. The customer service rep advised they were closed on Friday's because of Covid but on the billing statement it says "billing inquires" Monday- Friday from 8am to 5pm and the same phone number for an emergency. She was not willing to help at all not even asking what do I need and what was the issue. Stating that the number was just for emergency which clearly is not the information I have on the billing statement. You'd never believe this quaint forest was there all this time! We happened to be looking for San Joaquin Wildlife Sanctuary and my google direction led me to this location! Nice parking lot with signs posted everywhere to take caution of bobcats and other wildlife. This is a good place to walk 30- minutes to an hour long and enjoy a pleasurable park with all the trees and plants and beautiful flowers. It isn't very big but if some of the trails were open you could get lost! read more

We have just moved in to our new house and got the second bill (the first one is the so called start service fee $25), and we are charged $238!!! According to the calculator they provided on their home page, given the size or our house and twice the number of people living in the house, the estimated charge should be about $35. I tried to log on to the website to understand my bill, their login web page is down. I tried to call them, they only answer non-emergency calls from Monday to Friday. I have read through many recent comments saying that they scam people in all sorts of ways. But I am really pissed that they put such a random number on my bill. So the way Irvine Ranch water district helps a home that is being foreclosed is to shut off my water and tell me I had an 18,000 bill. I am hoping to change this review. I am hoping we can actually talk to someone this week. Our water bill went from $130 a month for 8 months to suddenly $780. NOTHING has changed! No guests, no family additions. We do not have any landscape that needs water. No grass or plant life. Four bedroom, three bath house. Never a water bill over $150. A 600% increase with no leaks, nothing is any different except that one member of our household was out of town for two weeks. I want an explanation for this. I'm not paying this without someone giving me a detailed answer. Does anyone regulate this? Do they have to provide an answer or can they just charge whatever they want saying "looks like wasteful". We are very conservative with water. I wish we would have been warned about this before moving here. I've never had this problem anywhere else. Not even in the heat of summer with two lawns to water! Just like any other utility company review, seems like it's mostly the disgruntled people that come here to post and complain. Would you call your phone company to tell them how good of a job they are doing? or call them only when you have a problem? It's just human nature. With that in mind, I'm here to thank and appreciate a service I take for granted every day. Here is what I like and appreciate about IRWD: 1. Cost Transparency - I've moved a few cities and finally settled in Irvine. Their rates are fair and everything is detailed out, so I know what exactly I am paying for. 2. Transparency in the water quality - I LOVE THIS! IRWD releases the water quality report every year. I don't know about you, but I almost always drink tap water (flush your tap first). So I read the report every year to understand and know what's in my water. IRWD goes above and beyond to test for regulated and unregulated contaminants. They are very transparent about the results and water quality. 3. Newsletter - I read this all the time too and really enjoy it. The newsletter is educational and keeps me up to date with the latest research. 4. Customer service - I can't speak too much about this, all I know is my bf had a water utility bill price hike, after talking to IRWD it was quickly resolve, and says he had a good experience with them. He asked if our water was on or off, we checked, and told him 'Yes, we have water' THREE times, to which he ignored our response. Nothing. I'm so glad I'm the first to rate you, IRWD. My usage would come out to $3.34 a month on average, but I sure love paying an $8.00 "water service charge," and a $16.00 "sewer service charge," every month. These charges are basically the equivalent of a couple "get bent" charges that you lovingly hand down to your consumers... and of course, they have no choice but to pay you. These two charges hike my bill into the $30 range, every month. To make matters worse, your new website kinda stinks, you didn't take credit or debit cards through my tenure in Irvine (just bank accts), and your customer service closes at 5pm daily, so if we want to figure something out or contest a bill, we have to take time off during work hours to do so (lame). Usually when I did call, it was a one or two person operation, so the hold times were pretty bad... especially if on a cell during peak hour. Whenever I'd see one of those signs that bear your name on the street during the city voting season, I'd always have my pet pitbull, Bootsy, piss all over them, and praise him lovingly when he did. I would've taken a picture and mailed it to you, but my camera phone has no flash and it was nighttime... Obviously I appreciate getting clean water in my home and sewage taken out. Thanks for doing that part correctly. I am frustrated with the customer service aspect of your company so far. Due to recent rate changes, it looks like we got double billed. According to your website, it's not duplicate billing. But I had $40 due and exactly one week later, I had a bill for another $50. That seems drastic and I wanted to get clarification on my bill before I paid it. Clearly, I was not the only one confused because when I called, your system just said it was experiencing a high volume of calls and hung up on me. It did that twice. So I tried again the next day and this time I was in the queue but had 25 callers ahead of me. After waiting on speaker phone for 10 minutes, I decided to leave a message. When I attempted to do so, it dropped my call again instead of transferring me. Very frustrating to have my time wasted. I tried calling again today and the phone just rang and rang. I've never heard a live person. It finally went to the automated system and I pressed 2 for billing. Unfortunately the mailbox is full and cannot receive any new messages. Another dead end. If you are going to drastically hike your rates or if your bills are going to confuse your customers, then you should have the infrastructure to handle the calls and questions. It would be good business to keep your customers happy and informed. Maybe because you don't have any competition and we have to get our water through you, you don't care as a corporation how you appear to consumers. I sent an email to customer service today asking for a call. It's says to allow up to 3 business days. We'll see if/when I get a call. Update: They called me back right away and explained that the second bill I was receiving for $50 was including the rate change. I had already paid the first bill online but my second statement had been generated before I made the payment. So instead of paying an additional 50 bucks, I only need to pay the difference between the 50 and 40 bills. I'm rounding numbers, so the difference was actually only 8 bucks. Much more reasonable than 50! I feel better, but still wish that had been made more clear. Based on how swamped their call center was, I was not the only one in a panic. read more

My regular monthly water usage is about 20CCF, which comes to $50-60/month. Between July and August my bill was $389 for 40 CCF. 22CCF was listed as 'wasteful'. WTF! When I first call them back in Sep they told me that they were just going by the meter blah blah blah and would send someone to re-read the meter. There was no usage surge on our part and no leak found in sprinkler system. They left a note on my door saying the meter was telling the truth. I learned today that quite a few neighbors had similar issues. So I called irwd again to ask for explanation. Without hesitation the billing department offered a one-time credit. Obviously something went wrong with they meter/billing system. She couldn't tell me the amount of the credit and I'll have to wait. I hope it is the full amount sans my monthly average. Otherwise, I will have to write to the pub utilities commission for a serious review. And yes, what's with the $35 service charge? On a second thought I would write to the pub utilities commission regardless. WTF. read more

When I came back I found a notice on my door of pending shutoff. Luckily I still had a couple days so I promptly went online and paid them without giving a thought. After calling the IRWD back a 2nd time to discuss further, Loraine was able to do the research and realize that the payment processing system was indeed flawed and corrected my bill to what I believed was fair. We got charge around $100 in fees because they didn't know something wasn't processed in till 6 months later! Make sure you call and confirm your payments have been processed! Hi Connie H., I have tried calling customer service so many times over several months and they have been unable to resolve the website access issue deflecting and lying about using an alternate browser. My calling again is of little use as I am likely to face the same deflection tactics and inability to resolve the problem. For 10 years I have experienced difficulty with IRWD website. No other public utility like Edison, Gas Co, etc. have this issue. Upgrade public access to the IRWD website and stop making We have lost the ability to make online payments to IRWD and inspire of reporting it to a Customer Service Rep who called herself Kathleen, nothing has been done to fix our problem. Kathleen promised to call us back and NEVER did. Pathetic customer service at IRWD. The IRWD online website is about the worst website customers have to deal with. We just had a very positive experience with Janet at the IRWD regarding the SoCalWater$mart rebate program. Although, the program is administered by the state and not the IRWD, she took it upon herself to call them to follow up on our rebate application. She later called me and provided clear explanation on the status of our application. It was the best support I have received from any government agency. look , I understand the need for any company to save costs but I would consider IRWD a public utility and should be available for customer service requests Monday through Friday, not sure when they decided to close their customer service down on Friday but I suspect that customers still need help on Fridays. I'm now calling in on Monday and when I entered their phone queue I was number 10 in line - I've now been on hold for 50 minutes so their call efficiency (# of minutes to service each call) needs to improve. I have not been able to figure out whether they are a public or private company. But that does not matter, they represent a terrible utility company in Irvine with poor billing customer service, unable to resolve issues even at their supervisory level. They want to charge me for a place that we don't live anymore. They want to show confidential lease document or escrow paperwork despite the new resident already registered with them and telling them he is responsible for the water bill form the date that he started living in my old place. IRWD Customer Service should review their terrible practice. They made mistakes triggering wasteful usages that tripled our bills. I sent them 2 emails requesting their review, but received no reply at all. This is clearly no customer service quality. When I called to clarify the issue, they started blaming a major leak inside our house without offering any remedy on their part. They recommended me to have a contractor to detect the leak. This is a costly solution. I disagreed because I had gone through some troubleshooting and review the meter reading. I had to request for meter maintenance/reading check and it turned out their mistake for meter reading errors. The billing meter reading was much more than the latest reading causing a wasteful usage charge of $96 more than our normal usage. What kind of service is this? I understand that everyone needs to pay into the cost of maintaining pipes and the sewer system however that still does not explain why the fees are so high. If my bill is only $6 of water usage a month why is my sewer service pumping charge almost $30.00? That ratio of water usage to sewer pumping doesn't seem fair. Their should be a system in place where you basically pay for the amount of sewage your household contributes to which should follow the same structure as the water usage fee. You can't possibly begin to tell me that my house creates more sewage than the amount of water we use every month. I think if everyone started to look hard enough at their bills they would too be very curious as to why the sewer service fees are so darn high when it's water that we are trying to conserve and water should be the most potentially costly thing on ones bill not sewage. I wouldn't be complaining if this fee was like $15 a month based off my $6 of water usage but $30 is a joke and all you guys can say is there is a good reason for such a high amount and that's the cost to maintain the pipes. I think Ta the cost to maintain your very high salaries instead because it just doesn't match up and no your rates are not the lowest, maybe they are for water but again that's not what my complaint is about its about the sewage fees and I know your rates are not the lowest in that category. I'm updating my review of the Irvine ranch water district but I am not changing my rating of them. I just want to confirm that they are all the things I have said before and I was lucky enough to be able to get the heck out of their service territory so now that I am serviced with another water company that is much better and in fact has none of the sneaky ways of handling billing. For all you people still unfortunate enough to have to be held bound to them, I just want to say that no matter how busy you get always and I mean always check your monthly bills from them. A lot of people don't catch the things I complained about because they are honestly so busy working that they don't really have the time to look at the hard copy bill and also they have auto pay enabled which is one thing I refused to do with that company. They showed way too much shady tactics for me to ever grant them the ability to just auto pull from my bank accounts. Remember that these people that work there are way over paid it's all transparent data you can google all the salarys of the water company employees and they are the most overpaid employees and they are being paid by your hard earned money and scamming you with charges you have no real way to verify and then to make matters worse they also mess with due dates in your bill making you a day late meaning $5 late charges. There is absolutely no other company I have ever dealt with that operates with such stupidity and they are cocky to think it won't be questioned one day. What other Utility changes the due date every month by more then one or two days? What other companys system refuses to allow you to pay your bill when you log in 5 days before the due date? They only allow you to choose the date after your bill is due unless you log in like over a week before it's due. That's not a policy they made to help you it was made to dig deeper into your pockets to keep your their money thirsty salarys. Imagine all the money they bring in charging each house that's not on auto pay $5 in late fees every month. Thats a lot of extra money. Make sure when voting time comes you get the person responsible for the water district being operated this way out of that position or you will be getting cheated more and more each year. I am disgusted and amazed to say the least that a utility company could get away with such unethical business practices and yet no one has shined a light on this issue as if yet that I know of. I just don't think they are providing the service for what we pay for. We bought this home 12 years ago just my wife and I but our family has grown to 5 people living in this 2800 sq. feet home with 4 bed 3 full bathroom. We keep on having pressure issues because of water flow issues. The water technician guy came out and said it's not enough water flow and not a water pressure, so I ask them if I can upgrade our water meter. Let me mind you that from the main water line to the water meter it's 1" and the water meter is only 5/8" than back to our house 1". They said we can upgrade you but let's send it to our engineer team. They came back with a quote of $2,600 to change out the meter and I have to hire a plumber to connect it back to the house! It would cost me close to $3,000 just to change out a water meter. I told customer service this is ridiculous to charge people this much and I ask for a breakdown of parts and labor. I've check online and the meter only average cost is around $300. This house was built in 2006 so no piping needed to be done just swap out the meter component. She reply with "We don't do break down of our quote, if you want to proceed than pay the full amount and this is non negotiable". We are at their mercy and can't do anything about it! read more

One star, but what are you gonna do. Utilities have a monopoly and, therefore, the luxury to provide poor service if they care to. We're tenants in Irvine and weren't award that the home owner hadn't started the water service. We moved in 8 months ago and have had water with no issue the entire time - assuming it was being taken care of. Today the IRWD shut the service off without warning - just a note on the door saying to call them. In 8 months they couldn't notify us that nobody was paying the bill?! I would have resolved this immediately if they would have let me know. Their justification on the phone: "We've been providing water for you the whole time". Ya, I get that, and it's not like it's free. You're back-charging us. Which is fine - we used the water, we'll pay for it - but as long as you are, you couldn't send us a notification last month (or in the past 8 months!!!) to let us know? Edit: And now I have a clue about why there was no notification. They're adding a service charge to turn the water back on. You see... when you monopolize the market, you can sacrifice customer service in exchange for revenue without any penalty. read more

Poor customer service. Be very careful about water usage and look at your bills very closely. They assume 2 residents at each dwelling. This limits your allotted usage. Then, they charge excessive "wasteful" usage. I have 5 people living in my home and paid all the crazy fees for 10 months before a neighbor informed me that I need to update my account to reflect the number of residents. The invoices note this in very small print as a way to scam the customer. Nobody ever reads the small print. It should be clearly noted not hidden in the back. Shame!!!! read more

UPDATE: IRWD ultimately worked with me on resolving the issue in a way that was very fair. It was way more work than it should have been and I had some bad advice / customer service along the way, but there were also some very helpful people. So, I have altered my review from 1/5 to 3/5 as of 7/2018. ////////////////////////////// Original Review ////////////////////////////// This place is exploitative and has terrible customer service. I wish they didn't have a local monopoly on water service. It's literally the only utility we have trouble with in Irvine. Twice in this last year we've had spontaneous jumps in our water bill with massive bill hikes and at terribly exploitative rates. It's not our usage. The first time around they did provide an audit and the claim was we had leaky toilet flappers; fine, we replaced them. The correction in usage didn't align properly with our bill as it stayed high even after the correction for a short period of time, but the bill did eventually resolve. OF note, they did install an alternative water meter around the time of the fix. Given the poor alignment of flapper fix to correction, I'm still not convinced the toilet flappers did anything. Well, it's happening again and now I've got over $1,000 in wasteful usage charges applied to my account. The IRWD rep told me I cannot have another audit. I see no evidence of leak anywhere, but we'll still have to pay for a costly leak detection service to come out so that we can prove it to IRWD since this company is reporting massive leaks and we're held hostage to their service--quite literally. Why in the flying @!#$% does this company make the consumption of water such a terrible $@#$@#ing burden? We work too damn hard for them to sit back and ravage us with their exploitative billing practices. read more
