Absolute a hidden gem! We found a great deal on groupon and had to take up on the offer TWICE in 1 week. First time coming here on a friday after 5pm, the crowd started to roll in, just glad we made it before it did. The service was good. Super fast on our food, BIG entrees, i was already full by the chips they gave us in the beginning. I would def come back here again. Their lomo Saltado was delicious. Beef was tender and tasty. Well marinated. Their anticuchos were juicy and tender as well. Perfectly cooked Their ceviche was fresh. Last Friday my boyfriend and I decided to try out the new location. We walked into the restaurant around 7:40/7:45 and there were 4 other tables seated that were close to being finished. We ordered lomo saltado, a quesadilla, beer and a sangria. Food was okay, but what shocked me was the service. We got our food super fast and as we were enjoying our meal, around 8:15 the music turned off, the employees started locking the doors/setting the alarm system and turning off the lights. I checked what time they closed and it said 8:30pm so I turned around to see what was going on and 3 employees were waiting by the door staring at us waiting for us to leave. There was still one other table eating, but I felt so uncomfortable and rushed we decided to just pay and leave without finishing our drinks. After we got up the other table got up too. As we were walking out all of the restaurant lights turned off and it was 8:20pm. I will not being coming back here ever again. If they don't want customers past a certain time then they should set a time when the kitchen closes and they no longer take any walk in customers. My family discovered this restaurant through Groupon. The Groupon is worth it. This is a family run business and the owner is so funny and polite. They are almost always busy and crowds gather outside. The restaurant itself is pretty small so the wait can be a little long. BUT it is worth the wait! Their food is very fresh and authentic. They serve both Mexican and Peruvian dishes. Their chips and salsa are also so so good. I would recommend the super burrito (carne asada), lomo saltado, paella, and calamari. Delicioso!!! I like to call this place a local hidden treasure. They even have a band playing music on certain nights. During Giants games or any sports games, they show the games on the flat screen. They do close earlier than other restaurants so make sure you get there at lease 30 minutes before they close or order take-out. read more

Delicious Peruvian food at very fair prices! They have Aji de Gallina.. which is our FAVORITE and often not on the menu at various Peruvian dining establishments. So thank you for that!!! That creamy chicken dish is sooooo good- we're obsessed. It's on Toro Loco's special menu so if you are calling an order in ask if they have it (we always do)! Lomo saltado is done just right here and the ceviche is to die for. It takes us awhile to get here from where we live in downtown HMB but it doesn't matter, the food is amazing. La Costanera is great for a fancy night but most people can't afford that kind of dinner a few times a month. Never fear- Toro Loco is ready to make your insides feel all warm and happy. Like previous reviews this place is definitely a diamond in the rough! The server suggested the purple juice (has cinnamon in it...yummy), I got the chupe de camarrones (server suggested it cuz it's his favorite, he was very surprised I finished the whole bowl), hubby got the shrimp & black beam burrito, for dessert we got the Peruvian ice cream (tasted like dulce de leche). All was very delicious & portions are huge & they don't skimp on the shrimp, my soup had over 6 shrimps & hubby's burrito was bursting at the seams with shrimp, definitely worth the price, it's down home comfort food, especially since today was a bit brisk. We are definitely coming back here, finally good food close to or house that isn't fried chicken or pizza. read more

I've lived in Pacifica all my life and have been dying to try this place! My boyfriend and I both had the day off and were in the mood for Mexican. I said let's go to El Toro Loco! You can easily miss this place when driving by but look for the red paint. We ordered the beef appetizer, very yummy and cooked very well. My boyfriend ordered the Mojado burrito and he said it was delicious and so big he couldn't finish it. I had pork and beef super tacos, it was missing guacamole but everyone is different. Great service, great food, great price. I really have no complaints but this isn't a fancy spot or in a fancy neighborhood so don't expect anything more. I will Definitely be coming back!! P.S. They've exceeded my expectations once again. Came in excited about eating empanadas, but sadly they were out. Our server recommended Choros a la Chalaca; New Zealand mussels with corn onions and red peppers. They were absolutely divine. My family and I tried El Toro based on a friends referral. Good: The service was quick and very nice. The fish ceviche was refreshing and a good sized portion. We also liked the chips and salsa. Ok: The yuca was ok. The sauce was spicy but also ok. Bad: Lomo saltado was tough and very salty! After some of the sauce and rice, it ruined everything I ate afterward; it's a good thing I ate most of the cebiche. Both the hubby and I had that salt cloud looming over our head hours after we had our lunch. Maybe it was just an off day for the chef, or maybe he overlooked how much salt he was putting on the meat. They have everything here! And it all looks delicious. The service is very casual and the burritos are ginormous--larger than life, and my head. That's the mojado with pork, lots of pork, dense belly pork! The tacos taste fresh, the meat is marinated but more sauce could be added to the onions and cilantro. The fish taco's fish is straight from the fish and not from frozen filet. Definitely a gem hidden adjacent the freeway. No integrity, no customer service, no thank you. We had a Groupon deal that we wanted to take advantage of, so we went with 3 adults and 1 kid. Coupon requirement is that 4 people ordering $50 or over, to which we meet. First, a lady waiter checked with someone who seems to be the supervisor of sort, to see if we can use the Groupon after I told her that we have a Groupon deal of $50. He gave a nod to her and she said we can. So we ended up ordering 3 adult entree and 1 kid item, well over 50 bucks. So after ordering, someone came out from the back started giving us excuses, really making it known that he doesn't want to serve us, by saying Groupon users usually come in with 7 or 8 people and they buy drink. I said look, we meet the Groupon requirement, which is 4 people ordering 50 or more. (Not that it matters but our order is probably $60 to $65, exceeding $50 requirement) But that guy kept saying the same thing over and over about how other Groupon users come with a bunch of people and that we can use it if we did the same. We promptly left that establishment, which is apparently run by that a-hole who doesn't know anything about customer service or honoring one's own words. Not only did he fail to acknowledge Groupon requirement but also, he went against one of his employees who gave a nod to that lady waiter that we can use Groupon deal. I mean I have never come across any establishment run by someone like that guy before. If you require 7 or 8 people buying drink, that's fine but make that a requirement on Groupon or don't deal with Groupon. It's that simple. I love this place! The food is excellent, fresh, authentic and delicious. My husband had the paella which included fish, squid, clams, mussels, shrimp, very generous portion. The flavor was rich and spicy. Shrimp diablo was amazing, spicy, fragrant, and beautifully presented. Kids had the quesadillas, and we had the peccadilloes(?), little pieces of fried fish with a cilantro lime dressing. So delicious. The sangria was tasty. Service was fast and very attentive. Very friendly servers too. The place was very busy, we had to wait about 15m, but it was worth it. Also there were a couple of guys playing piano and flute/trumpet/clarinet - wow. Two stars on certain days when they don't have a full compliment of staff. Their service gets worse when there's only 3 person doing all the same things at the same time -- front of the house, cashier, wait staff & bus boys. Had dinner here last night. We were very impressed. My husband had prawns with onions and tomatoes and peppers. It was great. We had an appetizer of boiled potatoes with aji Amarillo sauce. Heavenly. I asked if I could have it on pasta. The waiter said yes just choose my meat. I had a fried fish filet. So good. The flan for dessert was of excellent consistency. Will be back. We had Lomo Saltado, one of my favorite dishes and they made it perfect. A friend had the trout.l, more wow, filet covered in a delicious garlic sauce. I had such a delicious dinner there today, the rainbow trout. How often do you see trout on a menu. Look out for the sign. It is a bit confusing. My husband had received a gift certificate for here for his birthday so of course we decided to use it on a night that neither of us wanted to cook dinner. We arrived around 6pm and there wasn't anyone there which meant we were quickly seated. The server was very impersonal and seemed annoyed. I had ordered a "special" burrito and asked if they could put shrimp in it. He quickly tried snipped that they had a shrimp burrito. I tried to explain to him that their shrimp and black bean burrito had ingredients that I don't really like (bell peppers, salsa verde, etc) and it's easier for me to just order a regular burrito and add shrimp. He rolled his eyes and walked away. Our nachos were first to come out and those were delicious! Next came our burritos. While mine was not what I ordered (they basically gave me the shrimp and black bean burrito without bell pepper), it was still yummy. Some of the shrimps were over cooked and dry, but overall not too bad. My husband said he liked his, just wished the pastor was cut into smaller pieces to make it easier to bite into. Overall, the three stars is because the food is pretty decent. I don't think I'll be back, though, for the simple fact that the service was so bad. There wasn't a rush of people so really there is no excuse on why our server wasn't being more friendly. A smile would have been nice instead of looking irritated the whole time. read more

This is a Peruvian that offers Mexican dishes. I can't tell you if the Mexican food is any good because with a gazillion Mexican restaurants around, and only one Peruvian restaurant, no one in our group has ever ordered from the Mexican half of the menu. There is a different set of Spanish food words to learn, but I'm having a lot of fun working my way through the menu. Peruvian food is a little like southern Italian food would be if they added salsa. Speaking of salsa, the while-you-order chips and salsa are fantastic. It's not particularly hot, but has a unique mix of flavors I haven't had elsewhere. The main portions a generously sized. Do be warned that several of the dishes are on the salty side if you are sodium sensitive. The seating is designed around parties of four. They can stretch to six when they need to, but I wouldn't bring a larger party here unless your are okay with multiple tables. read more

I tried the Aji de gallina dish for the first time here and like everything else it is delicious, most people recommend the Lomo saltado but I never see anyone comment on the Aji de gallina, so give it a try! Their portions are good, try their basic steak (beef) tacos, The deluxe chicken nachos, burrito mojado, quesadillas and Pollo en salsa española, you won't regret it. I've been here for pickup probably 30 times in the last year and service can be slow because they use an old school cash register and they're always packed and a bit overwhelmed, I've seen a person here and there get all annoyed because they have to wait around 5-10 mins and laugh because they have no clue how awesome the food is. I've never sat down to eat but they have two live musicians and a packed restaurant every evening, like almost every other restaurant in Pacifica they are closed on Monday and close early on the other days (you are pushing it past 8pm they do run out of food). PS they have real Mexican coke (glass bottles, real cane sugar), get one with your meal, trust me on this :-) read more

I decided to try this restaurant because I noticed it was busy, thats usually a good sign it's a pretty good place, and it was still early about 5 pm and they already had several customers I always wanted to try Peruvian cuisine, I thought the food was great! I had the Lomo Saltado [tips of top sirloin sauteed with onions, tomatoes, herbs and potatoes, served with white rice] it was delicious, the fried Calamari was also pretty good , they also had standard taqueria street tacos that were very good. I would highly recommend this little hole in the wall, I had a very pleasurable dining experience at the El Toro Loco I'll be back again to try more of their Peruvian Specialties read more

I had a boucher for two in this place, i was there twice and was closed, i called and left a message, they never called back. Once i was closed to the area and wanted to redeem my boucher, i was alone and they refused to give me service, arguing that they don't make much money with groupon, my argument: you're gonna feed one person instead of 2, cheaper for you. Went for dinner last night with 2 others. We all found the food very good, but the service was poor, the server was not the least bit engaged or helpful. Waited 10 minutes for wine and had to go ask for it, also asked for salsa and had to go ask for it. Had to go ask for another glass, and the bill. Not overly busy so no reason for it. Did not seem to know what the coupon from Amazon was?????? Could really improve the wait staff, but the food is very good......so.............a toss up. Fantastic Peruvian food close to the Beach! Look out for El Toro Loco when you next travel along Route 1 because this restaurant offers some of the best Peruvian food in the SF area. Fair prices, freshly prepared meat and sea food and amazing Anticuchos! The staff was exceptionally friendly and the service was fast and smooth. The restaurant could use a facelift just as the bathroom, which was at this point under construction. But if that doesn't bother you you should definitely make a visit. If Peruvian food isn't your thing, they even offer a great variety of Mexican dishes which are equally well prepared. Do try the muscles which were mind blowing. excellent food and service. if i ever wanted to sit in for mexican food then this is where'd i'd go ... otherwise i'd be at 'el grando de oro' a little farther down the steet grabbing some take out =X. their burritos seem a bit more healthier than the usual and they do offer free chips and salsa with your meal. YUM! the food came out very quickly and the people are very friendly. also the place is pretty clean and cozy inside. the prices were fairly cheap, which made me want to leave more for tip =). if you want a nice little place to go out and sit in at, then this is the place to go to. but if you just wanna grab a quick bite to eat for take out then go to the place a block down the way "'el grando de oro". word. read more
