We hired Dark Horse on 5/17/2023 and paid $125 to serve papers on a person we had a small claims…read morecourt hearing against. Dark Horse at that time also pre charged us $50 for them to file the papers with the court after they were served. Dark Horse had us sign up for their ServeManager online program that was meant as a way to message each other, upload any documents I had and then also see the status of the papers being served- how many attempts, times, etc. On 5/25/2023 when only 1 attempt had been made to serve the papers I received a message that the address we had for the guy, which we gave to Dark Horse, was not a good address. So we asked about doing a skip trace on the guy. Ona with Dark Horse stated that a basic Skip Trace would not be good enough, we needed to do the Comprehensive Skip Trace for $87. We paid for that and after a week we were told that the comprehensive skip trace did not give any information on the guy. So for the next week I personally found out where the guy worked, his wifes name, and also found out what neighborhood they lived in, which I gave all the information to Ona. Another week went by with no updates, no other attempts were made and no one at Dark Horse would get back to us. On 6/14/2023 when we could not get a call back we hired Premier Process Servers and for $85 we got the papers served the very next day and Premier Process Servers filed the paperwork with the court for free. To this day Dark Horse has not reimbursed us $50, which they charged to file papers with the courts, which they never did. We were also told that a Comprehensive Skip Trace couldn't not have been pulled by Dark Horse because if it was, they would have had all the information they needed to serve the papers. If you are looking for a process server Dark Horse is not only more expensive than others, they also don't get the job done, save your money and go elsewhere. As for all the other services Dark Horse offers, I know they would be performed better by another company- any other company.

After looking at the situation in more detail it appears this excessive markup seems to only apply to Sunday delivery. Through Fed Ex a Sunday delivery by noon 111.44 and through Pack and pay a lot, it would have been in excess of $300. Pack a Pay a lot charged us 102.85 for a Monday by 8pm which is Standard Overnight and Fed Ex would have charged 98.14, which isn't much of a price difference.

I fully understand that a notary has discretion and must comply with Washington law. The issue is that I specifically contacted your office beforehand, explained that my current ID reflects my married name while the birth certificate request reflects my birth name, and asked what documentation I needed to bring to verify my identity. I was told to bring my certified, court-ordered name-change paperwork. That is exactly what I did. A signed and certified court order for a legal name change is the same type of documentation required to update a Social Security card or obtain a new government-issued ID in the first place. Despite presenting that documentation along with my valid ID, I was still refused service for the exact issue I disclosed in advance.
