Rogelio did not perform work for us, my review is solely based on our interaction and experience with him. We had an issue with our roof's gutter system that was spilling over the gutters. We had multiple roofing contractors come out to look at it, so I don't remember the exact conversation with this professional. But from what I remember, he suggested to clean the gutters, valley, and 2 cracked tiles and a sliding tile. Verbal quote was $750 (important for the remaining of the review).
At first, we wanted to hire him to help us with this project over the other professionals since he seemed trustworthy. We reached out to ask for a proposal in writing with the scope of work and he seemed to get irritated and his response was, "I will tell you guys multiple times, but if you guys are not comfortable, I understand and just find somebody else". All we wanted was to get the detailed work in writing so we are both protected (since everything was verbal beforehand). Having the detailed work in writing is a reasonable request especially since -

That contract must include specific information about your rights and responsibilities. In addition, any changes made to that contract must be in writing, be legible, be easy to understand, and inform you of your rights to cancel or rescind the contract. If you are promised something verbally, make sure that it is also included in writing."
Since he was planning on fixing 3 of the tiles, I was going to ask if he is going to spot patch the decking if it is damaged. If not, what would he do to fix these 3 tiles? He completely ghosted before I had the chance to ask. Overall, he didn't want to provide anything in writing and didn't want to answer any questions other than "your issue is from lack of roof maintenance".
I would proceed with caution if choosing to work with them on your projects as his response (and lack of willingness to provide a proposal or anything in writing) was a huge red flag for us since he got irritated when asked even though it is a California legal requirement for licensed contractors (especially work over $500). In general, didn't seem too friendly with getting our questions answered.
