It's not something I am particularly proud of, but at the same time-except for my bad knee-I am fairly well-preserved. So I might have a moral obligation to aid medical science to better understand how one can improve one's basic health. Let me rephrase this situation: Yes I am proud to help out pharmaceutical companies-I just wish I didn't need the extra income so much! Therefore I will add that this is one of the better study places to go. They treat you humanely here and are very professional. There are good, qualified and competent doctors on staff. The study coordinator's seem to be intelligent and don't jack you around about cutting you a check. I have been at some absolutely awful offices where they keep you waiting or make you come back to pick up your medication because THEY didn't have it ready. Encompass Research FEELS like a regular medical office so you don't have the "stigma" mentality like you would at some of the more assembly line medical study places. Also-the best part is if they say you have to fast for a blood test, right after wards-Encompass is right there offering you water, coffee, or a healthy snack! That's right on-since I don't do too good off coffee for long in the morning! There is usually a variety of studies available to try and qualify for. You don't even have to be in "perfect health," sometimes a little bit off somewhere is acceptable. I like to feel-when I am not officially employed-that I am managing to do something "intrinsic" with my time and talents, so being a medical study guinea pig is right up my alley. Call that phone number during office hours and see if you might be the next one to get poked by a big needle? For Science Of Course!

The IWC Primary Care Center was referred to me by Astiva my medical insurance company. One of their medical assistants her name is Margaret she had given me a CBC Test called a Complete Blood Count this blood test consisted testing my Glucose Levels, Kidneys Level, BUN Level, White Blood Cell Count, Potassium Level, Heart, and other factors to see if my Blood Pressure Levels are normal. I also had to take a Urine Test that was included in this CBC Test My Blood Pressure was kind of at a higher rate it was 154/71. That's high for myself because my blood pressure is always a much lower range like 120/60. The medical assistant her name is Ranabi said my Blood Pressure was at a higher rate because I have a DVT in my right leg and my current medical condition has caused my blood pressure to rise to an increased rate. I also arrived 15 minutes early to this IWC Primary Care Office that date. I was given 8 pages of Intake Forms for me to complete because I am their new patient. I was introduced to their Office Manager he was very friendly and helpful to me. His job is to organize their medical office staff and make sure the patients family stays together in one exam room. The IWC Primary Care Center atmosphere was very welcoming and comfortable. Their air conditioning system was turned on and was at a comfortable level. There is a large gray couch in their waiting room and 8 padded and comfortable arm chairs in their lobby for their patients. For my first visit, I received very friendly and helpful advice from their front office medical assistant her name is Magdelina. The quality of my medical care is excellent.

I had done lab work earlier in the year and since my practitioner never reached out to me, I scheduled a phone appt to review my labs. My phone appointment was scheduled for Friday, 7/24. When the appt came, I was blindsided by a woman on the phone telling me that I had an outstanding with the office for visits dating back to September of 2025. I asked why I had never received a single invoice and was not given a clear answer. I was then transferred to a man who stated that he represented the billing department and I asked him the same questions about never receiving an invoice (not by mail, email or the patient portal), why the office would hit me with a bill for over $300 with services from 10 months ago when I had never received a single invoice up to this point. He did not give a clear answer but stated instead that it was due to my insurance deductible. I completely understand how my insurance works because I've had it for years with no changes. He stated that as a courtesy, he could "settle" my bill for $150. I had no idea that I was being asked to settle a debt, when all of sudden it seemed that I was on the phone with a debt collection agency. He then asked me if I could give him the money right there over the phone. This was a medical appointment that never happened, by the way. I never spoke to my practitioner Friday and told the man on the phone that I needed to start work after spending 20 minutes discussing an outdated bill that I didn't know existed. I rescheduled my appointment for Monday because I had run out of time after being asked to send money to someone over the phone without ever viewing a medical invoice from this office. Monday's appointment time came and I received a phone call from a woman stating that I needed to give her $150 over the phone immediately and that care would be withheld until I paid this bill. I started asking questions again, such as why am I being treated like a delinquent debtor over a bill that has only been in existence for one business day? I explained that I would like time to review my invoice and take a look at my HSA account to make sure I had the funds available. She then transferred me back to the man from Friday who confirmed that I would be withheld medical care until I paid the bill. He reminded me that he was nice enough to work with me and settle my debt for $150 (something I never asked for) and then asked if I would be able to pay anything at all so that the practitioner could speak to me. I asked "is she refusing to speak with me until I pay you?" He confirmed. I ended the call by stating that I would pay my bill and would most likely be needing to find a new primary care provider as well.

Now I know why Dr. Cesena was open on the same day. He came across very abrasive and as if he didn't not want to be in the office. I felt like a burden to him and that he did not want to help me with what was going on, but instead wanted to pawn me off to the ER. I am in obvious pain, he suggested I continue to take the medication that I got on Monday, which I made clear hasn't helped at all. Dr. Cesena made me feel invisible, and I was wasting his time. He didn't even touch my shoulder or back where I had the issue. All he did was check my heart beat OVER my thick sweater. I almost couldn't believe how insensitive and aloof he was being with a patient in clear need of care. Through tears, I had to ask for an xray because this pain doesn't feel normal. Dr. Cesena made my pain and experience worse. He didn't even ask about my job or if I needed work accommodations. I also noticed there is a HIPAA violation on my chart. There is a section where he says I was a smoker or quit smoking cigarettes. I am not, nor have I ever been a cigarette smoker. He did not ask anything about smoking. So either he put false information in my chart, or he put some other patients information in my chart. How can I trust Kaiser if something is actually wrong with me? How am I able to trust Kaiser when this is the type of physician you have to "care" for your patients if he can't fill out the chart properly. We come in because we're sick, not because we're all good. A little compassion goes a long way.

He is aggressively impatient, and has a bad attitude, mistreats his patients by cutting them off, and will turn deaf to patients communicating their valid concerns. If you happen to get him I would advise walking out and getting back any monies you paid because you will get better service from the local curandera. He's not a doctor. He's just there to tell you "no" and gets paid well to do that. Without listening to a word, he walked into the patient room already with his mind made up to deny a referral. Forget about having this guy as your doctor (if you can call him that); you might as well take out an extra life insurance policy and buy your casket. Honestly, I doubt if he's exercised his knowledge of medicine since med school and gotten the cob webs out upstairs. Welcome to the 21st century.
