He and I both found this company to be a pretentious and discriminatory property management company that engages in unfair rental property communications and actions with applicants and caters to affluent Rancho Palos Verdes and other upscale property applicants. Processing of affordable housing applications, including Section 8 applicants from elsewhere (such as San Pedro), is poor. Also got the runaround from this property management company in 2022 on a prospective rental, as well as in early 2023 about rentals they could've processed, but neglected to do so for various 'reasons' (which were excuses from our point of view).

What made this especially frustrating is that Harbor had placed the tenant, managed the property, and was responsible for the tenancy throughout the lease. Once we decided to sell the property, it felt as though their involvement ended as soon as the future management revenue disappeared. I was also disappointed with the move-out process and the lack of support in determining what was normal wear and tear versus tenant-related cleaning or damage. Based on my experience, I would strongly recommend interviewing other property management companies before choosing Harbor.
