I called Whitney back and she asked for my information and she called Duke Energy herself. Whitney called me back 40 minutes later and said someone from Duke would be out later that day to check my meter, which happened and it was found to be the ground causing the problem. So it is Duke needing to fix my issue on the meter, and Whitney caused Duke to fix my meter. Rose D.
