I'd estimate about 75% full. The guy seating people seemed frazzled. I asked for a window seat and was told nothing was available, even though I could see two or three open seats by the windows. To be fair, I don't know whether those were being held for reservations. He directed me to sit at one of the bars, so I chose upstairs for the water view. The bartender handed me a menu, then I didn't see him again for 10-15 minutes. From what I could see, the bar wasn't especially busy. I figured I'd try downstairs. Same result. This time, the bartender seemed more interested in chatting with the cooks and other people than taking my order. After another 10 minutes, I was done. Two bars, roughly 20-25 minutes, and I still hadn't managed to order food. I ended up a couple of doors down at Burger 101, a little hole-in-the-wall burger joint. The guy there was super friendly, the burger and fries were delicious, and it cost about half as much. I took my food to go and sat by the beach. Pretty great view there, too. I understand that restaurants get busy. I don't expect someone to drop everything the second I sit down, but a menu followed by a long stretch of being ignored isn't much of a welcome. The Horn's view was what drew me in. The service was what sent me elsewhere. I decided to give my money to a place that seemed happy to have my business. Plus based on reviews the food is way too expensive for the quality you get. I think most people go there for the view. However, if you're not lucky enough to get a window view, you might well go somewhere else.

The crispy sesame rice added an amazing texture and complemented the buttery fish beautifully. The bok choy brought a fresh, crisp element to the dish, while the sake reduction tied everything together with a rich, flavorful finish. Overall, it was a perfectly balanced entrée with great flavor and texture in every bite. Definitely a dish I would order again!

Have been to 100's of places and this is definitely one the top 5 in consistently in ambiance, food, details to each plate, table setting, service and to top all of that the view is incredible. They just changed their menu, the entire staff was tasting the new dishes so they could share them with their guests. We sat by the window but we could also watch the kitchen activities and the plating of them. Gordon Ramsey would be so proud of this place. Today we enjoyed with Daniel as our server, Dungeness Crab Cakes, Crab Melt, Cod fish and chips (with delicious pineapple coleslaw) and Marionberry Crisp (best one in Oregon). I really liked the pineapple lemonade and another fruit drink. If you have not had a meal here you MUST TRY 5*!!!!
