    A joke of an apartment building in DC. I visited my cousin here a few weeks back. There is virtually no guest parking other than a few spaces that require you to get approval from the non-existant security guard up at the front desk. I parked in a "ParkMobile" space that said public parking was permitted from 7pm-7am. Spoke with security guard before making my way up to my cousin's place and made sure I was in an OK spot. The black woman said no issue. I was ticketed $250 for a "private property" violation about 45 minutes after speaking with the security guard. I went back in to speak with security guard and apparently that stops at 10pm every day. What's the point of having a security guard until 10pm? Isn't that when all the BS happens? Sent an email to Robert Hickhox (apparently the GM). Got no reply. Followed up at least 5+ times. Obvious this guy is checked out and doesn't care. Can't blame him. Needless to say, we're appealing this bogus ticket. Guests and renters beware of the lack of guest parking. No, I am not walking down a dark unsafe alley to park my car.

    Beautiful property that's conveniently located to meet all my needs, but the cons of living here certainly outweigh the pros. The overarching issue with how this property is managed is the lack of communication. Anytime there's a change or routine work being done, we as residents know nothing about it - NOTHING. When I first moved in last July, I had a leak in my bedroom, but the staff at the time immediately resolved the issue. Fast forward to May/June 2022, I now have 3 leaks (2 in my bedroom and 1 in my kitchen). I submitted a maintenance request, contacted the "emergency line", and I was reassured that the issue would be resolved by the end of the day. When I returned home a little after midnight on 6/4/22...there was STILL a leak. To add insult to injury, there was no follow up from the leasing office nor the maintenance staff. I took it upon myself to pop into the office on Sunday 6/5/22, and all that I was left with was my information being taken down by leasing agent on duty. When I went into the office on Monday, 6/6/22, the community manager acted as though he knew NOTHING of my issue (even though I sent an email on 5/14/22 asking when the drywall would be repaired from the leak I had earlier on 5/11/22). On top of that, after I expressed to him that I hadn't and will not pay my rent until the issue is resolved, I came home to notice on my door citing that I'm behind on rent. I'm happy to extend grace when grace is due, but I say all this to say that if you're considering moving into this property...DON'T. Communication is essential to how any business operates so I'm not sure what the disconnect is with this community, but I'll never stay in another Kettler managed property ever again.

    Since I've moved here in September 2017 I've had so many bad experiences and have seen all of the staff turnover. In addition, I and other residents continue to experience these issues on a daily basis. Specifically, below is a list of the issues I've personally encountered in my stay here: - Upon move in, the refrigerator wasn't connected to the water line, and the ice maker was still wrapped in plastic. - The washing machine wasn't connected to the water line. - The dishwasher has been repaired for a loud audible noise from opening the door. - Utility doors were improperly installed and had to be addressed twice. - Floor boards needed to be re-adhered to the floor as they had come up. - Ventilation blows out constantly and extremely loudly, similar to a white noise machine. I was advised this is separate from the heating/cooling system and as such nothing could be done about it. -In certain summer months dead insect parts came pouring through these vents. Management's solution was first to put a black plastic bag over it, and subsequently to stuff the plastic bag within the vent. - Wiring for ceiling fans appears faulty as the fan/lighting goes on and off at will. - The dog park washes on to the side-walk upon every rain and the area is thoroughly waterlogged and flooded. - Floor tiles in the gym curled and peeled up and were only finally repaired about 11 months since the gym was available to residents. - It was never explained that parking would be a valet system upon move-in and the garage is constantly full after 6 pm and early mornings on work days/nights. At this point it is a daily occurrence to have to wait on valet to move cars for about 8-10 minutes to either park or leave the apartment building. - The guest/public restrooms have frequently been out of service for leaks/flooding. -Walls and floors are extremely thin and poorly insulated. It is a normal occurrence to hear other residents both above, adjacent and in hallways near you at all hours of the night. - Elevators frequently have a terrible smell and the floor tiles are filthy. When these tiles are cleaned it exacerbates the smell even worse until the floors are dry. - The building has been under leak and facade repairs since it was opened to the public. -Frequently residents aren't given any notice regarding building wide construction/repairs. - I've been surprised to find construction crews literally moving my furniture and entering my patio without permission or notice. - I've been surprised to find construction crew cutting decor lighting from my patio without permission or notice. - On one of the hottest days in the summer I was informed my electricity would be cut off during working hours (I work from home). Of course I received this notice 5 minutes before it happened. - During the summer months, a unit in the neighboring building had a fire in which the fire department smashed out a window to the unit. That glass sat openly on the side walk for two weeks before it was swept away. To this day, you can see glass pieces in the landscaping beneath that window. In summary, I would suggest you DON'T come within 10 feet of this property! I'm counting the days till my lease is over! Stay away from Kettler Management & Douglas Development and stay away from Brookland Press Apartments.

    Come visit after a rainy day if you are considering renting here. Water infiltrations for numerous residents have occurred non-stop since I moved here in late-February. Other tenants have other concerns, while a few others seem to have no issues. Response from management has been less than ideal, as they only address the aesthetic issues promptly -if at all- while disregarding serious ones. Management claims that the leaks have been repaired, but serious issues like this are usually addressed by patching up with spackle and paint. A black mold outbreak already occurred in an apartment unit at the Foundry. It is now September and water infiltrations still occur. It is likely that some water infiltrations are not visible because they are contained within the walls, which could result in another mold outbreak. The amenities are okay overall. The gym is nice. But the water fountain at the dog run is not installed correctly so it leaks constantly, rendering it as unusable. If you are reading this, issues are ongoing. I will edit my review if/when I consider my issues have been solved.

    Yes and no I don't hear much noise but sometimes I hear my neighbors Alexa word for word.

One was for water underneath my washer which was discovered on a Saturday and they did not seem critical enough to someone come out there that day. Of the 4 requests (Washer, Icemaker, Drain stopper in bathtub, and light bulb) only two were done correctly (the washer and simple light bulb change). The drain was done incorrectly and I am awaiting the icemaker to be fixed.....again. And on that light bulb the light bulb was simply left on my bathroom counter. Yes a minor inconvenience but cmon you cant be bothered to simply clean up after yourself when fixing an issue? Very, very disappointing. You could chalk that up to an isolated incident as well however a screwdriver was left on the bar cart in my apartment as well. So not only is maintenance done incorrectly but various tools and trash are left around after the "completion" of the job. One of the biggest unknowns in any apartment complex is how the complex completes requests. The Harper is not good, period. I cannot recommend anyone to move in there as getting them to do their jobs correctly is basically a battle. There are many other options in the neighborhood and I would advise selecting one of those before signing a lease at The Harper.

    I have found this building to be extremely inconsistent and offering little to no communication…read moreregarding major issues...frequent automobile thefts in a "secured garage" and water stoppage in the building that last from hours to days, questionable billing practices, and huge noise, building, and resident issues that require aggressive resident pushing to receive information from management. Also, security is really non existent--even the basics of a secured front door is an ongoing issue, and it should be mentioned there is no physical security presence on the property. There have been some very unsettling issues in the past few years that make me question my residency--the staff requiring an id to workout and then losing it/denying window screens despite crows flying around courtyard/smoking and the smell of smoke throughout building/adding parking to rent multiple times over several years despite repeated reminders that I don't have a vehicle. The roof is nice and the gym is very basic and small, often with dated and broken equipment. Concierge and maintenance team make this place likable. As an update, I was penalized for using the term troll to report food and trash being left piled on the roof overnight. Forget that the place is constantly messy or smelly, I hurt someone's feelings who is trashing the building. Congrats, Camden!

    TLDR: Due to the lack of security/safety, packages getting displaced, consistently broken…read moreelevators, and poorly maintained amenities, Camden Noma is not somewhere I would recommend. I lived here for over two years. My first year was not bad, but the events that unfolded in my second year truly made my whole experience there regrettable. Security/Safety: Ever since Camden got rid of the L Street side's concierge and desk, the overall security and safety on that side of the building has gone down. Camden will tell you that they have a 'roaming concierge' who patrols that side at nighttime, but its evidently not sufficient. There have been numerous incidents reported in the resident GroupMe and the community board about residents getting harassed by people entering the L side walking in behind them, unhoused people sleeping overnight in the L side lobby, residents being assaulted in the L st gym, etc. Since there is no concierge on the L side and no one truly monitoring it, it is so easy for people to slip in with residents and get in the elevators with residents and get let up to a floor. Despite residents asking Camden to provide a security guard like the apartment buildings have nearby, Camden refused and put the responsibility on residents to "keep their eyes out" for dangerous activity. Not to mention the door on the L street side had malfunctioned numerous times over the summer leaving that door unlocked to the public. Mail Room: When Camden got rid of the L st concierge/desk they got rid of the mail room on that side too. That created long lasting issues that were never resolved, even up to my move out in September 2024. See the pictures below of the regular occurrence of residents' packages being left out in the open on the floor, in the doorway by the street, etc. Since there is no one to receive mail on the L side, delivery drivers often just leave the packages unsecured wherever they choose and its up to the Pierce concierge to hopefully see it and go get it. Another issue with the current package system is the way the concierges label residents' packages. See the picture below where my package was labeled with a completely wrong apartment number. Thus, I could not find my package when I needed it on a specific day. The concierge told me to get a refund for it from the sender because there was nothing they could do since it was "never delivered" (despite it showing being delivered on Amazon). Days after doing this (when I no longer needed the package), I checked the mail room for something else and saw my package was there with the original apartment number they labeled it as crossed out and my apartment number scribbled on top. This was not a one-off event as many residents have complained about this in the resident GroupMe. Amenities: The dog park is always absolutely disgusting. While it is not Camden's fault that residents' refuse to pick up after their pets, Camden has done nothing but make empty threats to rectify the situation. Additionally, the gyms are poorly maintained. Throughout the summer both gyms were consistently incredibly warm and at least one of the three treadmills was consistently out of order. Elevators: I've never lived in a building before where the elevators were inoperable as much as Camden. Yes, as Camden will say, there are other elevators in the building to use, but the wait times increase drastically--so much so that you just end up having to take the stairs. Parking Garage: The wild wild west. Apart from the garage doors being consistently broken (and all traffic being funneled to the other garage door which created lots of issues), the garage is poorly maintained. There were constant damages to property and thefts. Also, see the picture, instances of young children (not residents) riding around the garage on scooters. Management: 80% of the people in the leasing office are useless. Sait Solak especially. Sait was always unprofessional, rude, and made me uncomfortable in my own apartment. Michelle was also unhelpful most of the time--the most you could expect from her were empty promises and thoughtless apologies.

The majority of team members have been with the building for years and from the front desk team (Freddie, Caroline, Elizabeth, Ruth) to the leasing office (Jessica, Davida, Johanna) to the maintenance duo (Nirso and Luis), you are in great hands. Any concerns/questions that may arise are addressed quickly and repairs are made quickly. The team really goes out of their way to make sure you are taken care of. The location can't be beat - right at the bottom of Meridian hill and a short walk to 14th&U. The building itself is beautiful and unlike most newer DC apartments, it is not cheaply constructed. Units are thoughtfully laid out and the walls are thick. I had no issues with sound from neighbors through walls, from the resident above me, or from 16th street. While it may not have as many amenities as other DC buildings, the gym is fantastic and the lack of a rooftop is made up for it with unbelievable management and a community atmosphere amongst many residents. It is a building where you will know some of your neighbors...especially if you have a dog! I could not recommend Camden Roosevelt more than I do!

After finding a mouse in my unit, management did…read morenot act with urgency, has not been communicative and did not show a great deal of care to respond to this issue. I found and caught a mouse in my unit on Saturday, 10/11/25 and was told by management I was unable to have pest control come until 10/14/25. This was very unsettling but I tried to understand sometimes there is a delay. Management came to inspect the apartment on Monday 10/13/25 and couldn't find a point of entry and said pest control would come the following day. On Tuesday, pest control came and said the same thing but left a note that said proper inspection requires a two week follow-up appointment to see if there was any sign of additional pests -- after two weeks I followed up with management via email with no response. I followed up via email again a month later -- no response. Today is January 16, 2026 and still, no response. I have no idea if pest control or my apartment management ever came back to inspect the unit. Landlords are legally required to ensure the property remains pest-free and habitable. My plan has never been to leave a review defaming The Hale, but desperate times call for desperate measures. I've never experienced an issue like this and have expressed frustration and discomfort since it happened. Hopefully after almost 4 months of waiting a response, this issue is properly resolved.
