Both are quite overpriced, I'd say at least $7-8 per person if you don't want the super small kiddie portion size. Both have good service. New City does have a cozier, friendlier vibe and while it's smaller inside than Toscanini's, you can more comfortably just chill there chatting with your friends on a hot summer day (both places have nice AC) if you felt like it.
