We used B-Line for 3 projects (foundation work, bathroom and kitchen remodels) in past years, and each time we felt they did good work at a fair price. So when we recently purchased a derelict house that needed a LOT of work, on a limited budget, we naturally called B-Line. Something has changed. This last (and I do mean last) experience was totally different. We talked to Mike and got detailed estimates for several things we were considering. The estimates were about what we expected, until we noticed that they added, at the end, 20% to everything (even the sales tax) as "Overhead" and "Profit". We wanted to get started with the roof and some demolition, so we signed a contract. Two days before they were going to start on the roof, we were meeting with Mike to discuss some other estimates and he mentioned casually that he was bringing an engineer by. He also handed us a Change Order and told us for the first time that the existing attic insulation had to be removed and replaced, at a cost of $3800; 1/2 due now and 1/2 in a week. We were about to leave on a brief vacation, we didn't want to delay the roof, and we still had trust, so we signed and paid. They didn't actually start the roof for another week and in the meantime we began to wonder why the insulation was a last-minute deal. We also tried to find out what the engineer had said. Mike told us he would send the engineer's report "this week" and that we were going to have to move the windows in the bedrooms to "meet code". We were not planning any work for the bedrooms. Our concerns were mounting and we expressed them to Mike in an email. He went completely and permanently silent. We never did get an engineer's report. After a few days, we forwarded our concerns to B-Line's General Manager and owner. After we followed up a time or 2, the manager contacted us and we met. He told us that they "only do insurance work" now (no hint of that on their website); that we didn't need to replace the attic insulation or get an engineer's report, and since we were good customers, they would "help us out" and we could pay them "on a time and materials basis". So we made a short list of things we needed B-Line to do, some of which were already in the contract. They worked for 3 days and sent us a bill for $7,800. Over the next two weeks, they first ignored our requests then flatly refused to substantiate this bill with any information about time and materials. Meanwhile, we noticed several problems with the new roof, including a hole in the bathroom wall where they had replaced a rafter. We also noticed that, despite a line item in the contract for roof fascia, there was no fascia. After we pointed this out, they did credit the $2600 we would have paid for no fascia. The project manager said they had fixed the roof issues, but there was still a hole in the bathroom wall. After another week, the hole did get closed and most, though not all, of the roof issues had been fixed; although we still worry about the parts of the roof we can't see.
