I think they do this to prevent other shoppers from taking the shopping cart, that is to be used for checked-out merchandise away to shop with. I only had 3-items and the cashier did not simplify and speed things up for me by not allowing me to place the recently paid for items in the shopping cart that I used for shopping, as his thought process was to start ringing-up items for the customer behind me. Very awkward and inconvenient for me as a shopper. Perhaps they do this to prevent derelicts from taking the cart away to get the 25-cents coin in the shopping cart coin slot.
