The staff is friendly, but I just can't deal with all the parties and the trash. They get pretty messy people leave trash in the elevator and the stairway. This literally is the worst place you can choose to live. Highly do NOT recommend living here. They try to charge you for the stupidest little things when you move out & don't even do walk throughs with you to see what you're paying for. They tried to charge me hundreds of dollars for a place that I left cleaner than when I got it. My fiancé and some friends were tricked in to thinking they were signing up to see if they qualified and then were told they would be called depending on the outcome. Time went on then all of a sudden they started to get non stop calls and emails saying they owe money but keep in mind they never moved in or had a room set up or anything. Now credit is not even an option thanks to these crazy people who like trick scam and play games. They keep harassing and won't stop contacting asking for there nine plus grand. I have done some research and in the last few years have changed there name multiple times to keep this scam going. So once they get enough reports to the FTC they change names and act with a clean slate. I'm now looking and trying to get enough people together to create a group that can all take this action as a whole. I feel these people are fake and taking full advantage of young college students, then even housing theses poor kids with grown adults that are not students. Not surprised that people always find a way to take full advantage of other people they believe have lots of money and this is just a prime example of why courts and FTC are around to help protect people from these kinds. read more

This place is a literal dump. It really sucks living here. It is absolutely disgusting and management is not embarrassed by how nasty it is at all. They're all extremely rude and immature and are never okay with admitting that they're wrong in 99% of the situations. When I got my apartment it was disgusting. No one cleaned it and there were multiple damages in the rooms. Staircases are disgusting and always smell. If something is thrown on the floor it will stay there for days. Maintenance requests are also completely ignored. It's like they don't have a maintenance team at all because requests are opened and ignored. I once put a request because my shower water wasn't working and the only reason maintenance came a few weeks later was because my mom had to tell Lindsey (the manager) that she was going to take this issue to the attorney general. There had been dog pee in the elevator for two weeks and someone hung their dirty socks in the elevator to dry. Spoke to the "person in charge" Lindsey and she was a disappointment. The amount of disrespect and unprofessionalism that she proposed was shocking to me for someone who is suppose to act in charge. I would honestly be embarrassed to have her as an employee because her people skills, communication skills, and customer service skills are some of the worst I've seen in a long time. Wish I could rate 0 stars. Had so many issues living here. Upon move in, my apartment had the carpet dug up and was super dirty. Not to mention my original XL room "was not yet ready" and my first month of living here I had to live in a smaller temporary room in my unit. Later on during my experience here I had an unexpected temporary roommate move into my unit. He was given keys and he came in with no prior warning by any staff and he scared me half to death. The room he was given keys to was filled with trash and he decided to go stay with a friend until he had his situation figured out. After I reported the incident to the leasing office a manager came to my unit and went into the room that the guy was given keys to and grabbed all the trash and threw it in a garbage bag and stormed out without saying a word. It was super rude and unprofessional. I also lived on the fourth floor so elevators were a must. The elevators half the time were broken and were disgustingly dirty. Residents let their dogs pee all over the hallways and their pee is dried and stained all over the floor upon exit of the elevator. The daily smell of ammonia and dodging pee puddles was SO gross. Every night I had to hear the people living above me stomping around all night. I literally questioned if they were practicing for a marathon in their bedroom. There's homeless people always hanging out in front of the entrance of the complex and sketchy neighborhood you have to walk past if taking the lightrail to campus. I thought this would be a good place to stay while living off campus but turned out to be a smelly jail cell of an apartment with less than average staff (and by staff I mean students and crappy managers). If I could give this place 0 stars I would. This complex was my first apartment ever, and thanks to them I had the worst experience for the first year of living on my own. The only Pro of this place would be having utilities included in the rent pricing, but overall the quality of the complex itself isn't even worth HALF the price of rent. The wifi is complete trash it always stops working, the appliances aren't even close to being new. They're old and worn out. Something is always going wrong every month, the hot water went out for 4 days and all we got was Pizza for the "inconvenience". Our AC has gone out multiple times. We had to get new a washer and dryer after telling them MULTIPLE times that the one we moved in with was fucked up. At first they refused to give us new appliances until AFTER about 10th time of the maintenance people coming in saying the same shit and not knowing what was wrong with our old washer and dryer. Choosing to live here was the worst decision I've made all year. And they try to charge you for every little thing. So if you decide to live here be prepared to pay a shit ton of money, maybe for even damaged you didn't even cause. And I never write reviews for anywhere so this is how you know I feel very strongly enough to write a review for this place. read more

If you are looking for an apartment to rent, I cannot recommend living here any less. From the moment I signed by lease living in this place has been a joke. The first month living here requires a full month's rent despite the apartment only being available halfway through the month. When pressed they say that the 2 weeks of overpaid rent is prorated throughout each month of the lease, but that is shown in no way through writing, billing, or any other form other than just what they are told to say to get tenants off their back. For the first 6 months I lived here the clubhouse was under renovation. I was told when signing my lease that the renovations would be done by the time I moved in. Instead I had access to no amenities besides the pool despite getting charged a utility and amenity fee every month. The timetable for completion was consistently pushed back every time it was asked, as they passed another date. I was charged late fees for their system not being able to catch an error for several days, despite proactively attempting to solve the issue and being sent away until the issue escalated. There is a ridiculous trash pick-up service that requires no trash to be taken or left outside of the apartment on weekends, which occasionally is just forgotten, leaving trash outside of all the apartments for multiple days causing the hallways to stink. Management is never helpful, and dismissive. Work orders require repeated calls and occasional threats to withhold rent before they can be bothered to send people to fix things. I've been here a year, and throughout that year I have never once stopped regretting signing my name on the lease. Save yourself a headache and live absolutely anywhere else. read more

Not a safe place to live and a dump. Broken gates, shooting, and never cleaned. I put in a maintenance request for a broken gate to my building in September that allows anybody to just walk into the building, this gate is right off Apache and allows anyone to walk in and makes me feel uncomfortable and unsafe; when I asked management staff when I can expect this gate to be fixed they told me it won't be fixed because it is "not in the budget" this is a 400 unit rental property that prioritizes a $300 expense over resident safety. Even after there was a shooting in the complex it has still not been addressed. Be careful not to look at anyone the wrong way around the property as I am pretty confident there is a gang presence here. Not sure what the employees even do during the day. Supposedly the complex has full-time security, and janitors but I am yet to see a presence of either. Have seen 1 security guard in 5 months just sitting in a Prius other than that nothing, in addition the gate at the end of my hallway is propped open with a rock about 80% of the time at all hours of the day and security does not seem to do anything about it not that it would make much difference since several gates are broken already with no intentions of fixing them. The janitorial staff does absolutely nothing, I live on the first floor and there is a trash area outside one of the gates so there are frequent spills that stink up the hallways and make the floor sticky and do not get cleaned up and are left to dry out. Do better, or at least do anything. read more

The internet is the absolute worst. They have been saying for the last 7 months that they're working on improving the issue but the internet hardly works or the signal is just plain bad. You call the office and no one there can deal with it. Pavlov is worst provider but the complex is too cheap to get someone better. The amenities are also not that great. I have lived at BLVD 1900 for 3 years now (previously the Domain at Tempe) and let me tell you this place SUCKS! There is technically nothing wrong with my apartment, the furniture is nice and nothing is broken but I cannot stand that way I cannot get a straight answer from anyone. Parking for residents is reserved on the upper floors of the parking garage (anything that is not the ground floor), however every night and I do mean every night, all but maybe one spot on the ground floor is full. I have seen the same car parked in the same spot for a week and a half. There are multiple residents that park on the ground floor that do not pay for parking and as someone who has dumped at least $1200 in parking alone I am very annoyed. I recently switched apartments as one of my roommates moved out and I now have a bedroom window that faces the pool, awesome right! WRONG! The pool technically close at 10pm on weekdays and 12am on weeknights, totally fine except those rules are never enforced. There are 20-30 people in the pool almost every night at 1 or 2am that are playing music on speakers and drinking games, having disco lights and overall being loud and annoying. My friend could hear them screaming through the phone from inside my apartment with no open windows or doors. I have repeatedly reported these issues to the office over the last couple of years and these past few months specifically but I am either told to wait "people will calm down eventually" or told to contact security to watch nothing be done. The parking issue is still the same the pool issue is still the same and I'm told they're working on it and there is a system in place but when I inquire about this system I am told nothing about it other than its existence. Long story short if you are looking for a place to party all hours of the night and to generally get away with murder this is the place for you! As a parent, I would highly not recommend Blvd 1900. The lack of privacy for teenage girls has been atrocious. Security randomly walks into the apartments, as a group, not just 1 or 2. They have knocked on locked bedroom doors, demanded to see the girls ID's and video taped them while doing this. Then interrogated them as to why a door was unlocked or open, etc. The entire time video taping them. And taking pictures of their ID's. When you call into or write into he office, you get no response or a generic, "Its for their safety because their main door was unlocked". So why is security going around checking doors to see if their unlocked. Then when you do complain, the next time security sees the girls the one guy refers to them as "dumb blondes". Really? So retaliation is the way to deal with this? Next is the pest issues. No matter how many times you request maintenance, the issue is still there. They go into their apartment without notice. Then go in again to bomb the unit, which means they have to leave for a day or 2 and yet once again no notice. Then when you request resolution for the issues, you get "they should be cleaner". Seriously, Ive been there several times and there are no reasons why they should have roaches. Next is the lack of maintenance response. They have a washer/dryer that has never worked and yet still hasn't been fixed and its been 9 months. Next is the lack of security. Security cameras that they tell us have not worked in 2 years. When one of their cars is hit and pushed into a concrete wall because someone left the pool drunk. Nothing they can do...... The quarterly maintenance that occurs and they enter the apartment again with no notice...... no 24 hour notice, just enter the apartment. Its a terrible living experience for 3 young girls, when people are just entering their apartment with no approval, no notice, nothing. Next is the shots that were recently fired in their building. No response, no explanation, nothing. Police tape and blood on the walls. And they don't understand why your child does not want to live there anymore. No matter who you call, who you write to, no response. Even the new ownership Scion, doesn't respond to the concerns you have as a parent. I would never recommend this place to anyone. They don't care about privacy, security, safety or cleanliness. They only respond when you owe money, maintenance expenses, or invading your privacy. read more

Let's see. When me and my roommate moved in the place was thrashed. Milk jugs everywhere. Bugs in the oven because there was food left over from the past people (mildew all over). The balcony had 3 bikes as well as a kitty litter box which had poop in it. We had to have a cleaning crew come and clean it for us. The wifi is beyond garbage. Upon move out we had that place in way better condition and we were not only not given our security deposit but we were charged 35 dollars. Sooooooo my best advice is to not even consider this place. They want nothing more than to take your money. I have a Service animal and had to get THREE separate notes from my doctor (who was pissed by the way) to satisfy the ridiculous "conditions" of the note for their legal team so I didn't have to pay the pet fee. With Corrine still refusing to talk to me on the phone during the process. The WiFi's constantly horrible, when I first moved in I moved into disgusting conditions. The entire first floor of the complex smelled like urine. and What am I paying utilities for?? DONT MOVE HERE literally search Blvd1900 on twitter and see all the complaints people have made. Try sanctuary on broadway where u can get a much nicer one bedroom for the price of a 4 bedroom here. Biggest problem was the refusal of contact by the managers. I enjoy living at Boulevard 1900! The units are so spacious and each room has its own bathroom. The light rail is right in front of the apartment and it only takes me 15 minutes to get to class. The internet connection is perfect in my unit. The only issue I have ever encountered with the WiFi is not being able to connect my Roku TV to it; however, the office provided everyone with free Ethernet cables so I was able to connect my TV to the internet with that. The only reason I gave them 4 stars is because the door handle in the E building staircase has been broken since I moved in. Other than that this place is great! read more

When I first toured the place the model room was clean and inviting. My roommate and I toured the clubhouse back in early April and were impressed by all the amenities at such a decent price and was told they were starting renovations that would be done by the end of the summer. However in August when we first moved in our apartment was disgusting. There was pet hair everywhere and everything was dusty. Our couches were torn, our stovetop coils were broken, and our washing machine would not stop rattling. Thankfully they replaced the washing machine door and the coils but did nothing about the couches. Half of our lights in the kitchen are burnt out and our sink is leaking, they just showed up for an inspections but did not fix anything. Parking is another issue. As I pay 40 dollars a month for parking I find it unfair that some people get away with parking for free and not only that, they get better parking on the first floor. The hallways are disgusting and stained and the spaces in between the buildings are full of beer cans and cigarette butts. This place is NOT worth the price especially when you're forced to pay for all kinds of amenities you're not receiving and there is no form of reimbursement. Only move here if you have nowhere else to go because you will regret it and the lease is airtight. read more

There is now a $14.50 monthly "convenience fee" assessed every month UNLESS you switch to an auto-debit from your bank account. Wow. So user friendly. They cut off internet anytime they want and don't pay you back for the days it was out like a regular company would. Even when it is working it is only usable at like 12 pm when everyone is at school. literally any other time it won't work. The whole place smells absolutely terrible, I can't put a finger on the smell of the hallways it's just like piss and vinegar. When I toured the place I was never told any amenity would be under construction but now I live here and literally every amenity is down for 4 months including the gym. The only reason I moved in here was for the gym, I definitely didn't move in for the ridiculous prices. I am in the Army and I need to maintain my fitness, I made that clear in the tour and the girl who gave me the tour still did not tell me the gym would be out for 40% of my lease. Got scammed. They don't put the amenities into the contract so you literally have no right to any of them. They can and will take them away from you and you can say anything. Please do not move in here, seriously it's disgusting how evil these people are. If you're like me and other college kids you don't really know what you need in a lease agreement. They do not put anything in there for you at all! They put in the lease that if your AC is broken they are not required to fix it or pay you for the lack of air. They are literally not required to do anything for you except take your money. If you get evicted you are still required to pay your rent until your lease is up! I actually read my lease agreement yesterday after thinking they cant just cut off my electricity, internet and remove my amenities, what I found was disgusting. Do not live here!!!!!! This apartment is garbage. I cant stress enough how AWFUL this place is.The ONLY reason I give it one star is because it is spacious. Want to shower??? Hot water??? Blvd 1900 doesn't even know what that is!! I am not over exaggerating when I say that my hot water is turned off once a week. What am I even paying rent for???? Every time you talk to them about it they say that they do not know the issue and "can not give you a definitive answer of when it will be turned back on". They seriously act like hot water isn't an issue AT ALL!! They just say sorry and do nothing! Its quite annoying having to wash your hair in the sink EVERY. WEEK. because hot water is just a minor inconvenience to them. Its Russian Roulette with this complex. I will try to make this story as short as possible, but there is a lot to it. So my first month of rent I was being wrongfully charged for parking. When signing my lease a BLVD 1900 employee walking us through the agreement insisted that I check the $0.00 parking option instead of not checking anything to show I would not pay for parking. First month rolls around and they don't accept my check for rent because it doesn't cover the parking fee. After arguing with the front and asking them to see a copy of my lease to prove I don't have to pay for parking they decided to waive the fee, they also told me to contact Lindsey Fortress if I had any further issues. Next month rolls around and I'm still being charged for parking, and my rent STILL will not be accepted unless I pay for this parking fee. To make my point of frustration even more clear, I don't even have a car yet they were wrongfully charging me and refusing to accept my check. Since I refused to pay the parking fee and they in turn were refusing to accept my check HUNDREDS OF DOLLARS WORTH OF LATE FEES began to accumulate. After I received an eviction notice I decided to call their management and discuss the issue. Right off the back Lindsey was incredibly aggressive and defensive instead of trying to resolve the issue. She was very quick to blame ME for all of this (even though I was being wrongfully charged) and the argument actually escalated to a point where there was screaming. It ended on me saying I'll have my lawyer contact her to further discuss any issues, and the woman laughed and said her counsel will be completely on this case. So my attorney contacts her and calmly tries to talk through the issue. She is very snarly and aggressive even towards him! So unprofessional! He asked her if she had any evidence against me since I had shown him allll the receipts on my account and against her. She ended up aggressively saying I need to handle myself on my own like an adult and she refused to talk to anyone but me. She told my attorney her counsel would be in touch with him and then abruptly hung up. We were STUNNED that someone could be so aggressive and disrespectful. So then over the course of the next few weeks my uncle began to email her/ BLVD management because he had not received a word from their "counsel." Eventually over winter break she answered saying their "counsel" had decided to drop all the accumulated fees and remove parking. Such garbage. There obviously is no counsel team being consulted. I am so incredibly thankful for my resources but my heart hurts for everyone living here being unfairly charged and unable to defend themselves. BLVD feeds off of people like this, usually college kids who are just trying to get by, which unfortunately is the majority of the residents here. Also, how about instead of BLVD replying to every review on yelp trying to debunk them, why don't you take some serious changes to the complaints people are making? Alright so starting out here as The Domain and now Boulevard 1900 (we are now under new management but I still think the reviews from The Domain are worth a read) I loved it when I started here however move in day was terrible because there really wasn't much help, I was lucky I have a family of 4 to help but I recommend you bring a big bin from home depot because they only had a couple others were using. I was lucky to be on the 3rd floor because the elevator was constantly full so my family took the stairs. NOW the thing that I DO NOT like is that maintenance can enter your apartment whenever and without any warning. My roommate this morning at 9am was woken up by a very loud Spanish speaking lady who was cleaning a room next to her (our former roomie moved out) I called the office and said "listen this is frightening and all around not very polite is there anyway you can call us to warn us when this will happen so we don't think it is an intruder?" I was told that a loud knock is our warning and The next two mornings this was going to happen but there isn't a way to call us in advanced because she doesn't know when they will do that. (Odd they don't have a schedule for these things) That wasn't the first time either, sometimes we will be given 48 hour inspection notices and when my inspector knocked extremely loud I was buttoning my shirt as I walked to the door and before I got to it he just opened up the door with his own key. So think about all of this before moving in! I love the price, the 24 hour gym, the study rooms and my room personally but I also thought this would be "my place" and I would have some privacy in my own apartment. I won't be living here next semester, I want to pay for something that is actually mine and not somewhere I am babysat. I am capable of cleaning, answering doors, and following rules without breaking household items. I know some students ruin this for the rest of us but all if these procedural check ins need more order and to be professionally conducted. read more

I've been living at Boulevard 1900 for the past year and a half. I can personally tell you many of these reviews are misleading. To begin I'd like to give my input on the internet. The internet service at Boulevard 1900 is called "Pavlov Media", they also provide the cable service; which includes 90+ channels including HBO movie channels. Pavlov also provides internet services to other Tempe complexes like the Vertex, Villa, Vista Del Sol. The wifi may be inconsistent at times but more often than not, the wifi is up and running. As residents we are able to connect our own wireless routers in our apartments through ethernet ports in each room. This drastically boosts our internet performance. Moving forward, I'd like to mention the fact that Boulevard 1900 is the most affordable student living community on the Arizona State Market. For the price and what is provided and available for all residents is unbeatable. The amenities in the community are great and maintenanced regularly with nightly security and cleaning services. I cannot emphasize how great it is to have unlimited utility usage as I please; not to mention we have a nightly trash service that comes to each apartment every night. I live in the E building, which is most popular for parties. This can be an issue for some people, although all parties are shut down by security at 1 AM. (I would know because every party I have thrown has without a doubt been shut down between 12 AM - 1 AM at latest) As for the apartments, the only true complaint I have would be the pantry is not as big as I'd like, although the storage closets for each room make up for the space. Lastly, I would like to mention that Boulevard 1900's staff is very kind and understanding. Their effort for my complaints and work orders does not go unnoticed. They have cleaned my room multiple times with carpet cleaning services that I appreciate more than anything. read more

STAY AWAY FROM THIS PLACE!! This apartment complex will very likely ruin your life. They make you sign an insanely binding lease and will not hesitate to EVICT you over any little things. Not only that, but they will trap you into paying the full 12 month lease even when you no longer live there and they already rented your room out to someone else. You can get evicted over pretty much anything. I almost had to drop our of college after living here for 2 months before I was evicted for having people over and cops saying they "smelled weed" (there was no weed in my apartment whatsoever). They evicted my roommate and I the next day. No warning, no nothing. Just two eviction notices on our door and court date (we ended up having to pay about $1000 in fees too). DO NOT RENT HERE.
