    So update: I'll have to pay since they send it to collections after 30 days from moving out. So not enough time to dispute it with them. I'm trying to negotiate but they're not budging so I'll have to take them to small claims because they're ridiculous. They said there was a smell but what smell is so bad that they justify a carpet replacement? Especially when I deep cleaned them myself? AND apparently they also deep cleaned it on top of that and the "smell" was still there. Smh they're cheats and unethical. Be careful to everyone renting here.

    I'm finally writing this long awaited review after an entire year. It's been a year since I moved out and I still cannot get over the trauma I endured living here. I left early due to COVID in March 2020 and went back to my parents house while continuing to pay for an empty room for the last 5 months of my lease. It was the worst nightmare of my life from the day I moved in. Here are the series of red flags/shadiness that happened even before the move in date. I'll try to get to everything but there is just too much: 1. I found 2 other housemates on the UCR roommate matching service so we decided to get a 4 bed 4 bath and get a random fourth roommate matched for us by the Palms apartment. They sent out a mass email a few weeks before the move in date with the contact information of all of our housemates so we can organize who will bring what (pots, pans, vacuums, etc.). We couldn't get in touch with the fourth roommate so I reached out to the office and asked them if they could let her know we're trying to get into contact with her. Max Ngo responded and said that we're not allowed to have her information and we will not be able to speak to her until the move in date. Um... then why did you send out an official email with all of her information? I attached screenshots of our emails back and forth to this review. 2. On the move in day, when we first opened the apartment door there was a huge cockroach sitting on the kitchen floor. 3. I found out that our fourth roommate was a lady in her 50s maybe 60s. I had no problem with that but my parents were really taken aback because we thought this was a student housing apartment. Later I found out it is open to everyone. 4. Our REAL problems started to begin with the fourth roommate. She would sleep on the couch in the living room instead of her room and talk to herself, loudly enough for me and the other girls to hear from our rooms. She would take sporadic naps instead of sleeping so this meant that she would be up ALL night talking to herself. She would make loud noises in the kitchen, making food every two hours between midnight and 8AM when I would have to get up for school. My other housemate who's room was right next to the kitchen had it the worst and she had trouble sleeping almost every night. It continued to get worse and worse over time. She started telling us that we are not allowed to have laptops and TVs in our rooms because the apartment building has electrical issues. She said she feels "electric currents" in the air and we were all confused. She tried to convince us to get rid of all of our electronics, so we contacted the office and they let us know that this is not true and we are allowed to have electronics in our rooms. Mind you, we never turned our volume loud or caused any noise issues. We also found out that this fourth roommate has been living at Palms for years and has been causing problems continuously for other residents. She started messing with the fuse box in the apartment and periodically turn off our unit's electricity. One time I was quietly studying in my room at 2AM for a midterm and she went to the fuse box and turned off my room lights. I called her and asked her to please turn my lights back on and she said that it wasn't her and that she thinks she heard a burglar come in and turn off my lights. Because she kept messing with the fuse box, she also broke our water heater so we had to shower with cold water for months. She would also run her vacuum on for HOURS. We asked her to stop and she would not listen. This increased our electricity bill dramatically. She also stole my other roommate's kitchen knife and became incredibly defensive when my friend just asked if she's seen it. The three of us became good friends so it was clear at that point that the fourth roommate took it. She put it back on the kitchen counter a week later with rotting food all over it. After about 5 months of this, I cried almost every night because living at this apartment was hell. The fact that the apartment KNEW about the history of this fourth roommate with previous tenants and still put us into a room with her mind boggles me. It started to make sense why Max Ngo came off so aggressive about me trying to get into contact with her for move in date. I'm not entirely sure but I think I heard that she was living here with the government homeless housing program so the Palms HAD to house her. I'm just shocked that this isn't disclosed to tenants before we sign the lease. I heard from my friends who lived at this apartment before me that this happens quite often where students get matched up with random adults. I honestly would have much preferred living out of my car than pay $900 a month to live in this shithole.

    DO NOT EVEN CONSIDER LIVING HERE. Trust me when I see possible new tenants I would rush and tell them to stay away. I had a short lease and only lived their for 3 months they had a special with required you no safety deposit so I saved my self that issue with them. So here's my 3 month experience :( 1. This place is RAT INFESTED not mice rats and you can hear them in the walls too. Every buliding has them not just one. I lived in the main building the one that is connected to the office. The buildings that are above the restaurants are full of rats and cockroaches too and I'm 100% sure the restaurants aren't that clean either. It's filthy because they have tenants just leave trash out by the staircase or door and that attracted the rats DUH! I was about to call the health department. 2. Ok so I'm not one to be picky at all even if people are loud or if a place is DANGEROUS. I grew up in the craziest places so I'm well aware of sketchy scenarios but did you know about the shooting they had, the bloody hallways with broken glass everywhere, the car invasions? Every morning I would see the same guy trying to get into a different car. 3. The STAFF does care about you or your issues with your apartment that your paying for every month. I saw a staff member yelling at this woman who had a slight accent and dismiss her because they couldn't find her package. All I know is that attitude was not gonna fly with me. 4.Most of the gym equipment does not work, the elevators reek or urine, the pool water is questionable. 5. On the bright side they do have a computer lab with 5 apple computers and it's open 24 hrs and they have a printer available for the students! The palms provides free cable and it's furnished. They have told residents that they are trying to fix the rodent issue But seriously don't live here. Your better off living in the street. Or wait till they clean up the place. And don't eat at the restaurants connected to the apt unless you don't care about health codes.

The company/management is terrible…read more Mails system: if you moved out and your mails that were yet to be forwarded and were sent to them, they will return them to senders without telling you even though you tried to forward all the mails, and you have to figure that out yourself with the cost and other inconvenience stuff. Room: you can smell weeds from the AC vent, and the cost is similar to that of another place. AC often needs to be fixed. I only like the maintenance man there (He's bald & maybe in his 50s/60s); he's good and on time. Hopefully, they can see that and appreciate him. Washers/dryers in another room (a long walk if your room is far from it) are small, often broken, and leaking water. The dryers also often didn't work... Parking: You pay for your parking spot, and there will be ppl parking on your spot when you tell the leasing office, they will tell you, "Nothing we can do about it." Check-in: They will have you check in your room yourself. This is when it comes to the tricky part you don't know. You might think the wall is ok, the little scratch or stain on the desk is ok, and blah blah blah. But when you check out, they are nit-picky on all things. Move-out charge: MAKE SURE YOU WALK THROUGH THE INSPECTION AFTER MOVING OUT WITH THEM. THEY WILL TRY TO OFFER YOU THAT YOU DON'T NEED TO WALK THROUGH WITH THEM, BUT PLEASE DO IT TO SAVE YOURSELF LATER!!! I didn't want to be an inconvenience for them, so I cleaned and inspected my room myself and left. They sent me a fee later for the carpet damage of $75 and other stuff of about $5, with photos that showed the tub and a corner of the desk on which I couldn't find any scratch or anything, and I have to guess what they are trying to show, 3 pictures of the wall (I barely touch the walls), and a blank picture of something. No carpet picture, NO CARPET PICTURE. I called and emailed them to send me the picture of the carpet, and they sent me the same images with the blank pictures and no carpet pictures. It is complicated to communicate with the UVT management. A year later, I received an email from a collection debt. That's right. Without a call or an email from this UVT management, they send you directly to the collection debt. I reached out to the UVT nicely and asked them to send me the carpet picture, which I was waiting for, but they said, we don't deal with this anymore, you can contact the collection debt. I reached out to the collection debt and they said the UVT said they had sent me proof already; that's when the collection debt reported me. That's suck! Is it the same blank proof? I couldn't do much for myself, nor did the collection debt since UVT said they had already sent me the proof! It'd suck that this UVT management tricking college students and unreasonably messing with their credit scores. The rep from the collection debt said she saw many of these cases and that this kind of company often does that to college students. So this is so common that I need to tell people about it.

They told us we owed a cancellation fee off $300, we said it's been 3 days, we never took possession, an we were being deceived, they place is not secure with security's as promised, we disputed the charge with management an a collection was put on our credit within a week, went back out there to deal with them directly and found that a student had gotten robbed and they were dealing with a terrible infestation, we are suing them for violating the fair credit act, an deceiving us regarding safety an security. Do yourself a favor don't send your kids there, run from this terrible place. Lastly later we found out that they are renting to anybody not just students, so regular renters are there , foreigners and the like who are not even in school... run!!!! I will not give any star on this company and that leasing manager will not help at all name is Dayna!

Maintenance is alright, they usually deal with the work order within 2 days, but the problem isn't guaranteed fixed. We had a leaky faucet in the kitchen, and maintenance fixed it for a while, but then it came back after a few weeks. Water runs well, hot water usually comes on within a minute. However, the water in the sink is white for some reason. The kitchen is a little cramped, since usually 2-4 people share it. Maximum of two people can use the kitchen at a time, and the fridge space and kitchen cabinet space is limited. Mailboxes are a little complicated to get to, since I had to ask the RSO where they were. Swimming pool is a little small and dirty even though the staff cleans it daily (could be the residue that it accumulates over the day), but UCR has their own swimming pool too. Internet isn't covered, so you have to get your own router and set it up and pay for it monthly (it isn't billed to your Growl account). Other than that, great area, gated community, safer than the other campus apartments.

Firstly, I…read morewas told it would be a 12 month lease by Brittany; and was told by Erwin that regardless of what I enter on their housing application online, they would manually correct it for me to be 12 months. Not true, they waited until I paid my security deposit and then gave me the official lease for 15 months. Then I was told that the previous 12 months option had ended. Secondly, I was told by Erwin that I would be living with my housemate, and in order to do so, we needed to pick the premium option (which is much more expensive that the other options). However, after submitting the application and upon talking further with Brittany, it seems that the option is no longer available. We won't be able to live together for the first few months and we're still going to pay premium pricing. To top it off, I was referred to talk with the manager Chyna tomorrow because she's out right now, so our conversation ended. This happened within the span of 2 days, and I haven't signed the lease yet. Let's see how tomorrow's talk turns out. **UPDATE: thank you for resolving the issues that arose, Chyna. Really appreciate your help.**

So before my daughter moved I , I had to come in and shampoo the carpets, scrub the walls, clean the filthy vents, clean the bugs out of the closet, etc. before my daughter could move in. It was so disgusting that she only lived there for about a week. There was a bag of rice in the cupboard from the two girls that already lived there and it was completely taken over with bugs. They were crawling all over the cupboards. It looks like nothing has been updated since the 60s my daughter looked at the online model apartment and thought that it looked fine. Big mistake. The whole apartment had a moldy smell that I'm sure is not healthy to breathe in. There was food smeared on the bedroom wall and when we asked them to take care of it while they just painted right over it and didn't even bother to clean the food so yeah, It had a new coat of paint, but you could see the bumps from the food smeared on it. I wouldn't even bother with trying to live here.

The apartment was advertised at $1,199/month, but that rate was tied to an 11-month lease, totaling over $14,000 -- much higher than expected. There was no clear disclosure of the full cost upfront. Additionally, the leasing staff provided the wrong UCR class start date, telling us school started on September 29 when it actually starts September 25. That misinformation left only two weekdays to move in and settle -- unacceptable for a college student. Even worse, the lease was sent directly to my son without informing me or allowing me to review it before I was asked to sign a binding guarantor agreement. He's a first-time renter outside of the dorms with no experience reviewing legal documents. This lack of transparency and guidance is extremely concerning. When I asked for a simple accommodation (early move-in by just 2 days), the office refused, showing no accountability for their miscommunication. I've since filed complaints with UCR's Off-Campus Housing and Ombudsperson's Office. I strongly urge future students and parents to read everything very carefully, ask for full lease terms up front, and avoid this property unless they drastically improve their transparency and treatment of students.
