When arrived Zig-Zag, there was no one in the office but the "Open" sign was on. There was an instruction to call sticking on the door. I called the number and a man answered the phone. He said that he would come over to the office in 10 minutes. I waited for 20 minutes outside and decided to call again. I didn't want to leave if he is on his way. He answered the phone and said that he was interrupted by another phone call and didn't expect me would be still there. He apologized and told me that he would be there in 5 minutes. He also asked me about the needed number of signatures. I waited for another 20 minutes... still no show. By 3:55pm, I realized it was too late to submit my paper. The civic center office closes at 4pm. That is why I give this business one star.

Marcy, (or her partner im not sure) stayed on the line with me and we decided she would go to my house to get my purse which contained my credit card. She did this even though I told her there might not be anyone there to let her in. This was all done at ONE AM. So Marcy drove about a 30 min. drive to my home and luckily my roommate was there to let her in. Long story short, this woman put her trust in me and by her doing so I was able to get out of the hell of the holding cell. If she had not done this I would have been processed and who knows how long before I would be released.
