The pool was so great, probably my favorite amenity because they checked your card to make sure you lived there so it wasn't overrun with people bringing everyone they knew, and lots of chairs! I did love the 5th? floor lounge area too for reading or something when you needed a calm break from your place. Super walkable to so much stuff, the courthouse park, tons of restaurants, CVS, the library, and you also feel so safe since the police are seriously next door, along with needing key cards to even enter the building. Only downside - parking. We moved in while the auto park was closed so they gave us spots in the garage next door, which wasn't ideal in winter or with groceries or heavy items. They did have carts to help bring things upstairs but you still had to get over to the building which was a pain. Although, don't know if the auto park was better. I worked with someone who lived in the same building and we had one day where we took the elevator down together but I got to work an hour earlier bc it broke and she couldn't get her car out. So that's the only bad thing but I guess that comes with all the other walkable conveniences.

I have to open all my windows & turn on fans just to get the smell out. This is my 3rd UDR property I'm renting from & it's the worst. I have lived in this apartment for almost a month. When transferring from my old UDR property Rodgers Forge made it almost impossible to do so. They never answered any emails or returned any phone calls. They would only reach out to my husband & never me. They charged us a $175 application we weren't suppose to pay because it's a courtesy if you transfer between UDR's. When I mentioned it they made me feel stupid & said we were suppose to pay it. The 3D tours & photos online look a million times better than the actual apartments. Appliances are very outdated. You will get not only get a white refrigerator but a white dishwasher & microwave to match. The bright side is it's a nice shade of yellow from the God only knows how many tenants before me. Also I can't get this apartment clean for the life of me. Every time I mop the water & mop head is black. EVERY SINGLE TIME. There was some damage to the apartment when we moved in. We brought it up to the office almost 4 weeks ago. The maintenance man just came this week to fix the issues. You will have mice & Silverfish roommates that don't pay rent. The mice literally are in your walls scratching. Also the parking situation here is a nightmare if you have more than one car. Only one car gets a tag to park in the parking lot because there isn't enough spots. On street parking is a nightmare after 6pm. You will literally have to park 2 or 3 streets over.

Our main contact person at the rental office was Virgil Welch, a true professional who is all about solutions and no complications kind of a person. He worked diligently to complete the transfer process in a timely manner. He is kind, personable, and committed to providing a welcoming atmosphere. We appreciate all his help. While…read morehe management team there was nice and friendly, not much appeared to be done to address people that just couldn't respect others' and keep gates shut, quiet, etc. every month was a passive email to residents reminding of rules but that was it. Maybe pressure from larger corporate office to push to occupancy? They did hire a security officer role for the building and the one they had more recently seemed to at least not hang out with the tenants. I'd still question paying 3k a month to live with Towson U students on daddy's money, people that don't seem to want to secure the premises, etc. Its just not a good value for the area. Update: Recently the management made a great effort with tenants to ask about some of the concerns about the property. As a result, management indicated they were in the process of hiring a security manager for the site. It's a great effort and may go a long way to helping some of the issues that have been going on. The management is great at responding to questions and concerns and hopefully their larger management company will be able to give them the resources to help. Edited: I am placing this review as a current tenant in hopes that this generates a response by Dolben as nothing else has. 1. They allow college age tenants who think nothing of calling people "gay" or "faggot" while at the pool or joking publicly about having sex with unconscious women. Edit: they have also allowed an African American female to feel unwelcome in common areas. 2. They allow people who are non-tenants to sleep in common areas regularly and overnight. 3. They allow tenants to throw "frat" parties and have no mechanism to police this. 4. The thought of engaging security was not immediately considered as a necessity for this "luxury" apartment. 5. The front door has been broken and open to the public for months. While a new door may be coming, nothing is being done to address tenant behavior in shutting the doors. 6. The side gates are regularly left open. 7. The first floor door inside the garage has been broken and propped open for months. As a woman, this is unacceptable and I feel unsafe.

After talking with facility management and discussing grievances, they went above and beyond to make our last 2 months a positive one. many of the same issues described below are still present. If there are issues, don't hesitate to go straight to management. Do not wait. Seems that individual staff may drop the ball but management will right them if made aware. Given that this was our first (and likely only) rental with Morgan properties, the building is older and the previous owners didn't maintain it well. Recently under new management there are a lot of issues with the building itself. We still wouldn't rent from Morgan Properties again, given the condition and price of the apartments. There are better options in the same 5 miles radius for a cheaper price tag. We rented an apartment here from August 2021-july 2023. We lived in a 2 bed room apartment with three people. Positives: great view of the area if you are high up. walkable location that's close to Johns Hopkins campus. Plenty of food locations to eat around as well. Fast responding maintenance. They have floor plans that accommodate the "Sibling suite", with separate bedrooms on opposite sides of the apartment. Management is awesome. Everything else: We moved to an apartment complex that is much larger, much cheaper, and 5 minutes away from the Carlyle. Moving in was a nightmare because the elevators were broken. We lived on the 14th floor. You can reserve the elevators but that doesn't matter if all three of them are broken. While we lived here, the elevators were broken at the more times than I can count. There were full weeks that two of the three elevators did not function before they received maintenance. Usually maintenance could only get them running for a few days, sometimes hours at a time, before they would be broken again. Water leaks happened every year we lived there. The building is set us so that everyone above and below you are on a shared water line. If someone on the 16th floor has a water leak, it will affect everyone all the way down to the 1st floor/basement levels. The garage is small and cramped. I have a two door compact vehicle and i have still had trouble parking in the parking spots with being wedged between a pillar and another vehicle next to me. Parking is also expensive. We pay 135$ per vehicle on top of rent. They have also increased our rent by huge sums each year, ~10%-18% (200$) each time. In comparison, our new apartment provides parking in a brand new gated garage for no additional charge. The supposed securely locked garage that can "only" be accessed using a card key has been broken since September of 2022. Shortly after we moved out the garage was fixed. Too bad we never got to use it for than a few times. Communication about delays on this were spotty, and frustrating at times. When expecting they would be fixed sometimes it would be delayed and no communication was sent out. It took over a year to be fixed. The dish washer in our apartment also floods the kitchen every time we run it. We put in 5 work orders. We were told that we were getting a new dishwasher which never happened before we moved out. Management told us that maintenance never processed the request. The Front deck staff also seem to gaslight me every time i speak with them, saying "it's not too bad", or " you should be thankful you have x" when i bring a concern to them. It's very frustrating but they always have an excuse on why they are not holding up their end of the bargain. There is one good thing i will say about this place: maintenance is VERY fast to respond. They may not resolve your issue, but if you put in a work order, they will be there within hours. I encourage everyone living here to communication directly with facility management. Do not get information from the front support staff person or by calling their number (you may be rerouted to a call center). Management seems to be the only people who are able to answer and make calls for the their building, and are both approachable if made aware of things. We wish we would have known this prior to all of our issues and regret not going to them sooner.
