Ask Bill to attach his letter from the state board or e-mails like I have started to do. Bill, I will stand up to you any day with the facts, any day and every day, I will not back down to you, especially how you treated us. Bill Westphal had to pay us $7500 dollars to settle my case with the Contractors States License Board of contractors (see below). He received a violation letter from the state board, I would love it share it with anyone interested in seeing it. I could not figure out a way to attach a PDF of it, but I could copy the emails from the state board. Here are a few e-mails with the state board to support that he is a complete liar. Then, perhaps this awful person can lose his license as he is clearly competent. We are very sorry that the physical assault against my wife was dismissed. My wife wanted to also submit a lie detector test. I would like to share the photos of my wife's forearm that was taken after the incident with people. Also, for those woman in the Me Too movement, please take note of this person. And, if you are a woman, and you are dumb enough to hire this person, never spend a minute alone in your home with this man. We wanted our day in court, but it was not to be. The complete tragedy is this person still has a license in the State of California to do remodeling. My only regret is that I only got $7500 dollars in compensation for his violations of contractor laws. Additionally, he damaged my home with the tarp he stuck to my bedroom walls, and ripped the paint off and refused to fix it, forcing me to have to pay for it. He put insulation in my walls without getting approval and charge me after the fact, over $1500. Yes, I paid the bills and told him I was upset about it. If I was so wrong, why did he have to settle with me, why could he have not tried to prove that he was right? That is easy, he was dead wrong and I compiled a nearly `100-page document with photos that I submitted to the board with overwhelming evidence. When you treat someone so rudely and inconsiderately, when you refused to fix items that you damaged when you will not remodel the bathrooms to how we wanted them, and then assault my wife, and openly mocked us to file with the state board, how can you possibly think we will not seek justice? We proceeded to find every legal remedy to defend ourselves and to hold Bill Westphal accountable for his actions. read more

My family hired Bill Westphal/Under Construction Co. after touring an extensive remodel/addition his company was completing on a home in Pacific Grove - which was very high quality. I have built a house from ground up and flipped dozens of homes in the past. The quality of work I saw there, spoke for itself. As well, I like to think I am a good judge of character and instantly felt like Bill was someone I could trust. He produced a contract, pulled permits and had environmental testing done, etc. - insisting everything needed to be done by the book. Our remodel presented several challenges and I believe Bill made every effort to address these challenges, especially with us living out of the area during the remodel. Bill was always available, or quick to respond. His crew was reliable and skilled. I have been a reference for Bill and spoken to a few of his potential clients this past year, as well agreeing to have them come see our property firsthand. Bill and his team Aaron and Greg completed a six month remodel on our home in Carmel Valley. This included kitchen and two living areas. During this time my wife and I were still living in the home. The guys could not have been more courteous or respectful. They showed up everyday exactly on time and left each evening after carefully cleaning up. The whole project came in at exactly the price Bill said it would. I could not recommend these guys more highly. I would not hesitate for a moment to work with these gentlemen again. Under Construction is nearing completion of an addition and remodel to our older home in Pacific Grove. We couldn't be more pleased with the result. Bill Westphal is knowledgeable about all phases of construction and we immediately felt comfortable with him as he listened to our ideas for our home. He carefully explained what to expect with each phase of the project. Bill is open, honest and excellent at problem solving due to his extensive experience. Several times during the project surprises would surface due to the age of our home and poor workmanship in the past. Each time Bill would reassure us that the issue could be solved. He was right and we grew to trust him completely. He has a capable crew, Aaron and Greg are talented, hardworking professionals who take pride in their work. We worked with Bill Westphal at Under Construction on a renovation of our beach bungalow kitchen. We worked with Bill as a general contractor and he walked us through the process start to finish, including creating and submitting plans, obtaining permits, managing subcontractors and overseeing all work. Although we had a very strong idea of what we wanted, he made suggestions based on his experience and steered us in the right direction for material selections including cabinetry, appliances and quartz counter tops. He works with a strong team of highly skilled professionals and the quality of the work shows. This is a second home for us, so we were not on sight during the workweek but by the weekend, the house was always in good shape and the work space kept clean. He kept us informed of progress and delays (for example when we had to have abatement work done) I would have liked to have more communication, and the fact that we were not on sight may have impacted this. So I'd recommend setting expectations up front of how, when, and how often you want updates. Bill was always good at getting back with us to answer our questions. We are thrilled with the final product and receive so many compliments on our new kitchen. I would not hesitate to use Under Construction again in the future. read more

My wife and I have been working with Bill Westphal and his excellent crew over the past year and we couldn't be happier. We talked with a few contractors before we met Bill but didn't feel like they were really listening to our needs. When we met Bill, we were both sure we had found our contractor, someone who would listen to our wants and needs and offer ideas on how to prioritize these based on our budget. Bill took care of all the preliminary steps for us including a reasonable estimate with line item costs, permits, blueprints, and testing requirements. Bill understood the city permit and inspection process, including many of the local people responsible for these various activities. This helped speed up the process to start the actual work for our new addition and studio re-model. Bill hired excellent subs in addition to his excellent construction crew (Aaron and Greg) to perform all electrical, plumbing, roofing and stucco work. Bill made regular job site visits, answered all questions and concerns daily and always made a point of doing what he had to do to meet our expectations. Bills crew and subs were nice people to be around and were proud of the work they did. Bill Westphal was working on a house next door to ours, so I asked him to come and meet with us to discuss a remodel of our home. At our first meeting we felt very comfortable and confident that Bill was the contractor for us. From beginning to end Bill was there answering questions, offering suggestions, fulfilling everything he said he would do. He dealt with the city, the permit process, utility companies, subs, and everyone else involved in our remodel. While we lived in the studio of our house, Bill and his crew worked in the main house. He said the premises would remain cleaned and picked up of construction material at the end of the day, there was no loud music, Bill's crew and subs should up on time and were very professional, Bill explained every aspect of the job and if we needed anything after work or on the weekends he was readily available. Even when mold and lead were discovered in one area of the studio Bill arranged for the haz-mat people to come in and explained what would happen and how the issue would be addressed. As depicted on HGTV no one knows what's behind walls and floors built in 1952, but while we did have a few dry-rot problems, everything was fixed and completed as quickly as possible and we didn't get behind schedule by too many days. In the end, we were/are completely satisfied with the result and with Bill. What he said he did and made no promises that he couldn't keep.
