I agreed to the quote-- But the job went over 50 percent above estimate without communication until I received the final invoice. No notice. No phone call. I was shocked because I would have never hired a painter if the job was $4000 for kitchen cabinets. Way too high for the job compared to other painters. So if you hire Winkler, be sure to get a firm quote or add that the job will not exceed 15 percent over estimate. I honestly felt this was a bait and switch and I did communicate my concerns with Winkler in writing - so this review should not be a surprise.

It took a couple of months to get scheduled but once they showed up they scraped and painted and were done in 3-4 days, which included effecting a color change. Did not have a single punch item to deal with. A few bits of rotten wood were replaced and all gutters and downspouts reattached. Maybe if I had looked harder I could have got a lower price elsewhere, but I was not that motivated.

They closed all the holes in the walls (no more air coming in) where the old convectors were located; they repaired the flooring so that it looked seamless; and they installed baseboards to mask the gaps left by the new convectors, which were a slightly different size than the previous ones. (The convectors were installed by a different company, so they coordinated with them nicely). They also installed a brand-new lighting fixture on the bedroom ceiling (lots of concrete drilling involved), hung a metal shelf in the bathroom, and closed all the holes in the kitchen left by the previous contractor when the kitchen was remodeled. No more mice! Wonderful service, punctual, and would happily call again for anything else I may need.

Michael Wiggs,…read moreowner/project manager, was assigned to my project and he was/is extremely unprofessional, nothing was on time, disrespectful behavior towards myself during disagreements and provided horrible customer service throughout the entire project. I would not highly recommend working with him and in fact if you've already received services from him please seek legal counsel. The contract I signed stated that this business is LICENSED, BONDED and INSURED in DC, which it is not. The license provided on my contract expired in 2006 per DCRA website. This inaccurate information is fraud. Michael Wiggs consistently reneged on many of the contract terms which were previously negotiated at the time I signed the contract. My contract was signed May 15,2020. The contract stated the projected start date was June 22, 2020. Work did not begin until August 10th and a new contract was not created. In addition, the contract's projected duration of the project was 2 weeks, weather permitting. My project was not completed until November 11th (4 months for a small bathroom remodel). In my opinion this was due to Mr. Wiggs poor project management. The first 6 weeks of the project I was out of my Condo because this is my only bathroom and the financial hardships placed on me at a time when COVID-19 was shutting down the DC area put a ton of stress on me. I was paying for living arrangements I could not utilize and I did not budget to be gone for the amount of time I had to be. I never received any compensation for this failure of Michael Wiggs to maintain the project timeline. When I returned to my unit I only had a toilet. There was no vanity, sink, or shower installed. One of my allotments was pocketed without a service or product being given. The contract mapped out 6 disbursements of money. However, once the project was almost half way through I was told by my contractor they could only withdraw 2 times from my loan and we needed to withdraw asap before my money was gone. Lastly, in the contract under "items not included" permit cost was stated, but within my line items permit was listed at a cost of $0. I eventually had to have DCRA close out my permits because he refused to close them out. There was always consistent miscommunication and lack of accountability from Michael Wiggs business, every issue was met with contempt instead of trying to find a solution. After all of this occurred, Michael Wiggs attempted to bully me by having a lawyer, Perry L. Foreman Jr., reach out to me to settle in the amount of $1,080.77 or they would move to sue me to obtain what they believe is what they are owed. Please understand as a consumer an unlicensed business cannot sue you in a jurisdiction that they aren't licensed. That's literally the purpose of the license so that the business can be protected by local laws. I did not give in to this tactic and instead I reached out to DCRA and the Consumer Protection Agency. Both of these local government offices have been extremely disappointing because they act as if they can't take action on the exact situations they were established to perform. The intentions of this review are to make all consumers aware of his business practices, understand local government offices will not be of any assistance and the best way to resolve these issues is to not get involved with them. When looking for a contractor please contact a property management company for a referral or obtain a referral from a trusted family member/friend. Make sure to obtain a business license, business insurance and scope of work from all contractors.

The receptionist was very helpful, and we easily set up an appointment for Jim (the owner) to come out and take a look at my wind-damaged roof. There was some initial mishaps at the beginning. Basically Jim called me and told me that he needed to be at another job site because it was critical. I mean, I'm not a hard person to work with, so we just rescheduled. I did fly home from Denver early for that appointment.... but ok, let's try again. The next week, we meet up and Jim is pretty awesome. He walks me through the entire house, takes a few measurements, looks at the water spots on the ceilings, sketches some stuff, and tells me this would be easy. He's just gotta do something called an "EagleView" to get exact measurements of the roof. My insurance is kinda sketchy and only gave me money to cover 1/2 the roof, but I tell Jim that I'm gonna get the whole thing done anyway and pay outta pocket. He told me that he would lose money if he only did half a roof, and that all the interior work had very little margins. I totally agree with that, which is why I would do the full roof. I need to email my HOA to get approval before any work can be done, which is taking weeks. I keep Jim in the loop with periodic status update, and everything seems fine. My last update to Jim was that I would be out of the country for 2 weeks, and we would sync up after I get back. By now, it had been several months since I initially reported the issue. I email him back - no response, I call him - no response, I leave messages with the secretary to call me back - no response. I wait around for about 6 weeks for a response, but just never heard anything. I get that they're busy, but if they're not going to treat all customers with respect and courtesy, they will surely not get any of my business. I feel like they completely ignored me because my townhouse would not have been worth their time to re-roof. If that was the case, they could have easily just said so and not waste each other's time. (e.g. paint might be a touch uneven in some areas; some difficult corners of kitchen have a bit of a rougher cut on the tile but still patched with grout) For me though, it was not an issue because I do still think the job was worth 5 stars for the value.
