I have officially reported them to the Pennsylvania Public Utility Commission (PA PUC), who informed me of the following: 1) the PA PUC had already issued this company a cease-and-desist letter, 2) this company is NOT on their approved list of moving companies, 3) that the PA PUC will look into this matter further for additional fines, and 4) the PA PUC will forward this matter to the federal department responsible.

The only issue I had was that it did take a little longer than expected. I think I did move during one of the busiest times of the season, but I thought my truck would be at the new location sooner than it was.
