Susan with RSC Associates was great to work with during our current rental inspection. She was professional, thorough, and very easy to communicate with throughout the process. She took the time to walk through everything carefully and made sure everything was documented and handled properly. It's clear she takes pride in doing a good job and keeping things organized for both owners and tenants. Always nice working with someone local who is dependable and on top of things. I'd definitely recommend Susan and the team at RSC Associates. read more

The main lady (her name is on the business card associated with this establishment) is extremely rude and demeaning, lacks respect when speaking to others and talks to you like your her abused child then wonders why you're coming off as defensive. Honestly, I'm happy I was denied for this apartment because I would not stand this woman as a manager for my apartment. If I could rate zero stars, I would. read more

I would not recommend renting from RSC at all to anybody, even my worst enemy. I rented an apartment for almost 3 years and for the last 11 months I lived there I had to deal with a leaking roof and a hole cut into my ceiling that would leak every time it rained unless there was a tarp placed on the roof. The tarp would frequently be moved due to wind/weather and I was told multiple times that nobody could go fix the tarp and to just "put a bucket down." I dealt with numerous maintenance workers showing up unannounced and expecting to be let in without even the decency to introduce themselves. It wasn't until I called the RSC office to speak to somebody that I learned the name of the regular maintenance worker that had been to my apartment MULTIPLE TIMES because he never once had introduced himself to me. I left work several times to deal with the leaking roof, made sure to clean up the water so as to not damage the floor, and make sure there was a bucket and towels down when leaving. I was told for months "they will fix the roof once the weather is better and then we can fix the hole in the ceiling." Winter turned to spring. Spring turned to summer. And it wasn't until I was working on moving out with Allison, the on site manager, that I was told it should be fixed in a couple weeks. Funny how they schedule it to finally be fixed as soon as I'm moving out. Almost an entire year I dealt with a leaking roof and the first and only time I called the RSC office I had the absolute displeasure of talking with Kim. Never have I ever felt more disrespected and belittled by someone when expressing my feelings on how frustrating this experience had been. All I was offered for ELEVEN MONTHS of inconvenience and stress about my ceiling leaking was 5 days rent credit for one month (about $180) and a $50 reimbursement for PGE when I had a dehumidifier in my apartment for 3 days. I repeatedly asked how RSC planned to make this right and was told they would ask again and try to work something out. RSC has been the worst rental experience I've ever had. Kim needs to either be fired or go through extensive training on how to treat others with kindness and compassion. If you move into the Cedar Springs apartments on Burnap and you are unit 1098, I'd ask to see proof the roof has been fixed completely and not just a tarp or band aid fix otherwise you'll have a miserable winter. read more

I've been renting an RSC apartment for 3.5 years. Two positives: Monica is wonderful - compassionate, helpful, and supportive. RSC contracts with nice, helpful folks for simple repairs I've needed. The warning: Ms. Kim Sayers, Senior Manager, will not only ignore your pleas for changes that impact tenant safety and basic living conditions, she'll give you an eviction scare. If you're on Section 8, no worries. Most all of my neighbors are. One abused his spouse repeatedly and was jailed for this - but was allowed to stay as long as he wished; they've assaulted me and caused damage to my property - with no repercussions; they've slandered me - which worked in their favor (See next paragraph); they smoke inside on a daily-nightly basis, let their dogs run unleashed freely, house unauthorized tenants who threaten to start fights with peaceful neighbors, and much more. The result of bringing RSC's attention to my concerns, time and again, for six months now? Ms. Kim Sayers issued me a written warning of potential, immediate eviction. Note that I'm a fairly well known community advocate, a high-level professional with excellent credit, a humanitarian (I don't just call myself one; I've been honored as one), and a licensed clinician. I'm also 4 foot 8 inches tall; this makes it even more ludicrous that Ms. Sayers labeled me a neighborhood thug. (I reportedly "threatened harm" upon a neighbor, and must cease this behavior immediately, else they'll end my lease). So yeah, if you want a management company that won't address legitimate and frightening concerns, but will trump (pun intended?) up fantastically ridiculous and slanderous reasons to kick you out, they are the number one choice. RSC does not make it a practice to inform Owners about problems like those mentioned. They're trying to shut me up and get me out instead. They've been seen looking through our mail. Ethics aren't their concern, nor is tenant well-being. Lining their pockets with cash, all the while siding with the most boisterous and destructive of clients, is their game. If you're on Section 8, as long as Ms. Sayers is Senior Manager, you'll be able to break all sorts of rules and laws. (It's harder to evict you, so she/they don't want to make efforts to do what's right.) If you have a police record or wish to start one, no worries! You'll have free reign at an RSC property. Go wild. If you prefer to live in peace, though, don't do it. Any other option, and there are many, would be better for your health, safety, and sense of "home." read more

Went on the RCS website, such wonderful rentals were listed. Clicked on just about every one of these (try it for yourself) no prices were listed most said either unavailable or rented. Then found after a prolonged search a few ( 2 ) available. Called and was told I first needed to fill out an application before my questions could be answered. Paid the application fee and applied. The next day received a phone call and was told that the 2 places I was interested in were unfortunately already rented, they would however have three rentals available on the first on of Jan., which I would be within my price range to which they had approved me for. Asked if I could at least drive by and see the area. They were very accommodating, under the condition I did not disturb the current occupants or wonder onto the property. This made perfect sense so I was able to obtain the address and park across the street and walked on the sidewalk, which everything seemed in place until I started talking to a woman who was walking her dog. Said hello petted her dog a little tiny thing, asked her how she liked the area, she said she loves it explained to me how the area is perfect! Ask her where she lives and pointed up at an apartment upstairs, where the down stairs unit appeared to be vacant. She apparently lives in the unit I was told that would be vacant!? Did not tell her who I was or what I was doing. Asked her if she was moving? No was the statement. Called the company back and was told they were sending a notice out the unit was needing to be refurbished and she would be given notice. Was reprimanded by the company for talking to anyone and now would not be eligible for a rental. Needless to say I went back and left her a note she was going to have to move explained in detail what was told to me. read more

Very reliable and professional team at RSC Associates. I'm pleased with their responsiveness and the amount of value they place on each and every customer, from large commercial spaces to single family homes. A+ Job!!! read more

They are the worst. If i could rate lower I would. They will not answer the phone. They will not correspond by email. Any and all worries and concerns ranging from a huge crack in the foundation to flooding between the walls to landscaping they will ignore. I am fuming right now because again there is a huge concern with this property and all calls and emails have been ignored. If you can use literally any other property management company do so. They are literally the worst. read more

These people don't deserve one star. A tour through there Lovely Cedar Springs Apartments will show you just how much they think paint will cover. The first thing you will see is a broken down couch in the recreation room that is dirty no less. There are broken down washers and dryers. These things are over 15 years old. The capacity is 4 small towels. These guys don't refund any money that is lost in the machines which averages $50.00 per year. IF these guys would stop spending money on paint and buy energy efficient extra large capacity washers and dryers they could get rebates to save money, they would save water and the cost of heating water. They could charge more money for the use of the washers and dryers and we wouldn't mind at all. The ability to wash and dry a comforter instead of paying $14.00 round trip by cab to a laundry facility plus the cost of washing and drying the comforter is ridiculous. I am more than willing to pay more to have machines that wash and dry what I need and that actually work!! Thanks for the paint RSC I will hold this in my heart when the machines tear my clothes and rip me off money and time. Best wishes to fill your apartments. read more

Very unprofessional company as you can see from most reviews. If company responds to phone voice mail/emails, it's done in a very untimly fasion. Our property manager is rude, unfriendly, and very difficult to reach. I would not recommend renting a property RSC manages. read more

This company is absolutely terrible if you are looking to rent an apartment from them. They manage 3-4 apartment complexes in town, including Ceres Plaza and Sandalwood (both located on E. Lassen), but they do not care about the apartment complexes. They get their bread and butter from managing commercial property like Target's lot. Apartments are just a side thing, and it shows. I had so many problems with the property manager and resident manager at the apartments I lived in that I have sworn to keep all of my friends from renting from this company. The lack of knowledge and general decency these people have towards their tenants is enough to make you want to move out of Chico all together. read more

I rented at 1055 E Lassen Ave and it looks decent and it's an ok place to live....BESIDES THE MANAGEMENT!!!! Look out if your not wanting to get grief from management or get an eviction notice, I think you should keep looking. I also was given the two week walk through notice on the 28th of the month, which the actual walk-through is supposed to be conducted two weeks prior to you moving out! So they gave that to me late and I'm the one who didn't get called for this walk-though because of their mistake of giving me the notice too late! So were did my deposit go? I got $60 out of $400 back!!! So my advice, STAY AWAY or live by strict rules in your own living environment and management that doesn't follow their own rules. read more

Very quick to respond. Helpful, available and professional. What more could you ask for?

RSC & Associate is a property management company, not a real estate holding company, and their role is to communicate to the ownership what a project needs for maintenance, economic success and the benefit of those that reside at the apartments. Ultimately, it is up to the ownership to make the financial decisions for those projects. Our experience with the team at RSC & Associates is one of professionalism, strong alliance and consideration for the wherewithal of the property. But most importantly, they look out for the well-being of the residents. Having worked with RSC & Associates for many years now, we have found them to be an extremely valuable part of our team. Their responsiveness for the projects is quick, concise and results oriented. They make the recommendations for what needs to be addressed and provide the daily management to achieve those results as well as provide the needed leasing expertise for the properties. Their philosophy on how to manage and care of the properties is directly in-line with what one would expect; consideration for the overall condition of the properties, responsiveness to each and every need that arises with the residents, while providing professional representation for the ownership. We could not be more pleased with RSC & Associates and would highly recommend them to any party looking for a professional, knowledgeable and ethical representative. read more

These people are the absolute worst, most heartless and least cooperative people I have ever had the displeasure of renting from. I've had terrible landlords before but none compare to how bad RSC and their staff are. My vehicle was towed without my knowledge and when I confronted Kim (aka the devil) she wouldn't take the money I had to spend to get it out of the impound lot off my rent. They had the vehicle towed because it was "abandoned with an expired registration." Both untrue, but when I called to discuss this, she hung up on me and refused to deal with me personally, being very passive aggressive and putting stuff on my door rather than return my calls. For the sake of your sanity and also your wallet and wellbeing, DO NOT RENT FROM THESE TERRIBLE PEOPLE!!! read more

Caution! rsc onsite property manangers will vandalize and steal everything you own, little by little, as they have the keys to enter your apt. when you're not home. This happened to me for over 7 years in Chico CA. Not very honest either and they evict people for no reason frequently. read more

If I could give them 0 stars I would. Do not rent from this company. They are excessive with their charges on your move out walk through. They said they had to replace the carpet after us living there for 2 years because of pet odor. Just a reason to get new carpet. The absolute worst company to rent from in Chico!! read more

This company is full of lies, all they are about is your money, and they like to mess up peoples credit, be on the look out for poor management, poor tracking of documents and not satisfying the customer/renters needs while living their. I have been involved with them for over a year and they have been nothing but a nightmare. The chain of command is never followed and the people they hire to manage these apartments are a bunch of kids who don't know what they are doing....Plain and simple BEWARE of RSC associates,Inc because they stink! Plain and simple they treat there tenants like they do not mean a thing! They are in Chico Ca. @1459 E. Lassen ave Beware....Please don't rent there if you want a peace of mind, and fleas in your apartment, the whole complex is covered in them, and they will force you to live there and tell you they will send a pest control guy out in about a week, so deal with the fleas for the mean time! All in all steer clear of them, and beware when you try to escalate a problem and speak to upper management of the property, they simply give you the run around while they have a lady by the name Kim Sayers who dose not know how to do her job and is really rude an careless to your concerns. Please take this serious! She will try to mess up your credit and make condescending threats through letters. read more

I wouldn't rent a property from them if it was the last dwelling on earth. They scrap by on bare minimum necessity to make a dime.

The guy who was on sire manager was very nice, polite and reasonable. But not professional. The apartment owned by this management company really ruined my present life. read more

RSC is Raciest if I could give them zero stars I would. I stayed in a complex that they managed once and me and my roommate paid our rent on time every month, BUT the employees would always give me a hard time because I'm Asian My roommate who was white (and not raciest) RSC had no problem with. But anytime I would go down and pay the rent I would always receive micro aggression. At one point I just stopped going to the main office and had my roommate just go for me. I was so afraid to leave my apartment I had to look out the window every time I left my apartment to see if the manager was nearby, Because if he was I would always receive micro aggressions. I got away from RSC Associates Inc when I moved out of that complex. My roommate and I did get the deposit back but the manager sent it to my roommate with a note that read," I'm sure that this is all yours" I made several complaints to RSC about the manager of that complex but no one seemed to care about the struggling Asia after that It was so hard to find an apartment that was not managed by RSC, I didn't want to be target of more harassment because of all the complaints I had made against RSC. I just want to say the management doesn't care about the rights of anyone all they care about is the money they get. RSC is Raciest! read more

When my smoke/carbon monoxide alarm wouldn't stop SOUNDING on a Sunday night after a shower I called the emergency phone number for my apartment-Ceres Plaza-and when I told the answering service my problem she told me to change the battery. After I told her the battery was new and she heard the NOISE she said "that is pretty loud"(!) and asked if I wanted her to have somebody call me. She then hung up and about 5 minutes later while the alarm was stil doing its thing an Ernie called and asked if I needed help. I asked him to coime over and within 10 minutes he was here. He took the old detecter down put a new one up and was finished in less then 10 minutes. Yeah! I had been complaining about the detecter going off for awhile but it would always go off so the management said don't worry about it. Well, this time it didn't stop. And they had just put in a new battery so it wasn't a weak battery. At least when the answering service heard the NOISE they finally did something..... read more

I have lived in the same complex on Nord Ave, Chico CA, for three years now that RSC has managed and it has been HELL. These people have no respect for long term or even short term tenants. I would understand such lousy treatment if earned, but I have been an outstanding tenant in terms of paying rent on time every month, being clean, quiet, and communicative. Poor performance ranges from simple tasks to large ones. Whenever I need a new air filter, or when my shower and dryer broke, it took them a week or more to resolve it with little to no communication. When I asked for a copy of my lease, it took 3 weeks. Not to mention money is their ONLY care. They will do whatever it takes to suck the most money out of you. The resident manager couldn't even keep track on getting my roommate to sign her lease so I'm stuck with finding someone new or paying full rent if I don't under last minute changes. As a responsible college student, this ridiculous. I used to rave to friends about the complex for its price/location/amenities(in-apt laundry room hard to find so close to campus, full wall storage in bedrooms), but now the negatives out weigh these checklist items. Do not be fooled. NEVER LIVE AT ANY APARTMENTS/CONDOS/ETC. OWNED BY THIS MANAGEMENT. You will thoroughly regret ever doing so. I now understand why complexes like these don't support tenant based community activities/events. God forbid we come together and actually get some justice. I had one other friend in the complex but they moved out because the management was so frustrating. I also fully agree with everyone's reviews on this page too. Poor management, tracking of documents, satisfying customers/tenants. 1/5 rating doesn't cut it. More like - 5/5 ! read more
