Hired Edgar Kysar to log and prepare a wooded parcel to sell as a homesite. He was to remove logs,…read morestumps, and to contour land for homesite preparation. He intentionally purchased inappropriate and cheapest logging permit to enable him to start job immediately at least cost to him since he was being paid on a 60% revenue from logs basis. He hid the fact that the permit he purchased required replanting 100 trees per acre which would prevent a homesite from being built. This situation was discovered when a building permit was filed and derailed due to default of permit conditions of replanting trees which Kysar had hidden from us. This permit he obtained was $400 when the appropriate one which had no replanting stipulations and was for a homesite prep was $4,000. When the building permit was found in default we were fined for the $4,000 permit due to his unethical practice which he explained he would take no responsibility for when informed of the situation. He did know that the permit he got sometimes required heavier replanting. He was very aware of the situation when he purchased the wrong permit which was only $400. He told us he will take no responsibility for his actions and he washes his hands of the situation.
