My dogs were harnessed and attached to a running leash system designed for pulling while running. Moving quickly through a very small storefront while attached to a runner is not the same thing as being "out of control," especially when we intentionally made every effort to get in and out quickly to avoid disruption. Part of that urgency was also due to your reactive dog loose in the storefront (seems contradictory to your policy), which understandably increased the need to move through the space quickly and calmly. What I found most disappointing was the assumption that my dogs were not service animals without ever asking the legally appropriate questions. The claim that offering to hold my dogs was simply "helpful" also misses the point! That would not be considered appropriate judgment for service dogs. Businesses absolutely have the right to establish policies, but those policies should be clearly communicated and consistently applied rather than based on assumptions after multiple prior visits without issue! Hinting at something is not the same as policy. Furthermore, it is the business owners responsibility to make known such policy. My intention in sharing this is not to debate the situation further, but to provide feedback that may help prevent similar misunderstandings for other guests.

The stock on the shelf's is getting less and less and the service is becoming more and more difficult to tolerate. You can't get anyone to wait on you and nobody seems to have any knowledge of products or how things work. It would be such a shame to see this place fail after many years of successful operation.
