I hired Oz for a $10,000 driveway and sidewalk project in Duncanville. A $5,000 cash deposit was paid and acknowledged in writing as covering permits, labor, concrete and materials. He requested another $4,000 before the concrete pour, instructing me to write two $2,000 checks payable personally to Osvaldo Arreguin (not Cedar Hill Concrete, the company on the invoice).)
My experience involved repeated scheduling delays, unfinished work and serious concerns about the completed construction. The poured driveway lifted above the garage entrance, creating drainage concerns. It has a large crack across the center, running the width of the driveway. The back sidewalk lifted, so the gate will not close and the transition to the patio created a height difference. The front sidewalk was removed but remained unfinished when I sought an independent evaluation.
The permit issue is especially troubling. Despite his messages discussing permit approval and proceeding with the pour, Duncanville's official October 1, 2026 report identified Osvaldo as the contractor and showed the concrete permit as "NOT ISSUED," with $500 in fees due and $0 paid. A city inspector subsequently advised that driveway and approach work poured without the required permits must be removed and redone after proper permits are issued.
Consumers researching Osvaldo Arreguin "Oz" should also check these associated business names: Cedar Hill Concrete, Paper Route Concrete, Grand Prairie Concrete, True Build Concrete, Dalcrete Construction, and Little Elm Concrete (his photo is included in a review). BBB lists him as management for Grand Prairie Concrete and identifies True Build Concrete as an alternate name. The number and email he used with us matches Paper Route Concrete's published business number, and BuildZoom names him in Dalcrete's contractor record. Additionally, the Facebook page of DFW Black Contractors (Sept. 2, 2022) warns of an Osvaldo Arreguin, stating he does not complete jobs or pay workers. These connections do not establish that he owns every business.
Look closely at the Google reviews for these businesses. On several, it is Osvaldo Arreguin leaving a 5-star review. I recommend studying other reviews closely.
I have retained the signed payment acknowledgments, text messages and city records supporting my experience. Before hiring, verify the contractor's legal identity, issued permits, insurance and references independently. I will not recommend Osvaldo Arreguin "Oz" or any business with whom he is associated.
