They have missed the 21 day deadline per California Civil Code §1950.5. My husband has called several times and they keep saying they are waiting on an invoice. 2016-2019 My experience with Realty Management Services in Bakersfield was one of the most painful and unsafe chapters of my life. I entered my tenancy expecting professionalism and respect, but instead I experienced repeated violations of privacy, safety, and accountability. When I went into the office one day to pay rent, I overheard staff speaking directly with members of my middle son's paternal family, sharing personal details about me and my child without my consent. That alone destroyed my sense of security and trust. Shortly after that, my apartment was broken into -- even though I had recently installed an alarm system due to previous SA early pregnancy and attempted mugging by my middle son's dad & prior trespassers such as my middle son's paternal grandfather & threats. Only my middle son's tablet and his dad's laptop were taken, items that had been kept in a place only he would have known. Despite reporting what happened and asking for help, management failed to take any steps to ensure my safety or to investigate the situation. Over time, personal belongings outside my unit began disappearing, and I repeatedly reported suspicious activity involving neighboring apartments. Instead of taking my reports seriously, management dismissed my concerns. The fear and stress of feeling watched and unsafe eventually escalated when a former partner -- who had a history and later became subject to a permanent restraining order -- vandalized the property, tearing out the doorbell, tearing off the security door, and kicking down the front door. The courts later found him responsible for those damages & additional violence hate crimes against me throughout my entire third pregnancy and the restitution orders confirmed that. Yet, to this day, Realty Management Services continues to list the damages on my credit history, holding me accountable for something that was proven not to be my fault. Because of this, I've faced ongoing housing discrimination and instability -- I've carried this burden for years, even though the records clearly show I was the victim, not the cause. No tenant should ever be left in this kind of situation -- unheard, unprotected, and punished for surviving violence. They've always been great to us. We've lived in the Kern City Senior's area for six years, and the owner lives out of state. There was one particular time when the owner next door stepped into our backyard after finishing the installation of a fence. He was swearing, and belligerent, and I had no idea what was going on. Apparently, he'd been reaching out to the wrong H.O.A. and was frustrated by the lack of response. I calmly reassured him that I could have someone at the property in five minutes. Sure enough, Josie was there in that amount of time. Granted this wasn't your average occurrence, but the H.O.A. and police came because they'd become so threatening, all while I was quietly trying to calm them. Tim, the maintenance man has gone above and beyond each time. There was one issue with our old bank account linked to the payment app, but after a couple of months, we were able to go back to paying online again. This place is extremely unprofessional in the way they handle proceedings. To begin with, you show up to the office and they won't even let you enter the building. They ask for you to wait in your car while they take your documents and review applications and information inside the office. My biggest concern is that they don't let you see how they handle personal documents while they review them (hoping they did not make copies of anything.) They had my sister and I return to the office twice to correct information on the application. After correcting the information they wanted us to correct, they told us they were not going to accept the applications because the information which was "inaccurate," even though we fixed the exact information they wanted us to fix. I am moving to Bakersfield in the next month to start a new job at a hospital in Bakersfield. I have contacted this company several times in attempt to apply for a few rental properties that are managed by them. They are very rude on the phone and refuse to help anyone moving from out of town. They refuse to accept applications via mail or email and demand that I travel across the country to turn in the application in person before I can be considered for a rental property. However, they will only accept one application per property and refuse to take any applications for a property once there has been another application submitted. Therefore, they told me that the only way to apply for one of their properties would be to travel to Bakersfield (from Pennsylvania) and attempt to place an application in person for any available random properties that they have available that day, if they have any properties that currently have zero other applications. They do not allow any tours to view any of the properties because they claim to follow covid guidelines, yet they make people apply for their properties in person only. I have spoken with several people at this company and all have refused to help me or even consider evaluating their unsafe and inefficient policies. I received a letter a month later stating that I was receiving non of my deposit back, and that I may owe them! DO NOT RENT A HOME OR APARTMENT WITH THIS COMPANY. If you do, be prepared to fight tooth and nail to get your security deposit back. My husband and I rented a home from RMS. We were model tenants: never late on rent, took great care of the house, only asked for maintenance when truly necessary. After moving out and getting our final walk through, we fixed the items we were told to fix (clean the blinds, change some light bulbs). We waited the 21-days given to them by law to get our deposit back. We called on day 20 (a Monday) to make sure everything was going smoothly, and we were told that our estimate had been mailed. By that Friday, no estimate had been received. We called to inquire, and were told to give it a full week and a half. It never came. We waited a full TWO weeks past the 21-day mark, and received nothing. We began calling and emailing Sandie, the property manager. No response for four days. Our lawyers office called and sent emails. No response. Apparently she was on vacation...but that's really not our problem and we had the lawful right to get our money back two weeks before that. Finally, we went down to the office. Our estimate was sent to the wrong address. We were asked to sign a paper stating we received the estimate, but the lady at the front wouldn't let us hold or see the estimate until we signed FIRST. We refused to sign until we were able to read the estimate, so she refused to hand it over. We told her we would return when Sandie got back from lunch, she called Sandie right in front of us and told her to keep a slot for us to meet with her. 2:00 rolls around, and we arrive on time. Sandie made us wait 45 minutes because and owner "popped by." It was simply poor customer service to leave us waiting when we had an appointment...but I guess since they weren't taking our money anymore she didn't care. We finally sat down with her and she told us that we would be receiving a check for our deposit, minus the last few days rent we owed. I said, "we paid that," and we showed her the copy of the check with the "received" stamp from her employee. We also had verification that it had been deposited and withdrawn from our bank account. Sandie was not going to write us the check until she "found" it. I informed her that that was not our issue--we had proof that we paid and therefore we should receive our full check then and there. She said that she couldn't issue is a check with that amount until she could locate where the funds were deposited to. An argument ensued and eventually she said, "well do you just want to wait in the office til I find it?" We said yes. Another 20 minutes later, we had the check for the full refund. Here's the thing about RMS, they are poor communicators. They will take advantage of you IF you do not know your rights as renters. We were given the run-around continually, not to mention the incompetence of not mailing the estimate to the correct address in the first place. My roommate & i are first time renters & we thought we were getting a great apartment (4403 Isla Verde St) we checked the apartment out multiple time to make sure it's an apartment we would love to rent & that there was no problems nor bugs. I can say that the apartment was INFESTED IN ROACHES! We weren't even in the apartment for 24 hours and it was infested. When he goes to purchase things for repairs u get charged like 75 an hour for his time, extra cleaning, painting etc. She lied about everything we signed. RENTER BEWARE. I don't care how desperate you are, being homeless is a better choice than this joke of an operation they have going. I don't even know where to start. First of all it's a challenge getting anything fixed in their run down houses, and when maintenance tells them it needs to be fixed they refuse to fix it and just blame the owner of the house being rude or lazy about repairs. Maintenance guys literally warn you about how horrid the people there are, especially Rita, even our pest control person begged us to go through him instead of her because she is so intolerable. Getting a hold of or a call back from Rita is completely impossible because she very obviously dodges your calls and voicemails. Oh and don't bother doing the walkthrough paperwork or taking pictures because they will charge you for everything that was wrong before you moved in and everything they refused to fix. They did not even clean our house before we moved in it was disgusting, my sons feet turned black from walking barefoot on the carpet our first couple days living there, the shower floor was black, floors were disgusting and all the repairs done to the house were not even done correctly or with the right parts so of course as soon as we moved in everything fell apart. When the stove broke they told us to just turn the gas on and light a lighter because "that's how they did it in the old days." Our dish disposal was badly rewired and shocked my husband and they charged us for that even though we called maintenance out for it. We did a thorough pre move out inspection with Rita and she said word for word "this is the cleanest home I've ever seen from a tenant and it's cleaner than when you moved in" told us nothing needed to be done and we would lose MAYBE $100 dollars from our deposit for tiny stuff. But no, I just came home to a check for $50 because they took $1,630 from our deposit and rent they owed us for stuff that wasn't even there or was from us. These people are the definition of slumlords. If you try to talk to them the girls up front are rude and lie through their teeth any chance they get. Rita is unprofessional, a pathological liar and shouldn't even have a job. Whoever runs this business needs a serious reality check before they screw over the wrong person. If I could give negative stars I would and I'm sure so would hundreds of others considering most the good reviews are employees or family/friends of the employees.
