Property owner here, I would AVOID this business. Our property was rented for 7 years to a family. We requested no pets. Vickie convinced me to allow it. My mistake. The family had an old dog and a $500 pet deposit in case of damage. "Yearly visual inspections" were supposedly done by Vickie and PASSED. Renters contacted me directly for repairs: plumbing issues, replace a stove, sprinklers etc. I always responded to all repairs that day and contacted my list of repair people. I wanted to replace the old wooden garage door and roof but tenants preferred it to stay as is. After 7 years I wanted to sell property. Asked Vickie to give notice. Tenants wouldn't leave. They claimed they couldn't find anything in their price range. I had to start eviction notice process. Vickie finds the family another home to rent. Another property she manages. After going into my property and seeing the destruction, black mold, garbage, dishes, furniture including a piano( that fell apart as soon as it was moved), rugs torn to shreds, old motor oil spilled on1/3 of the garage floor, rafters full of tenants belongs, I couldn't believe how destroyed my former home was. Of course the rugs and and paint would be replaced before selling but all the junk and cleaning took weeks to haul away and finish. Knowing the tenants did this much damage to my property and Vickie placed them in another poor unknowing owners home. Tells me it is all about the money. read more

Poplar Homes is a terrible property management company. I only give them 1 star, because they do not allow 0 stars. If you ever hire them, they will not cooperate when you cancel their services. They have terrible customer service and should not be allowed to manage people's properties. I work for a property management company, HCM Property Management, and I have never talked negatively about another property management company. However, my repeated negative experiences with Poplar Homes compels me to leave a negative review. Our client, a homeowner of 16 properties, terminated his management agreement with Poplar Homes in late August. For the last 30+ days, both the owner and HCM Property Management have repeatedly asked Poplar Homes to provide the information for the 16 properties that Poplar Homes has sole possession of, including the leases, lease renewals, active work orders, tenant contact information (phone, email), tenant ledgers, etc.), and other relevant information. Again, Poplar Homes has the sole possession of all this information; they have never shared it with the owner. Exchanging such information is a normal transaction that competing property managers conduct, since the outgoing property manager solely maintains such information. Both the owner and HCM Property Management have emailed Poplar homes on numerous occasions requesting the information, to no avail. HCM talked on the phone to 5 separate representatives from Poplar Homes, including an Escalation Specialist, and none of them have any knowledge regarding how to transfer the information. During the phone conversations, HCM Property Management had repeatedly requested to be transferred to the representative's manager, but they refused and hung up the phone. My experience with Poplar Home's customer service is the worst customer service I have ever encountered in any industry. It is now the 10th of October and none of our client's tenants know that HCM Property Management is their new property manager because Poplar Homes has intentionally failed to provide the contact information of the tenants. (HCM has posted Notices on the doors of each of the properties and mailed each of the properties the information about HCM taking over the management of the properties, to no avail. The Notices are not addressed to any specific individual, as they probably appear to be suspicious and/or SPAM.) Be forewarned, Poplar Homes is a terrible company. DO NOT HIRE THEM. read more

Poplar Homes won't send me my rental documents, they don't have they keys, and they just emailed me that they don't have the security deposit for my rental property because the owner has it. I AM THE OWNER! They aren't even paying attention to who they are talking to. Their customer support clearly doesn't care at all about their jobs. I have been trying to reach someone on the phone to explain why my payment still hasn't been applied to my account, and it is the 19th of the month. This company is horrible. We applied for a home and we were declined for credit issues. They told me if one of us has a credit score over 600, we could be approved, two people from their cust service told me that. My son has credit score over 650. So we applied again and we were still declined because they show on Equifax that his score was 597. That's 3 points under the 600 they required even though my son's Equifax showed 674. They couldn't work with us?? Then I was told even if he's approved then they look at the income, which ours combined was more than enough for 3x rent. They said they only look at the income of the one who was approved and his income alone is not 3x the rent. Well duh! I didn't appreciate this game theyre playing where they tell you this but someone else tells you that. No one explained their terms to us to begin with. I should have listened to all of the bad reviews they have. No one had anything nice to say about them. Please don't think they'll do better with you because that's what I thought. Screw Poplar! I purchased a building that they managed. They deposited a rent check from a tenant that they received before the deal was recorded. Like the day before. They were fully aware of the sale, they new they were not entitle to that rent. When they brought me the keys did they cut me a check? No! Did they promptly mail me a check once they saw there was no check to deliver with the keys? No! Am I still waiting for this $1300 check ? Yes! Am I having to get legal action going to get this f'ing $1300? Yes! Totally ridiculous that I have to chase these charlatans down for $1300. Applied for a rental property just before they switched over to Popular Homes and our applications weren't processed and we were told that a refund would be provided for all 3 applications and they never were. ($135) California law states unprocessed applications are required a refund. Civil Code 1950.6(e) I've called and emailed several times to be told they are sorry for the delay and will fix the issue but it's been a few months. Spoke with Jennifer and Brandy, which were no help. Beware of companies that will just take your money and have no ethical standards. I don't want to get in to a lengthy review and have people pass it over as a "crazy, angry tenant" story. But, do youself a favor and stay away from RPR. Aside from having our front door lock broken for 29 days, things were okay until move-out. Have the house professionally cleaned? Great! They will still re-clean and charge you $300. Carpets cleaned (pet free home)? Oh well, $120 for their guy to do it. Our deposit was refunded late, we threatened with Small Claims Court. At this point, I have pics and receipts but is it worth traveling back to CA for court? Probably not. I am not sure if they are intentionally dishonest or genuinely that out of touch with their properties, but the level of professionalism is revolting. I cut them a lot of slack, knowing that they are the "middle man" and that can be a tough spot to be. But, seriously, it is ridiculous. Please read all of the reviews. They are all true! Horrible!!!!! Charged $950 from our deposit for touch up paint! Was not necessary at all and will not provide copy of quotes. Also, refused to fix heater on pool. The second we moved out, she called someone to fix it and told them to call me to schedule it!! (Just as a stick it to ya move). Reading all these 1 star reviews makes me want to cry after everything we just went though with them. I would give them zero stars if possible and tell all military to STAY AWAY!!! I hesitated writing a review because I didn't want to seem like a jaded prior tenant, but I sincerely hope that by writing a review I can help someone else out and save them some time, money and headache. First of all, MILITARY BEWARE. Vickie will swear up and down about how much she loves military, but it's all lip service; paid so she can rip you off. I just filed a Better Business Bureau complaint; it wasn't until I filed that she actually started answering my questions. Long story [somewhat] short- we were charged $900 for touch-up paint. I just read another review that had the same story. I am CONVINCED that this is a scam. We left the house in impeccable condition; cleaner than when we moved in. But, because we are military and moved all the way across the country, there is nothing we can do except file with the BBB- unless we want to come out of pocket to fly back and take them to small claims court. If you do end up renting with them, ensure that you familiarize yourself with California Civil Code Section 1950.5, which deals with security deposits. There are valid reasons to keep security deposits; touch-up paint is NOT one of them. Not only that, but they have a 21 day window to return the security deposit upon move out before they forfeit any right to keep any of the deposit (for any reason). The security deposit was post marked almost a week after this 21 day period expired, but yet Vickie Hightower would not acknowledge this AT ALL and STILL kept part of our deposit for touch-up paint. So, to recap, 1) using a tenant's deposit for touch-up paint is not legal, but seems like something they do frequently. And 2) they blatantly disregard CA Civil Code and tenant's rights and 3) they seemingly prey on the military since when we move, it's usually far away. Stay far, far away from them. I wish there were more repercussions that were possible for them, but after them withholding this money, flying back is just not an option. Ignore the lip service and pay attention to the negative reviews. I sure wish I had. :( read more

Don't walk, RUN away from these thieves. They will use any excuse to raise your rent, trump up absurd charges, and task you to do things they claim are in your lease but are not (i.e. trimming trees). They will lease a house with stained walls, holes in the walls, cigarette burns in the carpets, expect you to weed a completely compromised yard and ignore all your complaints regarding these issues. Word has it they like to RIP off military and seniors the most (I'm both soon wonder). Don't have to go through the hassle of filing charges with the DA, filing reports with half a dozen agencies, and having to file in small claims court (at least treble damages are available). I actually had a very pleasant experience with this group. Rented for almost 5 years and Vickie took very good care of us. She was attentive and efficient. She made our stay in Temecula very nice. When my job transferred out of state she helped my wife and I every step of the way with a smooth exit plan. We promptly got our security deposit and made our move with no mess. I'm late doing my review but I wanted to take the time to do it! About 5 months ago we concluded our time with Rancho Plaza Realty. We lived in our rental home for 3 years. From the application process to the returned deposit Vickie was awesome to work with! She was ALWAYS honest even when the answer was not what we wanted to hear. We had a stubborn home owner that didn't always want to fix the things that were needed. Vickie always went to bat for us about any safety issues and made sure the home owner quickly resolved the issue. Vickie is so thoughtful and always made sure we were pleased with our time there. Even when I was recovering from surgery she took the time to send a thoughtful card! She is a very busy person and can't always answer immediately but my calls, texts or emails NEVER went unanswered. Not once. When it came time to end our lease Vickie made sure we knew the move out inspection expectations and provided the requested referrals for carpet cleaning and at my request home cleaning. We received the majority of our deposit and the remaining was clearly explained why it was retained. All for an agreeable reason. Do not do business with these people, I'm seriously warning anybody considering it. Can't really say if it's the actual business or the employee. If you have to deal with Vickie Hightower, just turn and run away. Weeks to get anything fixed, multiple phone calls that would always be blamed on someone else. Didn't have electricity in our kitchen for over a month because she wouldn't send an electrician. The real estate agent selling the house finally hired someone to fix the problem. We were blamed for damage to wood flooring they had installed, told us we would have to replace all of it, after hiring experts to prove them wrong, finally received our deposit back. Have an attorney setting us up to take them to court to recover other costs. Multiple plumbing issues she wouldn't even respond to, had to pay for ourselves. We've handled it all without anger, but a lot of frustration. We were warned not to do business with her but we did, huge mistake. If you decide you need to rent from them, document and photograph everything!!!!! We did, and it is the only way we have a case against her. When you do a walk through when you move in, no matter how small the problem, write it in the initial inspection!! Tried to tell us the window blinds were new, and charge for them, even though she signed off in the move in report the blinds were not working. She either lies or is really stupid, you decide. I'd give them 0 stars!! Stay away from Rancho Plaza Realty and their VP, Vicki Hightower! My husband and I have had nothing but problems since the day we moved into the house we rented from them. They even have our house listed on their website as a 2 BEDROOM, 4 BATHROOM. That just shows first off what kind of compant you're dealing with. The first thing we had trouble with was our plumbing. The first 3 months our water bill was about $50. After that,it shot up to $250! We called the water company, and they had told us we had to have a leak because we went from 20 units of water/month to 60, and there's no way 2 people use that much water. SO we tell Vicky bout it and her first response was, "Well you guys are just using too much water." Um no. A plumber came out and in fact, confirmed we had 3 leaks. These leaks were also causing a brown patch in our front yard because no water was getting to it, and it was causing our back yard sprinkler system to never, ever work. They didn't even pay for the difference of the water bill that was DUE to the leak!! Another instance was Labor Day. My husband is a Marine, and was in Afghanistan for the month of August and returned on the Friday night before Labor Day. We ran to the office to pay our rent on Sept. 6th (since the bank was closed on Monday due to the holiday) We got there at 9:26am (office opens at 9) and we were charged a $200 late fee. The icing on the cake was today. Vicky had arranged some potential tenants to come see our house at 2:00pm on Saturday because we're moving out. I saw the couple parked outside and decided to chat and let the know on what they were in for. They were outside for about 30 minutes and at 2:20, I saw them drive away. I called Vicky to tell her what happened and to ask why wasn't I called if she wasn't planning on showing up. She tells me the receptionist was SUPPOSED to call both me and the potential tenants to cancel and reshedule because her car had broken down at noon. My husband and I had plans we had to rearrange because of her wanting to show the house so for us to not even get a call is so irritating! Vicky never does what she says she's going too. I was having an issue with my garbage disposal so I called her to see if a plumber could come out. She told me, "Oh I'm actually in the area on my way to another appointment, but if you want, I can come by after and see if I can help you out." Did she show up? No. Did she even call to say she wasn't able to make it over? No. There's no organization with the company. I'd stay far far away from houses they are renting out!! And now today, 11-8-11. Vicky was supposed to show the house and again, the renters were out front and I chatted with them. Saw them drive away after waiting for about 20 minutes. Vicky knocks on my door and says she talked to the renters. I then said, "in the future, if you are going to be running late, please give me a call." Her response was, and I quote, "Oh well I called them." (the renters). I actually had to repeat myself. Isn't it just common courtesy to call if you're running behind?? read more

One thing I have figured out by this place is..when you pay them, they accept it and don't do anything for you....then, when you move out, they wanna f**k you and try to take all your money...They did our final inspection walk through and said everything was fine (except our carpet, weenie dog found a cord under the carpet and ripped it up)..the carpet was 10 yrs old, the owner had told us, after I called HIM and told him..I didn't even bother calling vicki as it was like the blind leading the blind. Over our experiences, just calling the home owner directly was our best option. Oh, vicki will NEVER return your call, she is never in her office, and pretty much forgets about you. She just wants your money, she doesn't care about you or your family. She will accuse you and treat you like crap while you try to get your security deposit back. I am giving two stars since the owners were amazing to work with but the woman who goes by Vickie was definitely not. She vetted me like I was about to join the CIA and was extremely rude, not accommodating in any manor nor professional.I basically got a condo with bug issues and constant flooding. Thankfully talking to the owners and being friendly with them helped since they gave me all my deposit back but good riddance. Towards the end I had black mold and infestation of earwigs due to the flooding, so it's the least they could've done. read more

Two years ago I bought an investment property of which Ranch Plaza was the listing agent. It had a tenant in it and, at the time, that seemed like a bonus to me. Over the course of two years I didn't feel tenant was observing the terms of his lease. He decided to move and I was relieved. During the exit walk through, if anything seemed amiss, he would indicate that's how it was when he rented it. My memory of how it was when I purchased it didn't agree. I went to Vickie and Jennifer. They pulled the file and provided me with full documentation of the property condition when tenant originally leased. Landlords and renters BEWARE of this incompetent management company! Rancho Plaza realty managed my property in Menifee. At first, the management team seemed to be caring for my property but then I began noticing that the yard was looking bad and a neighbor called to tell me he thought there was something wrong at my house as the tenants were drilling holes in the side of the house. I called RPR to see if they had done an inspection on the house lately and found that no inspections had been done in the two years the tenants were there! I had been told that inspections were to be done every 6 months. I asked RPR to do an inspection immediately and they sent their accountant as they were short handed! She said the house looked fine, " just a little dirty", but upon my inspection with a police officer and an RPR agent, there were visible signs indicating a "grow house operation". The agent that was there saw the signs of damage and indicated that I shouldn't say anything about the mold in evidence as it would be costly to rent the house out again! SHE WAS WILLING TO RENT A HOUSE WITH MOLD TO AN UNSUSPECTING RENTER! I spoke to Vicki Hightower, the VP, asking to be let out of my contract and she refused, telling me that I would have to pay $1,000 to be let out of the remaining contract. After the insurance company estimated $25,000 dollars in repairs and I had a lawyer write a note to RPR, they grudgingly let me out of the contract. At no time was I allowed to speak to the broker, Jerry Stamper. Needless to say I would recommend staying far away from Rancho Plaza Realty and their group of incompetent, unprofessional, and caustic agents! read more

I would recommend staying away from this rental company at all costs unless you are in a dying emergency! This is supposed to be a company for military families to turn to.. when really, they treat their military families shitter then they would civilian families. Upon our journey across country to move to california, we thought we had found the perfect agent Vickie Hightower. But really, she turned out to be a big joke. When we first arrived at our home, she ublocked our doors and took us inside but never bothered to show us around or let us know what all came with our home ect. The home owner showed up later that day and told us more information about the house that my husband and i both thought she should have informed us of. She kept her distance the whole time we lived there for about a year. Was always three days late returning phone calls and emails, and even text messages, but was AlWAYS ready to respond if it had anything to do with collection of money. When we were prepared to move out, we let her know well before 30 days. We recieved our 30 day notice via email from here the DAY BEFORE we moved out with the notes stating what needed to be completed. Unfortuantly because she sent it to us on such short notice we had no time to complete everything that was on the list especially considering the fact our entire house had been packed and our things had already been loaded and moved across the united states. We ended up recieving hardly any security deposit back after we had paid a pretty penny to move in. Vickie had said we didnt maintain our yard which was stated in thr countract, but the homeowner had said he would do all the trimming and such. We had one of the greenist lawns in southern california i do believe. Also she stated they learned we had another family living in our home who had owned a cat? We were watching a cat for a friend who went home on a post deployment leave to visit his family. We had only made friends with one other couple while staying in southern california and they had there own place because they were expecting a baby!! Customer service and professionalism is clearly lacking at this company. Horrible experience with the way my military family was treated. I feel bad for the homeowners that use Rancho Plaza Realty to manage their property. Will never do business with this company or any of their real estate agents again. read more
