The worst property management company in Los Angeles is Rampart property management. The gas was hooked up to nothing not the stove (just spewing into the apartment)when I moved in and there was a horrible gas leak which caused me to get migraines and I had a negotiation with the city about it afterwards. In fact, there were two different gas leaks in the building with the first three months that I lived there. They have been overcharging me $100 for a garage that does not exist and the landlord refuses to fix this or reimburse me despite Calling every month for 10 months. The whole place might be infested with mold based on the smell. And there was a sewage leak into the lawn, which they didn't fix for two weeks. I could not discourage you from renting with them more. Used this management company for 3 and a half years. They manage property in Long Beach and LA area. If you are a local and involved landlord then their service might work for you. If you are an out of town landlord or try to be hands off landlord this might not be for you. Highly recommend having surveillance camera around your property. read more

Terrible management company. They are highly unprofessional and will never fix anything, even when it posed a serious safety concern. A few examples: * My window shattered the first time I opened it, and even though my room was facing the street and we'd had countless attempted break-ins at our house, they did not take the issue seriously and wouldn't fix it for over a week. * The power goes out multiple times every hour because they haven't updated anything in years. The panel box has been sparking lately - my roommate got electrocuted trying to flip the breakers last week, and they still won't do anything about it. * When we moved in, the place was absolutely disgusting - they claimed there had been a cleaning company, but the amount of trash, dirt, dust, and roaches present when we moved in was astonishing. * They also painted before we moved in, but because they didn't clean at all, they ended up painting over garbage and the past tenant's hair, which you can still see on all the walls and window sills - it's seriously disgusting how much hair is painted into my room. * 3 of the 4 blinds in my room were held together by scotch tape when I moved in, and the continually fall on me - despite multiple requests I've put in for them to fix this, they haven't in the 5+ months I've lived here. Again, we've had multiple attempted break-ins at our house, and having no blinds in your bedroom with multiple windows facing the street as a young woman is a serious safety concern in my neighborhood. * There is one washer and dryer in for 20 people across 4 units, and it's broken 90% of the time. Every single person in all the units has put in multiple requests for it to be fixed, and the one time I've used it when it wasn't broken it ruined my white clothing with dark spots, something that has happened to others who have used it. * One time the water was turned off in our house for multiple days and they wouldn't send someone to fix it, and when they did finally fix it they berated us, something that has been a theme with this company (especially with the female tenants). When the power kept going out and we had 6 people in our unit (which the company advertises can house up to 12 people) they chastised us for having more than one thing plugged in at a time in each room because the house it too old - this was before all of the tenants even moved in. Even when we had all the lights off and only essential items plugged in the power wouldn't stay on. Our fridge wouldn't work half the time the first couple months when we moved in, and the amount of money I've spent on groceries that went bad because the power was out for days at a time is ridiculous. And those are just a few examples. This company is absolutely horrible, and I strongly urge you to save yourself the nightmare of dealing with them and just rent elsewhere. read more

I've had a great experience working with RPM! KJ & Jesus have been amazing! I rent a newly remodeled unit in Long Beach and have had zero complaints. The property itself is 12 units, very well kept, and all my neighbors are super friendly too. Rent payments are easy and can be made online with autopay or by saving a cc or debit card on the portal and personally doing it by the 1st of the month. Maintenance requests are also done through the portal --super simple to use and you will receive a text or email stating that they have received the request and will be reaching out to schedule an appointment in order to come fix it. The maintenance man will always be there within 24hrs unless it's an emergency (they would obviously come ASAP). I've never had any issues with my property manager(s) or my unit and would honestly rent from them again since my experience has been a positive one. read more

My experience was excellent. I lived in one of their properties in East Hollywood for 1 1/2 years and then moved back to Bay area and came back and they rented a larger two bedroom to me. Thought I had seen the worst when I rented through tripalink... they look like saints in comparison to rampart. Small inconveniences: the courtyard is infested with rats (and rat poop), there is black mold inside of the A/C vents that you can detect by smell alone, the screens on the windows have tiny holes that allow mosquitos to get in during the summer, and many of their common rooms don't have windows. Some other things to look out for: 1) Don't expect to mail packages to your apartment and receive them. There is no security whatsoever that prevents packages from being stolen. 2) Don't expect to park your bike inside of the gated complex and be intact in the morning (take a look at the number of bikes missing wheels for context) 3) Don't expect that your parking space that you pay 100$/month for will be available-- rampart refuses to take any action toward cars that are illegally parked there, hence why those parking spots are constantly inhabited by non residents. 4) Don't expect to get your full security deposit back-- got 250$ taken off for removing a couple of command strips, and they waited until the full 21 days had passed to respond to our deposit refund request. 5) Don't expect the washer/dryer machines to reliably work. (half of the time, the dryer does not do the job, and the other half your clothes will burn your skin to the touch) 6) Don't expect the dishwasher to work properly (and leave time to run it twice to be safe) . read more

So I had a schedule viewing for a property at 2616 1/4 S. Cochran Ave. for 3/2/19 at 11am. I was actually traveling from about 45 minutes away for this appointment. The weather was very horrible. It was raining cats and dogs. As I sat in excitement to see this property I waited and waited for someone to come. No one showed up! I waited for about 35 minutes. I called the office to see if possibly someone was arriving late, which could totally be the problem because of weather. Yet I sat and waited a little while longer. There was a gentleman who appeared to be walking towards the property. I asked him. Excuse me sir... I have an appointment for a viewing would you happen to be the person I am meeting with? He said No and kept walking. I then called the office yet again. I left a message on Wally's voicemail? On Saturday 3/2/19. Today is Monday and I didn't receive a call back for no one showing up. I then decided to reach out to Rampart Property management. I spoke with a young lady who was not going to transfer me to the leasing agent in charge. She said she would take a message. When I proceeded to tell her why I was calling. Her response was I do not see a 11a appointment for Saturday. Instead of her saying she will look into this and getting me an answer. I told her I have proof of this appointment and she was not interested in hearing about my proof. So because I had so much time on my hands and I was able to read all about how Rampart Property management company handles their potential and current tenants makes me further aware that it was great that no one showed up for this appointment. If there was a way to give negative stars, definitely would. Worst property "management" I've ever dealt with. Apartment wasn't ready when I moved in. Had tools in my living room, no appliances in the kitchen, screen on windows ripped and the shower water was boiling hot until they finally had maintenance come out days later to turn on the cold water. Took me months to get a key to the gate where I paid to park my car. They like to play like their doing you a favor by doing their job. Have caught them in many lies. I am a resident at one of the properties owned by this management company and I would never recommend doing business with this company ever!!! They stage their units to charge market rent and once you sign the lease you really experience what a dump their properties are. We are about four days away from moving out and I must say it's one of the best decisions we've ever made. Our property is a duplex with five units along with a shared driveway. Jesus he's a good guy but terrible with communication. When he showed us the unit we were told we could have our own parking for extra $50 which was not true because it's a shared driveway and the only unit that gets their own parking is apartment five and it's in the back area along with the dumpsters. Our driveway is constantly being blocked by surrounding neighbors. The people across the street act more like property managers than the actual management. You pretty much have to succumb to their will if not you are in threat of having your car damaged due to all the gang activity around the area. It looks safe but once you get into it with anyone around here you're pretty much liable to getting shot or some kinda of harassment. All of the units here do not have insulation so whenever the cold weather comes around your walls begin to sweat which causes a lot of molding. We put in a request for maintenance to take care of the mold twice the only thing that they did was paint over it terrible!!! Afterwords we never got word from maintenance about what they would do to permanently fix the issue. Electricity is also terrible here due to the breaker boxes in the back being completely outdated and old. Your power will go out in your whole unit if you try to utilize more than one outlet at a time. To put a cherry on top of everything you got a couple literally feet away from my window that argue every single day very aggressively and loud. I'm sure you might be asking yourselves all these complaints why did we move in here? I'll tell you we were desperate to move out from where we were at. We didn't catch most of the things that we later on found out living here. For the price of the rent it's completely not worth having to endure such terrible living conditions. I definitely DO NOT recommend anyone to rent any properties from Rampart. Regardless of the location save yourself the time and money. I guarantee you will find somewhere much better. I was USC student and lived at Trojan Palms till 8/4/11. It was OK but the agent is really bad. First, they took half an year to get my roommate and I our room keys and mail box key. Second, they do a lot of surcharge when they return your deposit. Before we left, my roommate and I did cleaning. We cleaned whole apartment. Everything in the apartment was fine. And I did a walk through with a guy named David Wallace when I left the apt. This guy said to me that they will charge me $60 for cleaning fee. However, after I received my deposit, they surcharged me a painting fee $251 and cleaning fee $90. They also charged me late leaving fee $29.35, which is totally dishonest because according to our lease, we started our lease from 8/6/10 to 8/6/11. I left on 8/4/11. Where the hell late leaving fee come from? Rampart Properties think they can take advantage of foreign students. Be careful! read more

I was interested in renting one of the properties advertised by Rampart. I was told everything looked great on the application but they just needed final approval from someone named Frank. I waited a few days but never heard anything back. I called the office and they said they still had to wait on Frank for him to make a decision. I asked to talk to Frank, but they said they hadn't seen him in the office that day. I waited a couple more days and called back and got the same story. I asked if Frank was a real person and if he actually worked there, and they assured me he was a real person, he was just never in the office when I called. I finally got an email from Frank saying he would let me know by the end of that day. He never got back. I called again to see if they selected another applicant, but they said they had not made up their mind yet, and I would just have to wait for Frank. I called back every day the rest of the week, and somehow Frank was never there. He did not respond to any calls or any more emails. I thought maybe Frank was some disorganized employee who was going to be fired for negligence, but I looked him up, and it turns out he is the president of Rampart Properties. Shortly after, I found a different apartment, and was able to get approval and a contract to sign in less than 48 hours. I'm grateful I got to see how disorganized and unprofessional the leadership at Rampart Properties are before I signed a lease with them. read more

I am just now graduating and getting ready to move out of state, but I saw some of the negative posts about Trojan Palms and realized I should probably give a shout out. When I lived at Trojan Palms (TP) I never heard or saw any of the problems that were listed prior (bugs especially). Must have been a different time. I thought they were incredibly fast in responding to issues. When we first moved in, we had troubles with our dishwasher and they had it fixed within 24 hours. I thought the rooms themselves were in great conditions and the price for them makes sense (you don't get a living room), but they are cozy. The location is great, really quick to get to campus down McClintock, and let's not forget Subway... Overall, I had a pretty great experience. Especially the community that we had within TP at that time. Made some good friendships with the other tenants and I am really glad I was there for the year Fall 2011 - Spring 2012. read more

Have lived in an apartment building in Long Beach, CA for 14 years. When Rampart Property took over the management of the building, they raised the rent over 50%. As tenants moved out, they remodeled the apartments. Cosmetically they look good. I opted to move to a remodeled unit. However, was not able to transfer my original deposit to the unit so ended up paying another deposit. i was informed that I would receive a check for my original deposit along with a breakdown of items deducted. In accordance with California law I should have received the check and summary within 21 days, or as of June 22nd. in spite of several emails, texts, etc requesting my refund and promises that the check has been mailed or on its way, as of July 27th, I have not received my refund check. read more

I have been living here for many years now. I cant say how many times water damaged my belongings. They raise the rent every year without making any improvements to the units. I just gave my 30 day notice. Every since I decided to move, I have been harassed, spoke in a discriminating and demeaning manner, had my apartment entered without my permission. I called twice to make a complaint on behalf of Don Jorge who has been very unprofessional, he has been going around spreading rumors about me and invading my privacy. I spoke to Frank today, he made everything worse did not acknowledge my complaints and accused me of renting out my apartment this month. I've told them numerous times I am still living there. At the end of this I've came to find out they don't even have my lease on file. In Franks words " he does not know how I've been making payments, does not know about a lease signed by me" also said "Anyone can make copy of keys and pass them around" I am very disappointed in the way my complaint was handled. HORRIBLE CUSTOMER SERVICE. I recently cam across a great studio apartment I was very interested in. Called Rampart Properties immediately (Friday Morning) - and the person in charge of the listing told me the property is still available and the first available appt. to see the place was Monday morning. I'm standing outside the apartment Monday morning - 10 minutes go by .. still no one. I call the offices and she says they will get back to me. Another 20 minutes go by (it is now 9am and I am late to work) and I call again. The person at the front desk claimed that WALLY (the person in charge of my listing) had left me a message this weekend (he did not) and that the apt was already rented. I'm sorry but HOW did the apartment get leased between Friday and Monday if your FIRST available appt was Monday morning? TERRIBLE customer service and just and all around awful way to treat potential clients. I understand that getting an apt in this city is cut throat - but COME ON. Lived at Trojan Palms last year, it was ok. Place was small for what we paid, and when the lease was up we had to bug them and call them and wait and then bug and call again to get our deposits back. And when we did they had overcharged us so we had to talk to them again to get more money back. They fixed things fine when I was there though. read more

Had to write a review three years later because it WAS such a bad experience. I'm a pretty positive yelper too, but my old complex was taken over by this management team and because it was built in the 40's it was rent controlled. However, it was pretty clear that rampart was trying to get around that for the people who hired them and while the place started to collect litter, and things were never repaired, they began to want to charge for things that already weren't there, like fifty dollars to park near the building. That's not in a parking space, but NEAR the building. I had lived here for five years and the previous managers were so good that no one had issues. Enter Rampart and I started to get to know my neighbors because everyone was so upset about their antics which were clearly about trying to get good people irritated enough to move so that they could skirt rent control and hike prices. They definitely wanted some 20 plus year tenants out so that they could rent at higher prices and they were very unscrupulous in how they went about it. They would leave a memo that a flower shouldn't be outside or people would be fined. The head of Rampart was the absolute worst and cares nothing about tenants. They aren't BBB recognized. After a few months, they succeeded and after five years there I up and moved to a much better place; management makes or breaks a place for certain. read more

My girlfriend and I arrived to view it, and proceeded to sit on the street for 45 minutes waiting for him to show. He never did, and never responded to my followup communication. I am living in Trojan Palms, an apartment complex near USC with all students. It is my second year here and I'd have to say, compared to everywhere else I have rented, and I think that is somewhere between 4-8 other places since moving out of the dorms/summers, Rampart has been the best. You have to take into account that prices are somewhat high for what you get but they are high everywhere in the area and that is unavoidable. They are far from astronomical. $900/room about 14 x 14, w big closet, free water, internet, trash. DWP bill is never more than $20/person w each unit having it's own AC unit that we run constantly. The amenities are much better than most places around USC, from counter-tops, dish-washer, refrigerator, etc. In addition, they keep the place very nicely groomed on the property with very consistent land-scaping, no trash left around, etc. The area is gated so safety is not at all a problem. Parking (which does cost an extra $100/month) is in the back, so you don't have to worry about anyone messing with your car. Also, spots are assigned to a person, so no one is ever in your spot. The managment has been nothing but helpful whenever I have had any problems. I wouldn't be able to even come close to saying that about anywhere else I've lived. EXAMPLES- Our dishwasher started leaking soap suds one time, and 2 days later, they 2 guys out to our place and they just put in a brand new one, no quesitons and no hassle. The closet rack was flimsey when I first moved in and I had a ton of clothes hanging on it and it collapsed. I called up and a guy came the next day and spent 2 hours rebuilding they most sturdy closet railing ive ever seen. Our sink in the bathroom didn't really drain very well so we called up and a guy came 2 days later and fixed it right away. SUMMARY- Managment is super nice. My roomate and I pay our rent by the 10th or 15th every month (late) and the contract says there is a fee. I've never been charged a cent. There have been pretty solid parties, not outta control, but enough where management might get annoyed, and I never once got a complaint from them. Honestly, for USC area, management, price, quality, location, it's pretty hard to beat. For $900/month in my location with my own room I couldnt be happier. read more

This property management company did a great job of accommodating my schedule to show me the property, of doing the paperwork efficiently and of getting the apartment ready. They also promptly took care of any minor repairs I requested and did everything they could to help me when the power company mistakenly shut off my power a couple of days after I moved in (power company's mix-up). The maintenance people are friendly and work quickly. Rampart did everything professionally, effectively and by the book with no game-playing, and I have completely confidence in them as a result. read more

I've lived at Trojan Palms for 3 years. I've never had a better experience with a management group. In our time here, They've been incredibly responsive. We had bed bugs the first year and when we told them, they made an appointment for us for some guys to come and give bed bug treatment and pest control treatment for the entire apartment. Since we were on the bottom floor, the sink backed up a lot and we would see it first. It happened three times, and when we called, they sent someone within 24 hours to take care of it. When there was an issue with leaks in the bathroom and sink, they sent someone within 24 hours to take care of it. Most of the time, it was taken care of by the end of the day. I've enjoyed living here. They are responsive and I always had bad experiences before this. The rent is high and the place is smaller than most of the other places in the same area, but the apartment complex is clean, the rooms were clean, and there were no odors from previous tenants, and the great management was the reason we stayed here for 3 years. read more

These people are CROOKS! Never in my life have I encountered such unprofessional business tactics. My daughter lived in Trojan Palms for two years. The first year was just ok and they decided to stay due to its location only. The actual apartments are adequate but the management is god awful. We started having a problem with a large group of "frat boys" who moved in and trashed the place. The management did NOTHING to clean the place up or make the "boys" responsible. It started to look like a flop house. When you call the office, they are super nice but seriously do nothing to solve a problem. Safety was my biggest concern so the frat house appearance didn't concern me that much. The front gate is not locked, it is BROKEN. For the last year, you just pushed it open. When we moved out in July, it was still broken. Given the recent shootings and robberies against USC students, this is just rediculous. The final straw which led me to this post was WAITING for our security deposit. By law, they have 21 days to return your deposit. When we have called the office, some sheepish young girl answers the phone and pretends to no nothing. It is almost comical if it weren't illegal. These laws were made to protect people from scoundrels like them!! I have called over and over and no one knows a thing. Today was my last attempt at any civil resolution and they told me I could...wait for it.......come in and pick up a check!!!!! Really? Can I give 0 stars? The most unprofessional, non responsive and flat out ridiculous experience I've had looking for rental properties. I was scheduled for a showing and FRANK ACEVEDO called me at the time of the showing to say he wouldn't be able to make it that day. I rescheduled with him for the following day, even sent a confirmation text two hours before our appt to make sure we were still on, didn't hear back, so called him a couple times and left a voicemail, and still no response. I proceeded to have my friend call from her phone, and he answered right away. I said "hi frank I've been trying to get in touch with you for our showing that's in 5 minutes, but you have been ignoring me, what is going on?". He said he once again would not be able to show me the unit at the last minute. WHY COULD HE NOT LET ME KNOW THIS BEFOREHAND?!?! So inconsiderate. And why so shady FRANK, to not answer my calls, but pick up an unknown number?! Safe to say, will not be dealing with Rampart ever ever again. read more

DO NOT RENT FROM THIS COLLEGE SLUM LORD!!!! I am 66 years old, a real estate developer and have never dealt with a more incompetent and dishonest property management company. My son and his 3 roommates are all USC honors graduate students. When their lease commenced, the apartment was filthy and in disrepair, and we have documented text messages confirming the apartment was not available to move in the first week (with no credit given for the rent). They did not furnish garage access until later in the month, after three requests for the garage door remote controls, at which time "Gio" (the assigned rep for the property) told them they could have free parking for the remainder of the month. I am guessing that someone within their office did an audit, noted there was no parking charged for the first month and randomly billed the August parking the following January (FIVE MONTHS LATER!), going back on their word. Additionally, two cars belonging to the boys were broken into and burglarized for several hundred dollars in personal belongings (all documented via the Los Angeles Police Department), because the landlord did not secure the building as advertised. Further, the elevator broke down four times in the last month, and they are still waiting to get hot water in one of their showers. The management did not furnish a move-in inventory, and in reading other Yelp reviews, I would not be surprised if they gouge their tenants when they vacate (note the parent who requested to see the cleaning bill and is still waiting). When you call the office (and the staff changes periodically), they tell you the manager will get back to you, but they don't tell you which decade. I'm still waiting! The rent and parking is almost $4,000 a month, but they run the facility like your typical college slum apartment. Parents and students, you can do better and deserve better. I have lived at Trojan Palms for 3 years. Trojan Palm is an urban oasis. It really is what you make out of it. Management is helpful if you call and organize a schedule with them. The fraternity is no longer there so it has become a bit more dull and quiet. When the fraternity was there I had the best time of my life because not only did they invite all the tenants to join in the festivities they cleaned up after themselves. read more
