We are in the South Bay and just completed a 12 week full kitchen remodel with Dmitry and Elena at Pulsar Construction. I say "with" because they both were absolutely with us every step of the way. The schedule and commitment they made with us was as equally important to them as it was to us. We had some hiccups. No project that I've ever been involved with goes without a hitch. And our house was built in 1963, and the kitchen was last updated in 1992. So there were a lot of challenges to be met and issues to be dealt with as the kitchen went down to the studs. But Elena is a master project and business manager. And Dmitry is actual an artisan, with a team of very skilled people at the ready to do the work and handle the problems. Even when we had issues with the vendors for the appliances, Elena stepped in and worked the white spaces, smoothing over the issues and getting everyone back on track. Dmity himself literally built custom solutions real time at the work site. We had several challenges because of the way the house was initially built, and he overcame them one by one with creative solutions that were not simply kluges but are now permanent fixes that passed ALL Final Inspections. Which brings me to another point: Dmitry did all the plans for submittal to the city, and Elena submitted all the plans and permit requests, interfaced with the city for all inspections, and gave us copies of all the final inspections and permit information for our files. We paid for those services, and I will tell you it was well worth it. It bears noting that we lived in the house the entire time the work was being done, except for the 12 days when we were on vacation out of the country. Pulsar kept working the whole time we were gone, safeguarding our home, and keeping us in the loop even though we were eight hours ahead. Pulsar was not our least expensive bid. But we made the decision early on that we would not cut corners on this job. We are very grateful to have found Dmity and Elena. They were easy to work with, had respect for our property and our schedule and our budget as much as possible, and never made us feel sorry about choosing to with them. "Buyer beware before you consider Pulsar Construction in Torrance, CA"! On July 15th, 2025, I submitted a request for kitchen/bathrooms renovation on Pulsar's website (including my zip code - see attached photo) on my Fusion at Southbay home. The same same day, received a response from Elena (office manager) stating "we are booked until September 21st and not accepting new project but we will put you on our waiting list". "Our team will contact you in case of any cancellations". After patiently waiting, 2-1/2 months, on September 29th, I received an update from Elena stating "Good morning Jeff!!! We are looking for a new project starting in November. Please leave us a note with the property address and your email. We will reach out to you after 10/10". So I did just that only to receive an immediate reply "Unfortunately, we are unable to help you because your zip code 90250 is outside our service area". This was very disturbing as we've been waiting 2-1/2 months and if this was known, we would have contacted another construction company. I responded to Elena "that is interesting, my home is 6.5 miles from Pulsar and clearly within your service area, per your website map". Elena replied "we can't consider your project since it is territorially located in Los Angeles". I explained to Elena, this is absolutely false as my Fusion at Southbay home with Hawthorne zip code 90250 is an "incorporated" city in LA county, the same as Manhattan, Redondo and Hermosa - in which my home literally borders MB/RB directly across Aviation Blvd. I then texted her all of the supporting screen shots (including map area of my home to Pulsar), Pulsar's website stating "We specialize in serving the SOUTH BAY of Los Angeles for 9 years". Elena, my home is in the "South Bay of Los Angeles. I requested to speak with the Owner only to be completely ignored by her going forward. In summary, my renovations would have been completed by now. I lost 3 months and have to start the entire process over again looking for another construction company. Therefore, I took significant time and care in selecting a construction team. They are hands-on, reviewing every task of the project. When they found a slight misalignment with the backsplash tile that was being installed, they had all of the tile removed and reinstalled so that it was perfectly aligned. They are perfectionists and treated my home like it was their own. Any challenge was met with impressive solutions. Dmitry was extremely knowledgeable and creative in finding solutions to challenges that arose. Asked for a quote to remodel my bar sink area. Their response was quick. But disappointed that they "don't do that type of work." Deflated, I thought some of their reviews mention smaller jobs. Yes, my bar sink nook is a small job, but it could lead to two bathrooms that need remodeling in the near future. So the takeaway is that Pulsar only does BIG jobs. My parents' house had a plumbing leak from the upstairs bathroom that led to water damage in the downstairs bathroom. We had a plumber come out to take care of the leak and our home insurance company sent out ServPro but we needed to find our own contractor to restore the walls and the ceilings. Good ol' Yelp to the rescue. Pulsar Construction was one of two contractors I found with excellent reviews. I messaged both through Yelp. Elena from Pulsar Construction responded within 30 minutes and asked me for more details. She sent me an estimate that same day and told us they would be able to start working in 2 days and complete the job in 2 to 3 days. Her and her husband came by the following day to see the bathrooms and they started working on the bathrooms at 8:30am the day she promised. Elena, her husband, and their workers were extremely courteous and thorough. I appreciated her correspondence with me throughout the process through either text or phone calls and was always quick to respond. The job was completed in 2 days and it looks perfect. This husband and wife construction power house couple did an exceptional job making us both feel part of the process. Another contractor we had explored kept referring to my husband for everything, and with Pulsar, they got it that we are a team, because they are too. We love their hard work, grit and diligence. Pulsar delivers really high quality work. They are good at conceiving creative workaround solutions when needed. They know the Palos Verdes and Rancho PV construction codes and permitting processes well, which really helps a project along. This is a great company with an emphasis on customer service. I had a plumbing issue that damaged a large section of an indoor wall and a small section of my ceiling. I called Pulsar after a no-show of another contractor who came highly recommended from a friend. Oddly, I'm glad the other contractor flaked because I will use Pulsar for other work I have in the future and will do so with peace of mind that the job will get done the right way. Pulsar worked professionally and with substantial skill and knowledge. First they provided me with several options for repair depending on my budget and other considerations. They explained in detail other issues that were immediately visible with my plumbing and drywall and gave me options for those issues - if I wanted to address them. No hard sell, very thorough, very straightforward. They established realistic timelines and met them each step of the way. The finished product is simply a perfectly flat wall and ceiling section and peace of mind that the plumbing issue and wall damage have been eliminated for the long term. While doing the work they also pointed out a few odds and ends around my house that needed spot repairs that I already wanted to have fixed! (a stair floorboard, etc.) and gave me quick estimates for those projects and got them done. They are a very good team and they care about quality. I've included a before and after picture but they really don't tell the complete story of the attention to detail, the various options they gave me, and the high quality and professionalism of Pulsar's work. Not pictured is a complicated project they did in another room of my house to move a large panel in a wall that had been installed incorrectly, or the work they did on my stairs. I live out of the area so I needed a Contractor that would shop Materials for me and schedule construction to accommodate my Tenants. We used Pulsar for a complete remodel of our kitchen, dining room and laundry room space. Our project involved the removal of a wall and we took everything else down to the studs. The finished product is shown on here on Yelp. We are the blue kitchen that was posted November of 2020 by Pulsar. So here's the deal.... 1. THEY ARE CONTIENTOUS, DETAILED AND HONEST. They showed up when they said they would, were transparent about issues that came up. My husband calls our house a Franken-House... It's a patch work of a lot of different projects done over time with some of the work of higher quality than others. With Pulsar, I am absolutely confident that the part of the house they worked on was done correctly and we will have lasting peace of mind that there will be no more issues (at least in that part of the house). They are committed to getting it right and that might mean taking a bit of time. Our project involved 3 rooms that spanned an area that was part of our original house and part had been added on in the 80's. We have major issues getting the floor perfectly level. It may have taken extra days to make sure it was perfect, but I know we will not have issues with our flooring. If you're in a rush to get your house ready for sale, they may not be your guys. If you want to KNOW it was done right, call them... 2. ELENA IS THE SECRET SAUCE (sorry DImitry)! While there is no doubt that Dimitry is detailed and takes pride in his work, the realty is there are undoubtably other contractors for whom that is also true. The thing that PULSAR has that NO ONE can match is definately Elena. She personally came to my house nearly every single day of our 7 week project. She responded to text messages often in a matter of minutes and was able to translate "contractor speak" to me in a way that allowed me to feel fully informed and in control of the work being done in my home. It was refreshing to be able to communicate with a woman regarding the project. When doing home projects in the past, I frequently felt misunderstood, pressured or rushed to make decisions by the male workers/project managers. Definately not the case with Elena. I'm sure I was not the easiest customer to deal with (I'm super picky about everything), but I never felt dismissed. When I would point things out, she had often already identified the issue and was working to resolve it. We did have a laundry room plumbing mishap at 8pm at night just as the project was the wrapping up. Elena and Dimitry were at my house within the hour. They are passionate about their work and it shows. 3. I HAD A TON OF DIRECT CONTROL OVER THE MATERIALS BEING USED. For some, they may consider this a hassle, but it was definately in the PRO column for me. Pulsar doesn't "sell" any materials. With most of the other contractors we had bid, they would roll the cost of materials into their bid. My fear with that model was the lack of transparency and the incentive it creates for the contractor to use the cheapest possible materials. With Pulsar, they are only bidding on the labor. Elena provided a lot of guidance and input, but ultimately, I'm the one that decided, what flooring, fixtures, etc. went into my house and if I could find it cheaper somewhere else, then I was able to benefit from that cost savings instead of the contractor just making more profit. They coordinate the purchase and delivery of the products, but we did the research and selected them. We plan on living in this house for the rest of our lives, materials used mattered greatly to me. 4. YOU GET WHAT YOU PAY FOR. We made a deliberate decision to not choose our contractor based primarily upon price. Pulsar was NOT the cheapest bid we recieved. Whenever we've allowed price to lead our decision, it rarely went well. Pulsar was fair and makes a sincere effort to have their bid be as accurate as possible. For example, every contractor we had quote us, could not determine 100% if the wall that was coming down was load bearing or not (remember our house is like Frankenstein's monster). Every other contractor based their estimate on the wall being NON-load bearing with the understanding that it "may cost more" if it turned out to be load bearing. With Pulsar, their bid estimated of replacing a load bearing wall with a beam with the understanding that the cost would be LESS if it turned out the beam wasn't necessary. It turns out it was non-load bearing, but it was reassuring to know that Pulsar was accounted for the things that could go wrong instead of us being blindsided when the walls were open. Of course there were things that came up unexpectedly, but I think that list was far shorter with Pulsar than they would have been with another contractor. Their estimates are VERY detailed with line items for every step of the project. So you know exactly how everything is impacting your total cost. We will definately use for other projects. read more

Very expensive. Quoted me $900 to do a job to replace two tiles on a kitchen floor. I had to provide the tiles, and they said the $900 was for labor, demolition, and grout. For two small tiles!!!! Everyone I spoke with said this was outrageous. Ended up using someone else for less than $300. read more

I had a water leak in the ceiling of my dining room, which is never a good, fun or cheap thing to fix! ;-) After repairing the leak, I needed to let the area dry out before putting in new drywall. So while waiting I searched for a company that could fix the hole and match the ceiling texture. I called Pulsar (after reading the great reviews) and got a hold of Elena! She was super nice and helpful. I text her dates and times I had open and he set it up immediately. Upon arriving, I find out this company is owned by husband/wife team - Elena & Tom (and they have other employees). Since I like to support community businesses this made all the better. The Results? Great!!! These two are hard-workers and do things correctly!! I know the business and they used the best materials ( green board) and they were meticulous in every detail. They covered and protected my floors, cabinets and cleaned up all the dust/dirt and worked for about 10 hours straight!! Bottom line? I had a leak in my bathroom which the plumber fixed, but I needed some drywall work. I called Pulsar and spoke with Elena who was very nice on the phone. I sent a picture and was sent back an estimate which seemed a bit high at first, but I said ok because I had two holes in my ceiling. Elena and I exchanged texts and decided on 12/6 and was told it would take 1-2 days. At the appointed time, Dimitry showed up, unloaded his tools and went to work. He was there from 9-6 with one trip to Home Depot. Bottom line......my bathroom looks better today than the day I moved in. Needed to replace water damaged drywall in garage. Found Pulsar in Yelp. Easy to deal with. Friendly. Reasonably priced. Kept to schedule. But the key for me was their pride in their work. I needed many repairs to a 2 bdrm apt unit that a former tenant trashed. I got 3 estimates and went with Pulsar Construction. My next door neighbor had Pulsar put in all their laminated flooring in their two bedroom two story condo unit about 4 years ago. I saw their work and was very impressed. They removed all the trashed kitchen, service porch vinyl and old trashed carpeting. They prepared the floor and installed vinyl laminate in kitchen, service room, and bath. They put wood laminate in two bedrooms, hall, living room. They also repaired a pocket door runner. I am quite impressed and very satisfied. Elena and Dmitry are pure perfection! They attached a skylight cover for me recently. It was a difficult job because there was little room between the cover and the ceiling joints to attach the base of the cover, but Dmitry expertly solved the problem and the cover is securely in place. They also protected my kitchen counters by covering them with plastic before starting the job. Their rates are very reasonable.
