A CLASS ACTION LAWSUIT LIKE THE ONE BELOW IS EXACTLY WHAT NEEDS TO BE EXECUTED! Dunne Wright Services settles class-action lawsuit with tenants over fees, evictions A large residential property management company has settled a class-action lawsuit with 1,442 Baltimore tenants who accused the firm of charging improper fees and then threatening them with eviction to force payment, the parties announced Friday. Dunne Wright Services, based in Baltimore, denied the allegations in the lawsuit but agreed to allocate nearly $663,000 to reduce the debts of past and current tenants, to credit their rents and reimburse some costs. The company also agreed to pay $61,500 in tenants' legal fees. The company, which owns or manages 900 units throughout the region, also agreed to rewrite its standard lease, change its rent collection and property management practices and adjust disputed fees. Dunne Wright also agreed to define "rent" "to include only the fixed sum due from the tenant each month (not including repair charges or utilities, which will be classified as non-rent charges)," the company said in a joint statement issued Friday with Public Justice Center, the nonprofit that represented the former and current tenants. The agreement on the definition comes as judges across Maryland grapple with the proper application of a ruling by the Court of Appeals. The court ruled in February that a property manager should not have claimed unpaid utility bills amounted to overdue rent for the purpose of filing eviction proceedings against a tenant. In the settlement agreement, Dunne Wright agreed to abide by the same standard. Philip Garboden, a researcher at The Poverty and Inequality Research Lab at the Johns Hopkins University who has interviewed hundreds of landlords, called the settlement "a big win" for tenants. "They've established that you can evict only on rent, not on fees," he said. Garboden said other landlords will take notice of the settlement and possibly adjust their practices "to avoid being the target of a class-action lawsuit." Tenants accused Dunne Wright of filing hundreds of failure-to-pay-rent actions in District Court every year not just for rent but also for late payment of water bills, repair fees and maintenance charges. The tenants alleged it was the company's responsibility to cover these charges. Dunne Wright charged tenants $50 for failure-to-pay-rent actions in District Court that actually cost $27; $70 for filing warrants of restitution that actually cost $50; and a $10 "eviction posting fee" that state law says cannot exceed $5. In the settlement, the company agreed that it would stop billing tenants more than "the amount charged by the district court." Tenants alleged that Dunne Wright would apply their rent checks to cover overdue utilities and other unpaid bills stemming from those excessive fees. That left the rent not fully paid, resulting in another court action and the assessment of a new set of those eviction-related fees. "As a result of this misallocation, Dunne Wright unilaterally deems subsequent payment for rent insufficient, churning the cycle of litigation, late fee, and illegal fee accrual again," tenants said in the lawsuit. The company then used the threat of eviction to collect, the tenants said. Under the settlement, Dunne Wright agreed to allocate tenants' payments to outstanding rent charges before additional "non-rent charges," to bill tenants only for the actual costs of filing court actions, and to pay for repairs that are the company's responsibility. read more

Warning, Rent Progress is an UNETHICAL AND IMMORAL waste of time, money. WE MUST BRING AWARENESS AND TRUTH BECAUSE THIS CORPORATION IS A CANCER ON HUMANITY. TELL YOUR REPRESENTATIVES THEY NEED TO BE REGULATED. FROM THE HOUSING BUBBLE TO THE RENTAL BUBBLE. WAKE UP AMERICA, WHY DOES OUR GOVERNMENT ALLOW THEM TO OPERATE? OH I FORGOT, THEY'RE JUST CORRUPT. Why would they receive any stars? The deserve no stars by the way they treat their fellow human beings. These people would rather kick out their clients who have renewed their lease and charge them such imaginary numbers to create turnover. Having been forced to move out of their house because I pleaded with them each renewal not to price us out of our home. Couldn't stomach another BS renewal rate. So, they wanted to charge us on our 4th renewal at $1830, gave our 60 day notice. We watched their magical marketing team try and go up to $1880 or $1890, both far reaches but hey, there's no consumer protection in this country. We've only been in our new home for not even two weeks, and they're trying to rent it out at $1795, $35 dollars less than what they were offering their old client, my family and I. Today, I saw them go down to $1790. ALL FOR WHAT???? So they took our deposit, we tried to clean as best we could but no help from their representatives who stated that they would send someone to our house a week before we moved. NOBODY CAME. JUST LIP SERVICE from their representatives who only follow orders because good forbid they have any common sense. THESE PEOPLE JUST MAKE UP NUMBERS. Go to Zillow and check it out, its ongoing right now 2/7/2020. Type in 3516 Hunting Creek Loop, New Port Richey. Look at how they price drop on your own property.......So I have a history of Cancer and lost my left arm all the way to the shoulder back in 2014. This company knows because of all the e-mails I sent/received from them. I am disabled and there still threw us out after multiple egregious increases in our renewals. These people have no ethics/morals/common sense. They are greedy and rotten to the core. They do not care about you. Caveat Emptor, their website testimonials say they invest in you. I call BS. In fact, i'm still waiting for one of their online guest reps to get back to me because they say they're sorry but they gotta get that money, no matter the costs, you hear that Rich M? NO INTEGRITY, NO DECENCY, NOTHING BUT EMPTY DREAMS. Ive read some other testimonials but is it enough. This company is everywhere and expanding. This company and its SUB ordinates are a monopoly and along with their rivals own all the properties. Where can you get a decent shake air a house. They swallow up all the inventory and force you into unwanted/ and unneeded moves, siphon your savings and then lie to you. THEDY ARE DESTROYING NEIGHBORHOODS AND COMMUNITIES EN MASSE. Homeowners don't want to see turnover every year and they blame the renters. Renters are paying twice or three times as much as the homeowners and are losing our kids savings. What to do AMERICA. Is this the American Dream? If so, its pretty shi..y! America, Wake up. Their business model is a sham. The only thing they want is your money at all costs. **Update from my previous review** **Long Read, but worth your time if considering renting/buying from this company. Since posting my first review about Progress Residential's unethical, unprofessional, and quite frankly, childish business practices, I was contacted by a member of a closed Facebook Group. This Facebook group has close to 100 members, all of whom have had horrible experiences with Progress Residential. The fact that the Facebook group even exists should be a HUGE red flag, but if it's not enough for you, please join the group and read through some of the terrible, awful things this company has done to its tenants. Here is a link to the Facebook Group: m.facebook.com/groups/41... Just so others don't make the same mistake I did, let me list off a few of the lease provisions they try to slip past you during the signing process: 1. They will charge you 10 dollars a month if you do not maintain renter's insurance. (most renters insurance policies, when bundled with auto insurance, are less than 10 dollars a month) 2. They charge a 20%(!!!) "Administrative Fee" on all repairs, regardless of how small or insignificant. These "Fees" are also "subject to change should costs increase" meaning that Progress can basically charge whatever they want to when you request any repairs. They also charge you for each and every service call. 3. They charge $55/hr for any repair service they do. That's equal to about $110,000/year. They better be the best, timeliest, and knowledgeable employees if they're worth that much, but of course, they're not (refer to the Facebook group and my previous post for citations). I'd almost guarantee you they don't pay their maintenance staff that money, either. 4. They try to control all repairs themselves and use their own preferred vendors so they can control the costs and inflate your bill in any way they can justify. If you live in a state that allows it, use your own providers and demand they credit you in rent. In most states, they are legally required to do so IF the damage is presenting an immediate risk to occupants (think AC repair during the summer). Threaten legal action if necessary, and read the lease off to them over the phone. They love when you do that. It's paragraph 3.1 if you live in Texas. 5. They have a hold harmless agreement relinquishing each party's right to a jury trial. Also, If you do threaten legal action, make sure you're aware that you will have to pay for you attorney fees and Progress's. However, when you win your suit against them, you can sue for damages and get your money back that way. If you chose to buy it, most personal umbrella insurance policies will cover your legal fees. I could go on, but I think that's enough to deter anyone from renting or buying from Progress. Its a horrible company, with awful, unprofessional employees who have no business being in a service-related industry. Do yourself a favor and steer clear at all costs, and tell everyone you know to do the same. They're a joke of a company and should not be allowed to stay in business. read more

I have been renting through progress residential since March of 2016. Since then i have had a bad experience with the payment set up, customer service, and lack of assistance. Back in the summer 2016 i received an extremely high utility bill. Along with rent, my total for the month was about $2200. No one notified me and let me know why I had such a high utility bill. So I make a payment and didn't think anything of it. I check my account about a week later and noticed that I had heavier account than I should have had. I called my bank and they explained to me that they blocked the payment to Progress because of fraud suspicion. After clearing up that it wasn't fraud and just a bill payment, I attempted to make a payment online again and noticed that i couldn't anymore. I called the local Memphis office to see what was wrong with my account and they informed me that i had to make other payment arrangements due to the fact my payment was late. They also charged me a late fee. Bringing my total to a little over $2300. So i get a money order, take it to the office, and asked to speak with someone to find out why I'm being charged so much. The lady comes out and tells me she's glad i came to the office today because they were going to file for eviction the next week. I'm like no one cared to reach out to me to let me know that my payment had not gone through and you all were going to evict me? So i then ask her why was my utility bill so high for the month and she told me that my utilities were that high because i was being billed for 2 months of utilities. After that, she tells me I could pay one month of utilities and make payments on the remaining balance in the future. I asked her why didn't anyone tell me this upfront before i paid the $2350. I didn't get an answer. I was upset but i took it on the chin. Every since then i have been mailing in money orders to the main office because my account has been locked due to that situation. I sent my May payment off as I do every month and it made it to the main office in Scottsdale AZ on Friday May 5 2016 at 10 a.m. No one retrieved it from the p.o box until Monday morning. I then get hit with another late fee. I inquired about it and they asked for proof that it did make it to the main office on time. I provided proof with the tracking number attached through email and have yet to hear back from anyone. I have called, emailed, and still no reply. They're basically strong arming me into paying a false late fee. After dealing with these situations i doubt that my family and will be signing a third lease agreement with Progress Residential. read more

I have rented from them in Nashville for 6 weeks and the experience has been horrible. The heat is a disaster. Our common rooms have no heat (even if we turn the thermostat up to 80). The bedrooms are stifling hot and bathrooms even hotter. Last week, an HVAC company came out and spend a lot of time here. They informed me that the entire system was installed incorrectly. We are going to have the same problem with the air conditioner. Because of turning our thermostat up to 80 to 85 just to not freeze when we are in our common rooms, the electric bill was nearly $300, and we work a lot and turn the heat off when we are not here. Progress Residential paid another HVAC guy to come out Friday, to BS us and tell us that "nothing is wrong with the HVAC". He spent less than 15 minutes here. I have sent 5-6 emails to customer care and they have never once responded. I have made several calls to their local office, they tell me someone from maintenance is supposed to call me back within 24 hours (actually 2 hours because the heat is an emergency) and I have called the past two days, called and texted the maintenance manager and have not heard back. The filter is also 10 feet up on the wall (which no HVAC company has ever heard of) and I was told I am responsible for changing it. This was supposed to be a brand-new house upon move in. They hired the cheapest, most incompetent laborers to do the work. Water was Luke warm upon move in, ice machine didn't make ice and dishwasher wasn't hooked up. Floors are all terrible scratched up. No light in the garage and they couldn't get the door opening to work. I asked for a copy of their inspection report and have never got a response. In the brand-new bathroom, they couldn't even find drawers that completely matched! The paint job they did is a disgusting botch job. Progress Residential is absolute garage. They have already violated my lease by refusing to fix my HVAC and not responding. I guess I have no choice but to hire an attorney, but I really do not money for that and I am beyond furious with this disastrous rental company. read more

WOW! I have so many things to say, but first let me preface with this. DO NOT RENT A HOME FROM THIS COMPANY! They absolutely don't give a crap about anything. We have had several small issues that we had to wait forever to be fixed and then they would do a half ass job. The one that broke the camels back, well that would be us suspecting mold in our home because of continual water leaking (which they never fixed). My husband and I get a machine that tests for mold in the home and its then sent off to a lab and a lab does the testing and then gets back to you in about a week, well when we got that email we were in utter shock! HIGH levels of dangerous mold! We have 2 children with Cystic Fibrosis and this can be detrimental to their lungs and their health, so we got the hell out of there. We have been out of our home since February 15th and it is now April 26th. Do you think they have done anything to make things right or fix the issue? Absolutely not! First we put in a complaint and we don't hear back from anyone for a week. Then a woman finally talks to me and basically tells me that my test is wrong and that everyone has mold particles in their home that the levels are probably normal and our test was crap, when it was a very good test that again went off to a lab. Well, she says she would have someone out to test the air that next day. Guess what? NEVER HAPPENED! A couple of people have come out to look at the house, but zero work has been done, no air test has been done, and no one gives a shit that we aren't able to live in our home and we are expected to still pay rent. We are absolutely fed up! We want out of our lease with no penalty because this home is unsafe to live in and they don't care. They just want their money. These are the worst people I have ever done business with and I pray that nobody has to go through a similar situation as ours. Stay away from this company and their homes. I guess we will continue and wait until these idiots have the time to get back with us and let us out of our lease. I'll definitely be updating! read more

I will say the neighborhood is absolutely amazing. The person that handled my application & the process was amazing & the house (overall)is beautiful! - The 1st year and a half it to weeks to get a call back from maintenance or I called & would sit on hold for an hour & then gave up. - I have been here 2 years and have put in orders for a new refrigerator(from day 1), still no refrigerator. I finally gave up, but they want the rent on time. The maintenance person even said it was so old they couldn't find the part. - I haven't used the dish washer because it is rusted and filthy. It was like that when I moved in. - It took 6 months to get a refurbished microwave. Not a new one. - The kitchen ceiling leaked & my in home test said there was mold, the maintenance person said it wasn't, treated & sealed & repainted the area. - The AC is dated, but after 3 tries they fixed it & it was no longer flooding the garage. - If there was an issue with possibly being late with rent, I'd call & call, no response then the calls would come in from them, a notice on my door. - The toilets, sinks & countertops & dated and most likely the original(s) from when the property was built. - I had a situation & was tossed from one department to another(last month), was on the phone for 2 hours with no resolution. No one knew how to help & kept passing the buck to someone else. I'm thankful they rented to me, but I feel they should be responsive to their renters. We pay a lot of money & deserve the response & respect as a tenant. It's the tenants that keep this company running. I pray they can get the proper resources to help their tenants needs. I'll be moving, all is normal except I have never been asked to power wash the exterior of the house, garage, the sidewalks & driveway. ??? I will spend over $1500 to clean the place for them in order to TRY to get my deposit back. ??? The last 6 months they have been more responsive & I'm grateful. I have AMAZING neighbors & will miss them when I move next month! read more

STAY FAR FAR AWAY ! The reviews on this company are real, I was lucky enough to realize what I was getting myself into before it was to late . They wanted me to send my bank account statements complete and I couldn't Black out my act number! I asked if I could leave the last four visible and one guy said yes and then another no and they went back and forth for three days with this issue. My statements show all three of my accounts so any employee of progress could take a pic of the numbers and sell them for 100$ and I would be totally screwed .It happens all the time with employees doing the wrong thing and ultimately the customers pay for it in the end.. sorry I don't trust people to do the right thing in this day in age. They said oh we are all paperless so there won't be a copy but somebody obviously has to read and review my statements and can snap a pic . Personal information is just that! All they needed to see was my deposits from mine and my husbands paychecks. It's none of their business what I spend my income on as well. We made more than enough for this house and would have passed the application with flying colors. After that it was alllll down hill from there . Back and forth back and forth with this company it was just so stressful and just a waste of time and energy . The customer service was horrendous AJ KARIEM was extremely rude and not helpful at all. I could tell on the phone she just didn't give a shit about me or anything to do with my application. It's not worth the stress so don't even bother I'm surprised they aren't out of business yet or even have been sued . If I would have been smart and did some research on the company and looked at reviews before hand I wouldn't have even glanced their way . Not 1 positive review on yelp . That's scary .. read more

I am doing a second review just to make sure that you guys get the message and do not rent from them, I would hate for anyone else to go through the experience I did with them. I would give them negative rating if I could. Please please please do not rent with them. Complete lack of truth and credibility. They are running a scam by double renting properties, constantly lying when it Doesn't work out, not responding to your calls or emails when they screw up and don't have satisfactory answers for you, they keep you on hold for delay in your homes, they don't transfer you to other available homes as they have increased the prices higher than the rent you were approved for. they did not tell me until 12 days before my scheduled move from 500 miles away that they do not have a hone for me. I can either cancel the application or pay $300 per month more than the original rent I was approved for. I had to cancel my movers, start search for another rental on such a shirt window and ended up not finding one on time and then when I finally found a place, my movers did not have availability. jobs, lives and child care affected. hell of inconvenience. they did not even want to meet me in the middle for rent even though they screwed up multiple times, it was their fault. I cant emphasize it enough guys! Please protect yourself from this company. I am not the person who dies reviews and I am doing two on this company, it was really THAT BAD!!! read more

This company is the most disorganized, money hungry, dodging company I have ever done business with. I rented from them for 6 months. From the second day I was there, the problems in the house were never fixed right. The countertops were busted, Drawers broken, cigarette and cigar stench in the garage, and holes all over the front and back yard. I called andemailed at least once a week about fixing the problems. Then the HOA violation notices starting coming in. Turns out I was told from the HOA that I was smack dab in the middle of a maintenance war between the HOA and Progress. It would have cost me nearly 150 a month to pay someone to tend to the weeds and grass problems. PR told me I was responsible for it, even after I showed them pictures from google earth from past years when the problem existed. The management does not return emails and calls, the maintenance guy only does what he is told, and the local reps take messages and "file them" into a server somewhere. I had enough and filed to leave. Now they want to charge me 2 months rent penalty, on top of holding me there for 60 days before I could leave, then now charging me for repairs to the house that I filed maintenance requests for while I was there. Underhanded, low, disrespctful, and money hungry. It's all about the bottom line - not the people. STAY AWAY - FAR AWAY. THESE PEOPLE DO NOT CARE ABOUT YOU, ONLY YOUR MONEY. read more

This is in Memphis, TN I have had an extremely disappointing experience with this property management company. From the very beginning of my lease, I have faced persistent and severe pest control issues, specifically with rodents. These rodent infestations have caused significant anxiety and stress, severely impacting my quality of life. The company's lack of responsiveness and concern for these serious conditions indicates a blatant disregard for their residents' well-being. As I am now vacating my lease, I have started receiving frequent communications urging me to reconsider, despite the ongoing rodent issues at the property. It is unreasonable to expect me to extend my lease and increase my payments under these circumstances. When I inquired about ending my lease two weeks early, I was informed that the early termination fee would be two months' rent plus the pro-rated rent for the month. Additionally, I received a move-out checklist, despite never having received a move-in checklist. The checklist demands that the home be professionally cleaned, with receipts left on the kitchen counter, and even requires mulching the flower beds upon move-out. This is particularly frustrating given that the rodent issue remains unresolved after 11 months. If you're considering utilizing this company; reconsider! read more

STAY AWAY!!!!! They take way too long to respond to tech issues & shouldn't be in the business of property management. When they do respond, they are very cheap and do not want to service issues efficiently which causes a headache for the tenant. AC has been serviced twice and all 3 of the "techs" who have come out said the compressor is beyond old. I saw the unit when it was opened and the pictures that have been sent in with the report. No reasonable person would continue "servicing" this unit as it is totally rotted out, full of rust, etc. The washer was replaced but it was with a used machine that makes A LOT of noise when in operation. I cannot use it at night because it is so loud. So I have to do laundry when everyone is awake, which is not convenient. My AC has been out since Friday and they are content with me having 2 window units which are downstairs (not convenient since bedrooms are upstairs). I pay $2300 in rent and have been sleeping on the floor so my children can sleep on the couches. I can't set my alarm because the windows are open. I'm making this a public post so it's documented that this is a major safety concern if something happens to my children and I. read more

Let me start out by saying I am not even a tenant of Progress Residential, I am a neighbor. During their refurbishment of the house next door the painters over sprayed and covered my house, gutters, downspouts, and trashcans with bright white paint. I spent over $29k in 2021 painting my brick, adding new siding, soffits, facia, and gutters which are now coated in a fine mist of bright white paint. My gutters are dark bronze! Going through the Customer Care center is a joke...even with a case number. Their tactic is to put you on hold long enough that it rolls back to the beginning of the phone tree. Any alleged direct number that you are lucky enough to get from one of their Customer Care reps automatically rolls to voicemail. The CCR's must be their first line of defense for their shady operation.  No wonder you cant find a direct line to anyone on their website or searching the internet! I have been at this for 7 days without one callback. I cant imagine if I was a tenant with a true emergency.... Hopefully any perspective renters have done their research prior to signing  their rental agreement with Progress Residential! read more

Pros: Nice property Online & single payment which includes utilities Cons: Progress Residential is a horrible property management company for the following reasons: Customer service and the level of professionalism is terrible; phone hold times range from 10-60 minutes each time call. Placed a service call prior to moving in and it took 3 weeks for them to send someone out after to speaking with multiple reps. and getting conflicting information. Don't even think about being late with your rent....literally 4 days late and received an EVICTION letter stating we had to pay an additional $200 for filing fees (not stated in the lease), plus $125 late fee charges which we paid within 3 days of receiving the letter......Meanwhile our property is now listed on their website as available to rent and they are accepting applications. What a rip off! I am counting down to the end of our lease. PLEASE STOP & READ THESE REVIEW! DO NOT RENT FROM PROGRESS RESIDENTIAL UNLESS YOU LIKE TO BE LIED TO, RIPPED OFF, AND EXPECT HORRIBLE CUSTOMER SERVICE! read more

Before applying I called to make sure my situation with a collection would not affect approval, I was told that there were no problems as long as I had evidence of the payments being made to the collection. I made the decision to send notice to my current landlord that I would terminate my lease with them as I had been informed that it would be approved without problems. I paid $100 for the application and in 1 hour and a half I received a message from them denying my application precisely because of the collection, I notified them that I had been informed that there was no problem, I also told them that I had the evidence of the payment, the woman who attended me told me that she could not help me and that my application had been denied and closed.I tried to talk to a supervisor and they didn't want to attend me. They lied to me just so they could receive payment for the application. Now my family and I are almost on the street since they did not know how to inform us correctly. read more

Worst company ever. My experience with this company has got me kicking my own ass for not reading reviews first. I've rented from them threeyears , the lack of empathy, professionalism, crappy maintenance and HOA harassment with no help at all from this company is pathetic. Three years only for them to treat my family and I like trash . There is a Facebook page of pissed off renters and is growing by the day . Progress residents look it up and chat with these people before even contacting this horrible company, it will amaze you how they treat people they collect money from smh shameful just shameful When you are raising rent over 100 dollars a year then don't stick up for your customers lol . I'm pretty sure your going to do nothing to help at all look at your reviews on any site they don't get that low from you trying to help , it's just a response to make potential renters think you actually care as I read on victims of progress residential's Facebook page . read more
