The shipper (in these cases, big box retailer) did. Not surprisingly, what the shippers ask and pay for is different than what the home user expects. The retailer says deliver it anytime within 7 business days for example, but the home user wanted it at 3PM on Wednesday because that's when they took off work. Time and date specific home delivery is an available service, but comes at a higher cost to the shipper so most of them don't want it. My experience: I've worked for both large shippers and freight companies, and have a Masters in Logistics.
