It is two sections of many local artists selling their wares. At night it is well lit and has a festive feel to it. Browse by, look at the art and talk to the artists most of which are there selling New Orleans/Louisiana centric work. Paintings, jewelry, posters, souvenirs, etc. Not cheap Bourbon Street types of things. Frenchmen Street has a great music scene and this Bazaar is a pleasant way to spend a little time between clubs.
