I was pretty nervous about getting permanent makeup done because it's... you know... permanent, but Jenny did an amazing job with my eyeliner and I'm LOVING it. The whole process took about 2 hours. I took a Tylenol 30 minutes before my appointment as recommended in the pre-care instructions. First, Jenny drew on my eyeliner and confirmed it was the look I wanted. Next, she had my close my eyes and applied numbing cream to my upper lash line. I laid there for about 20 minutes and then she came back and gently scratched the upper lash line and applied more numbing cream and I laid for another 20 minutes. The actual tattooing portion wasn't exactly painful, but was highly unnerving because there was a tattoo gun on my eyeballs. I felt fine for most of it and only really felt pain toward the end when she was doing the finishing touches on the outer portion of my lash line (the inner corners and middle of the eye weren't painful whatsoever). I think this was because after having been gone over once the eye was more sensitive during the final touches. After the procedure she gave me an ice pack and I kept them on my closed eyes for a while before leaving. I would say that the two days after are the most uncomfortable part of the experience because your eyes are swollen. I iced them on an off the rest of the day the day of and as needed the following two days. She said it would be a bit swollen for the following day and then would be better, but for me it was more like 3 days until my eyes felt truly normal. I would recommend getting a cooling gel eye mask that you can wear the day or 2 after for simplicity. The days after aren't so bad you need to ice constantly and I think if I had had a cooling gel eye mask in my fridge I would have just used that to soothe the swelling. It's been 2 weeks since my procedure now and I've gotten fully accustomed to the look. It's soo nice that I look put together even when wearing absolutely no makeup. For the most part my daily makeup routine is just mascara and some lip balm or gloss so I loveeee not having to apply eyeliner. I'm also able to apply eyeshadow right over my eyeliner if I want and it will still show through. I've only actually drawn over my eyeliner once because I was going for a dramatic look. Aging gracefully is hell. Being in my mid-30s where if I don't add a little mascara and liner on prior to leaving the house, people wonder if "I am okay"doesn't make this getting old process any easier. Although, I consider myself to be a feminine woman, I am not a girly girly. I do not know how to curl my hair, youtube quick look tutorials don't make sense to me, and I honestly don't want to be bothered with the process. Shirley -- Shirley is awesome! I appreciate how she is all business and provides direct advice. I went to her for eyebrows and eyeliner. My natural eyebrows weren't bad. I would go so far as to say, that no one would feel I needed them filled. However, my brows often would get a hole and they were not the same. As Shirley put it, I needed her or Botox to fix them. After being attacked by a dog as a child, I've had lopsided, scarred eyebrows. I've wanted permanent eyebrows forever but was scared it wouldn't look natural. I finally decided to have the procedure done at PMC after a lot of researching and reading reviews. First let me say there was a mix up regarding the appointment time on my part and Shirley still saw me after being half hour late. She explained the procedure well and I had it done that day. I won't lie I was thinking I'd made mistake at first, the shape was spot on but I was worried at how dark it was and that the strokes were too big and not fine like hairs. Don't freak out as it heals, if you take proper care, the strokes and color soften to look more natural. It healed in 4-5 days. I almost didn't go for the follow-up because nothing is perfect but I did and Shirley was really great about assessing what needed to be done, listening to what I said and making adjustments. I'm so happy with my eyebrows now. I can't begin to express how pleased I am. For those who were less than enthused with their follow-up appointments, I offer this: Shirley is an artist. She has seen, filled and permanently applied more makeup than you can imagine. She is a professional. I trusted her judgement and the results exceeded my expectations. You might be offended to if someone questioned your professional judgement. She has the experience to understand what the results will be. Permanent makeup applies and heals differently and is not the same as makeup, so TRUST HER. You're paying her for her judgement and skill so let her do her job. I had the same exact experience as AA.A posted from 10/2013. First time was great. Great customer service and I was super happy with my brows. I booked my touch up the same day; as the person who did my brows book up quickly. 6 weeks later I come in for my touch up and that's where it went down hill. First off , I never received a confirmation call then when I got to the clinic, they obviously didn't have me on their book. The receptionist greeted me as another client and when I told her I wasn't her the receptionist looked confused and tried to play off that I did have an appointment. 15 mins later she comes and ask if I could come next week instead. I said why? I booked my appt 6 weeks ago And then handed her thr appointment card that SHE gave me 6 wks ago. She said I would have to wait and I said sure. Long story short, my touch up appointment was done in a dark looking spa room. Not the same room that I had my procedure before. It felt rushed and super painful. They looked fine until I got home and really analyzed them. One was more arched and one was shorter. I called them and told them about it and they said for me to come back in 6wks. 3wks pass and I'm ready to just get it over with. I was so unhappy with how uneven they were.I call to see if I can come in and so they book me to get it fixed. 10 wks after my 1st procedure I go and get them fixed. I'm calm going in. When we get to the procedure room, I start to feel the hostile tone in her voice. She's asking me what's wrong, etc. I tell her my concerns and then she goes off into defensive mode. She starts saying oh your trying to stretch it to the 95th percentile, blah blah blah blah. .. then she shoves me a pencil and says HERE YOU DO IT YOURSELF. YOU FILL IT IN AND ILL FOLLOW WHATEVER YOU DO. and starts rambling about when clients go overboard... at that point I'm so stressed..shaking to correct what she messed up. We then go into an exchange of words where I'm fed up with her treating me so nasty. So she calms down, takes the pencil and marks where she's going to fix. She numbs me, fixes it. Then I left. I am happy with my eyebrows now. They are more even and balanced. I will not be going back to this place because of the way she treated me. Zero stars I received permanent eyebrow tattooing by Sherly April 25,2014. I spent 450 dollars and my eyebrows look nothing like how they did when I first got them done nor do they look like anything in her portfolio. My eyebrows was tattooed dark brown to my knowledge but after the scabbing and healing process they look gray the hair strokes are not defined and one eyebrow is thicker than the other. I do have a 6 week follow up but I'm afraid to come back after see these results. I'm very disappointed because all her other clients received nice result and good customer service. I had my eyebrows and eyeliner done yesterday by Jenny. I was surprised at the lack of pain and very pleased with the process so far. Jenny spent A LOT of time penciling my face. We went back and forth several times and I never once felt rushed or pressured to accept a design. By the time, we were ready to start with the needling, I was calm and confident that I would love the finished product. The needling was not painful due to the numbing cream. I actually drifted away into a nap while she was doing my eyebrows! However, by the time she was finished, my eye lids were burning a bit - nothing that an ice pack couldn't take care of. I was able to go to dinner afterward; I just looked like I got carried away with the eyebrow pencil... so, this morning, my upper eyelids are a little puffy and red but not uncomfortable. read more

Despite the crop of crazy hair that sits on my Asian head, I lacked eyebrows prior to going to the Permanent Makeup Clinic. My eyebrows were extremely light and I had to powder them in everyday...yuck. Based on other Yelpers' reviews, I called and tried to make an appointment with Shirley, only to discover she was on vacation. The receptionist said that Jenny (the other employee at Permanent Makeup Clinic) was available and assured me that she was equally good. I have nothing to compare it with, but Jenny did a fabulous job on my eyebrows! For those of you contemplating the process, just be aware that there are essentially 3 steps to complete the job: 1) consultation; 2) initial tattoo job (can be done same day as consultation); and 3) touch up approximately 6-8 weeks after the initial job ($35 extra). Jenny did a great job of asking what I wanted in terms of shape, shading, and color, and was extremely patient and cooperative while I was being indecisive and deciding between all these options. I've never had a tattoo or permanent makeup done, so she explained how the numbing cream and tools work as she goes along. As other reviewers have mentioned, your eyebrows will appear much darker the first few days as the ink settles in...but fear not! I had mine done on a Saturday morning and was able to go out that same night without anyone noticing anything different. My friend also went with me and got a lash perm, which looked great and was completely affordable compared to what some other salons charge. In short: Go here. Shirley numbs you up, and lets it take effect before starting. I actually didn't even know she had started my eyebrows and she was almost done. Had my eybrows done by Shirley 2 years ago and went back for a touchup yesterday along with having my eyeliner (top and bottom) done for the first time! I realize now I should've taken her advice 2 years ago and gone darker. When she asked if she could make them bigger I told her "Do whatever you think will look the best" and she did a SPECTACTULAR job. I'll have to post pics once the swelling goes down and the color settles. There isn't much swelling from the eyebrow procedure but there is from the eyeliner procedure. I recommend taking ibuprofen and using ice packs (packs of frozen veggies are best) for the first 24 hours. I wrap the veggies in a flour sack towel (very thin dishtowel) and then place in a plastic bag (sandwich bag) and put on my eyes for 15-20 min a few times a day. I found when I placed the frozen veggies wrapped in a towel directly on my eyes it tended to stick some to the towel - not so with the plastic bag in between. You could of course use saran wrap as well. I cannot WAIT to see the final result and will post pics. Don't know why I waited so long to do this. It's worth every penny read more

Shirley is AMAZING!! I just got my brows and lips done with no pain, no bruising, and she's quick! My skin is pretty resilient, and I applied vaseline like my life depended on it, so my skin healed up within two days. I can see the final results. I know it's supposed to take weeks, but I'm a fast healer, and my husband is AMAZED at her work. She fixed my non-symmetrical lips and corrected by brow line which was too straight to look more naturally curved! It looks so natural! She really defined and corrected my features to be symmetrical and really fit my face! I must say, I always wanted permanent makeup, but feared that it may not come out right. But when my master aesthetician at the National Center for Plastic Surgery (Sandra - also awesome) recommended her and I saw Shirley's work on her site, I was too excited to be nervous! I've gifted my Mom with an eyebrow tattoo this xmas and found Shirley's business through an internet search. After checking out two or three other service offerings I settled with Shirley's, mainly because she offered the most competitive prices (300 less than Reisin's for instance). And, wow, we were not disappointed. The studio was immaculaty clean, well kept and has a nice atmosphere. Shirley was very welcoming and very nice to my Mom who did not understand a word of English. She patiently communicated with hands and drawings and took her time despite the fact that her service are demanded and highly frequented. The result was great; the best eye brow tattoo my Mom ever had. It looked surprisingly natural. I was contemplating getting my eyebrows and eyeliner tattooed for the longest time. I was nervous bc you can read endless horror stories online about botched jobs. however, i did my research and couldnt find one bad thing written about permanent makeup clinic. ppl seemed to praise this place and not finding one negative thing about this place helped to calm my fear. and now i am sooo happy that i did it! it's such a timesaver. my eyebrows and eyeliner look super natural (something i stressed during my consultation) and the girlfriends that i actually told that i did it want to get it done now too! i heard stories that the eyeliner could hurt worse than childbirth, but it was only slightly uncomfortable at most. so if that's what childbirth is like, i could probably pop out 10+ kids with no problem! The whole process took about an hour - including consultation - Shirley is super fast! I live in NC but was visiting family in Arlington. Basically I am an eyelash fanatic and spend more time then I care to admit curling/primping them for a night out. I had been VERY interested in getting an eyelash perm for quite some time. Unfortunately the area I live in doesn't have anywhere that offers such services. I was so pleased to have the chance to try an eyelash perm when I went to Arlington. I. am. hooked. Seriously can't believe I wake up and I have these amazing lashes. I go in the ocean/pool and have these incredible lashes....and I don't have to do a thing. AMAZING! I literally can't give this entire service and Jenny Huang enough praise. I did only get the eyelash perm as my lashes are already dark which saves you a little bit (if you opt out of the tinting). II went to see Shirley to do my eyebrow. The whole process was painless and fast. She does amazing job. First she numbed my eyebrow then numbed again, so that I don't feel pain which was very nice. And about 6 wks later I made an appointment for touch up but I couldnt make it. And when I called them to reschedule my appointment (luckily) Shirley picked up the phone and rescheduled the next week. The touch up process was incredible as always Shirley made sure that I dont feel pain (numbed twice) and asked me what I want then she gave me her suggestions and Im 100% satisfied that I followed her suggestion. She KNOWS what she's doing! Any negative comments about Shirley are meaningless! And again she KNOWS what she's doing. Unsatisfied customers probably took her suggestion as if she told them to do so. She probably recommended them because she didn't want them to look ridiculous because (and again) SHE KNOWS WHAT SHE IS DOING AND SHE IS VERY GOOD AT IT! While all my friends got their eyebrows tattooed, I waited and been shading them in for 15yrs because I was going for the more subtle look and not so much the drawn-on look. A friend of mine recently got her's done at this clinic and I was excited cuz finally, a eyebrow tat that suits my standards!! I called to make appt w Shirley but she was booked and I wanted them done while I was still on maternity leave. The receptionist assured me that Jenny was good so I went with it. My appt started off great, even tho there was no initial consultation, she seemed to know what she was doing. I went there with mine drawn on and she drew right over them with the pencil and turned out good. Did the whole numbing process and such, then soon after, eyebrows were complete. I looked in the mirror and they were NOT at all the way they were drawn. Was thinner, rounder and one tail of a brow was shorter n lower then the other. The part that gets me is..fine its not exactly wut I wanted but I was willing to have her make adjustments BUT.. she could NOT see the flaws and differences between the two brows. She couldn't see the uneven-ness.. that one brow was longer then the other!! She made quite a few adjustments and was being very patient with me but still, she wasnt correcting wut was "off". She insisted that once it heals, she can make better adjustments which is the purpose of the Touch-up. I gave up and said ok. I came home pretty unsatisfied so I called the next day and spoke with Shirley.. all in all, at the end of the call, she promised to be there during the touch-up to guide n help. I just had my touch-up and there was no Shirley and still.. not happy. Think I was better off without the touch-up since Ive learned to re-shape and fill it in on my own but now its even more uneven and so NOT what I was going for and STILL, one side is longer then the other side. I even went with them drawn on again and had her take a pic before whiping it off so she could look at how they were and how I wanted them but no use. Think it was over-priced and has light spots with-in the brow, spots that was missed. I feel like if I shaved the hair or accidentally plucked the wrong hairs, it would look bare in some places or discolored or even no color. She did spend quite some time trying to make the adjustments that I specifically pointed out but she wasnt getting wut i was saying cuz she couldnt "see" it, so she ended up filling in the wrong spots.. which is wut made it worse. I seriously wanted to cry. Maybe I was expecting too much cuz my friend's looked so awesome! But these bald-spot looking spots are just unexceptable. Thought it was just me but once I got home, my husband and a friend were able to see what I was seeing. I'm somewhat glad I have them tho since now I can at least go swimming with my son, with something there as my eyebrows but I can't help but to feel a bit robbed cuz this was my hubby's bday gift to me and it wasnt cheap at all. There are many eyebrow tattoo technicians that can do simple brow tattoos for less. I chose here cuz I saw they did their tattoos in strokes that made it look more natural. Dont get me wrong, Jenny was an angel, super kind and super willing to work with you but all that is irrelevant if they can't see what you see. REALLY TRULY SORRY but based on my expectations.... this was a FAIL. read more

I tried to tell her what I was unhappy with I was unsuccessful with that she got offended and said "I don't think you need to make them thicker" well I didn't ask I'm telling you it's my money and my face and I know what I like. I had permanent lash and tint done about a week ago, and I have lost half of my eyelashes since then. I'm writing thins review and crying. I had my eyelashes tinted several times at different places and never had any issues. This time I decided to get them permed too. HUGE mistake! I had very full and very long natural lashes, and I just wanted to get them curled. I don't know why I did it. I regret it every second. DO NOT DO IT! To make matters worse, I had contacted the PMC, and nobody responded yet. I want my eye lashes back! I want them to acknowledge that that did a terrible job! And I want them to fix it! Having permanent eyebrows makeup, You will be treated well on your first visit, then by your touch up visit, you would notice that your visit is not appreciated, and it is a matter of getting more money for their unpleasant service. It is not your lucky day, when you visit their office for the third time, hoping to get final touch up, or correction for what you had on your previous visits, and things could be as bad as mentioning that you cannot get two perfect eyebrows because your eyes are not leveled up, and will not get that done no matter how you try to explain why you are not happy with your eyebrows permanent makeup. That was my experience with that clinic, and I don't recommend their poor service to anyone. read more

I can't recommend this place enough. Wish I could give it 10 stars! Shirley did my eyebrows and eyeliner 6 weeks ago and I just came back from a touch-up appointment. Everything looks absolutely fabulous! She is truly an expert and an artist. Originally I wanted very black eyeliner, but Shirley told me it would probably look too harsh on my light skin and she was right. I love the softer black/blue eyeliner she did -- it looks great on me. I also got the eyelash curl and tint and, of course, it looks stunning. It's so awesome to just be able to get up and go in the morning without doing any makeup! One thing to be aware of: the color will look WAY too dark when you come home and for the next day or two. I mean really way too dark -- you'll think something went wrong. But it's just part of the process; it'll soften up in a few days. I just wouldn't plan to do any special events during the few days after your procedure. Thank you Shirley!! read more

I had my eyelashes permed in NYC and absolutely loved it. Since being back in DC, I had a hard time locating a facility that actually did eyelash perms AND did not seem super shady. I found this place on Yelp and decided to come here because... 1.) Prices were the best after calling around and comparing between 3 final contestants. 2.) Location wise, it's easy to get to and park at. 3.) Best customer service by phone. I made an appointment and unfortunately had to reschedule at the last minute. They were super nice and understanding. I was rescheduled for a few days later. I was the first client on their books and got there right when they opened. I met Jenny Huang who I learned would be doing my eyelash perm. She was extremely nice and comforting. She laid me down and was very careful throughout the entire experience. I remember my experience in NYC being good, but rushed and in the middle of the session my eyes burning to the point where I thought I was going to lose my vision. So I was a little nervous about this visit. Fortunately, Jenny was amazing and while it did take longer than the 20 minutes I was told it would take (45 minutes) she did an amazing job. My eyes did not burn at all, and I was super relaxed and comfortable throughout the ENTIRE experience. Jenny completed the perm and looked at me, and decided to have me apply the cream on again for a longer perm. Again, she took the time to really work with me and ensure I was pleased with my results. When I left, I was amazed at how great my eyelashes looked. I was used to them being greasy the first day and not being able to wear mascara. Jenny let me know I would be able to wear mascara immediately, and I didn't see that greasy residue I had seen before. Additionally the price is right and reasonable. I loved Jenny and plan on seeing her again. The facility is clean and comfortable. Parking is easy. Location was easy to find. I will be back - so glad I found them! Thanks Yelp! read more

Jenny is great! Walked in for my 1pm appointment and she was ready for me right when I walked in. I now get my eye lashes curled instead of eye lash extensions because it's a lot more natural. I pay $50 for lash curling and process only takes 30-35 minutes. read more

5 Stars all the way! I wasn't even looking for this service and would think that permanent makeup would look ugly. I can't even remember how I stumbled across these yelp reviews but they peeked my curiosity and I checked out her website. I was so impressed by the reviews and the pictures on the website I made an appointment for my brows and a lash perm and tint. Let me start off by saying that I have pretty full eyebrows and wasn't even sure if I needed this service. I did have a small scar to cover and I wanted to see if she could make mine look perfect, like she did for the ladies on her website. The office was very clean and professional. I felt very comfortable. Shirley is friendly but serious and reassuringly confident. I brought some pictures of my various brows throughout the years and showed her what I liked and didn't like. I let her draw on what she thought would look best so I could see her expert opinion. I have to say, after she drew them on, I looked in the mirror and was underwhelmed. They didn't look bad, but I wasn't blown away either. She made some tweaks and we agreed to start very subtle and I could add more at my follow up appointment. I was quite nervous since I wasn't 110% in love before I went under the needle but I trusted her opinion. I have a low tolerance to pain and let me just say that this didn't hurt AT ALL. The numbing cream worked wonders and I only had some manageable discomfort in one section. She re-numbs it for the second pass and I felt zero pain that go around. My eyelashes were being permed and dyed at the same time. This process was almost more uncomfortable than the tattoo (no pain, just weird). The whole procedure took about 10-15 minutes. When she told me to open my eyes I felt like someone on a plastic surgery show getting their big reveal. I LOVED IT! I immediately felt more naturally beautiful. The brows made such a huge difference on my face and my lashes were black and curled. She warns you that they will look dark (as if you drew them in too dark) and they did but not so much that I couldn't go out that night. I'm on day three and I don't even know if I want them to get much lighter than what they are right now. I didn't tell my husband I was doing this because I knew he'd tell me I was nuts. He LOVES my brows & lashes and comments on them regularly. It's such a wonder feeling to wake up and feel naturally prettier. I feel like I need less makeup which is a great time saver. I also had Shirley draw on eyeliner to show me how she would correct my lazy eye and I really liked it. I've been going to Sharon for about 6 months now and have had my makeup done twice so far, and I plan to continue to go back! The consistently positive reviews are well warranted. Sharon is excellent at what she does, always offers her opinions for or against a procedure based on your unique situation and she does beautiful, natural work. My main reason for going was my eyebrows. She was basically able to fake a brow lift for me, and fill in the arches that I had struggled with shaping correctly my entire life. It improved the overall shape of my brows made them look much more polished while improving the symmetry. I couldn't be happier. I had my top eyelids done in black. Sharon recommended blue because it brought out my green eyes more, but I liked the neutrality of black better. I was too afraid to do the bottom liner at first because the pictures online made it look like such a hard line. I did the lower liner on my second trip, making sure to mention to Sharon that I wanted a soft line. She did a great job honoring the request, but after 2 weeks, it was so light I couldn't tell anything had even been done, so I'll touch that up a bit darker on my next appointment now that I'm not as afraid. I had lip liner with blend done as well, however I did not notice any sort of blend from the liner to my lip. In fact I saw no difference between just having the lip liner alone, but still paid about $75 more for the supposed blend, which is the only reason I gave 4 instead of 5 stars. She chose the perfect color for my lips so that once it did fade to a more natural hue within two weeks, it was flawless and enhanced the shape of my lips. She was even able to help improve an asymmetry issue with my bottom lip. Without any sort of lipstick on, you may be able to notice my liner, and if I've just woken up and my lips are particularly dry and pale, the liner will stand out a bit as though I hadn't completed my makeup that morning, but for the most part, it is very natural and definitely improves my lip's appearance. I do not feel the need to have to wear color all the time to blend the liner like I feared. Some things to keep in mind: When you first have the procedure, it's going to be dark, it's going to be swollen, and it's even going to look a little sloppy. Wait a week before you assess the work. Once it heals it'll look amazing. Your colors will fade over a period of 3-6 months, sometimes to unflattering hues. Some shades fade better than others, and Sharon will always warn and adjust for that accordingly. Black will fade to dark blue, the light brown for my brows tends to fade to more of an ashy color after a couple months. I used a prescription Benzyl Peroxide wash that I suspect accelerated the fading of my brows, so be careful about that. Non-issue for me though, as I plan to have my makeup touched up every few months. In regards to the top eyeliner, once you place eyeshadow, you may feel the need to wipe some of the eyeshadow off just above your lash line so your liner shows through. Sometimes I feel the need to go in with a pencil to overlay some black over my eyeshadow to ensure a prominent line. In the past, this is why I placed eyeshadow first and liner second. If you have medium to lighter hair like I do, you're going to want to have your lashes tinted to eliminate the lash line and have a seamless line. The tattoo is probably closer to your lash line than typical eyeliner could get, but I still have a small gap from my lashes being too light that you can only see very close up. If you're vain but prefer a low maintenance approach to your makeup, you can't afford to not have this procedure. I'm smitten! read more
