Rented a car at Payless for my trip in Raleigh-Durham and Fayetteville, NC. The process of reserving my car through Sam's went well, but picking it up and returning it was an adventure. I waited about 45 minutes in line as there were only two agents available from Payless (I guess even though Payless and Avis are connected their systems are not). So, when I got to the counter I showed my reservation and asked for my size car. After another 20 minutes they finally had the car available. Granted this is not a large car rental area, so I am unsure why it took so long to get a car. Wheb I received my bill I asked why it was $124 versus the $66 I was quoted by Sam's. The guy explained to me that they precharge you for gas and then when you return it full it will drop the price--makes no sense and I've never seen this done at amy other car rental place. So, when I finally received my Ford Fiesta it was dirty inside and out, with pen, dirt, and food stains on the seats and on the outside. After spending so much time at the rental car place I was tired and ready to get to Fayetteville. Returning it today was an adventure too. I returned the rental full of gas and was told by the agents outside to go back inside regarding my bill--it was still the same $124. So, I went back inside to have the gas charge removed and my bill was still wrong $91 compared to the $66 I was quoted. I was told by the agent that he could not fix it as Sam's quoted me my price wrong and I would need to call their 800 number, so I did. It will be another 72 hours before I know if they will refund me. I do not think I will rent from Payless again...their is a reason they are called "payless"...smile. You get what you pay for. Not gonna lie...I had low expectations. Planning in Raleigh you have to take a shuttle to the rental car area, which seems odd considering how small the airport is. Most of the brands are in cahoots with each other so you have to really pay attention to the shuttles since they're picking up for three different rental car agencies at once. Once we got to the rental car area, I was told they had no small cars, which was odd because I reserved a full-size, I asked what size car is my reservation and he explained it was a full size which even made less sense, he said "I have a truck or a minivan", I said "I'll take the truck." He gave me the hard sell to pre-pay for gas and to pay for insurance, which are a scam as we all know, and told me to walk out to space F24 to grab my truck. Walked out in the dark at 9:30 at night dragging my luggage across the parking lot only to find the "F"24 is empty. When I went back, he was very confused and I had to wait while they "washed" my replacement rental. Than the printer didn't work at the computer our guy was using so he had to wait for the neighboring worker to finish the reservation they were working on the use the computer and then print ours.... Then we get the car and had to wait 20+ minutes in the line to exit because some scanning device they used wasn't working. Horrible experience and a lot of time wasted. read more

This is the worst Rent-A-Car service ever in all my years of renting . I had such nasty experience. The staff was unprofessional, the car was filthy smell like mold, dirty inside and outside, dents all over and to make it worse they don't listen. I told him that the car was unsafe to drive it needed brakes and it was shaking on the highway. Took it back in and they charge me $20 for late fee which I told him it wasn't right because I picked the car up at 9 pm Thursday night and I was returning it on Saturday at 9. Drop the car off at 4:30 and still couldn't get my money back for late fee. Picked up car, it had a damp wet carpet smell, I figured it has just been cleaned and would go away, not a huge deal and I was in a hurry due to delayed flight. I return the car, no issues at check in. Two weeks later I get a letter telling me I am getting a cleaning fee due to smoke smell in call. I DID NOT SMOKE in this car. Car wasn't cleaned inside, back seat had white powder on seats. a half empty water bottle was on the rear floor. The car wash left water spots on mirrors, so bad that we need to wipe them off with paper towels to allow us to use them. The inside of the windshield was foggy with dirt and required cleaning. if we had not been pressed for time ,would have totally canceled this rental. If I could give them 0 stars I would. I made a reservation for my Mid-Size car to be picked up at 11:30am. I had a meeting at noon and figured that gave me enough time. It took the shuttle 20 mins to pick me up and I had to call them to come get me. I show up and the guy tells me that they don't have any cars and I need to wait an hour. I asked why make a reservation?!?! He said it wasn't his policy and he would cancel for me. Where do I get a car?!?! Avis didn't have any cars either. Payless flat out sucks. Horrible attitude and the fact that they know people are going to be showing up for a car and don't have any speaks to the lack of customer service. They offered nothing for my inconvenience. When it came to renting a car, I usually pick one with the best rates available. Most times, it's the national name brand that's attached to it. Is Payless a national brand name? I need to check on that, but as long it was cheap, I was happy as a clam. I found Payless Car rental while looking for an affordable car rental during my short stay in Raleigh, NC. It happened when I booked the car on Priceline.com a month earlier prior to arrival and found some shockingly good deals there. While it wasn't Hertz or Budget, I felt that getting a cheaper rate would help smooth out any lapses in customer service I may have experienced during my time in Raleigh. And so, I arrived at the RDU regional airport, hopped on the car rental shuttle outside baggage claim, and arrived at the Budget / Payless car rental office lot. The car rental experience, like many others, is usually cut and dry,and renting from Payless here at Raleigh-Durham regional airport is no different. While they don't seem like they have a national reputation as Hertz, Alamo, or National, Payless does hold its own and i am colored impressed with what they offer. Although the service could be more professional and the presentation at the rental office can be better presented, it was as good as it can get. The Payless Car rental experience is located just off at the RDU regional airport, since you need to take a shuttle from the terminal to get to the car rental lot, occupied by Budget and Payless. Maybe Budget and Payless are partners or one owns the other, I don't know. Gosh, there are a lot of 1 star reviews here, and I get that, but for me, I thought that my own personal experience with Payless Car rental was just at least a bare minimum a 3 star experience. I just needed a rental car that's fully functional and didn't have problems with it. Plus, as mentioned before, customer service here can be lacking, but it turned out okay and I was in and out within 20 minutes after arrival. Payless car rental advertises cheap car rental deals, which is a great advertisement, but what is lacking makes up for in customer service, which kinds of balances everything out. The dude that was at the counter that day didn't feel like he wanted to be there. I guess he could be like 21 to 25 years old, but I guess he knew what he was doing when he checked me in. Car rental rates were decently lower than that of the other guys, but be aware of what other dangers can lurk if you low ball your car rental deals. For what its worth, I would exercise caution when doing business with Payless. While my experience was fair and borderline average, there may be other instances than that can go bad and it certainly has been with other reviews here on Yelp. For myself, they have me a boxy red car, which was decently good. As long as the car ran well, I do not have major qualms with Payless, although the aformentioned customer service. The car was relatively clean and performed good. The drive from the RDU regional airport terminal was rather uneventful and positive. It wasn't even 10 minutes when I arrived to the Payless Car rental counter. I'm not sure how many times I have rented from Payless Car rental anywhere else in the USA or Canada, but it was the first time that I rented from the RDU location. I could recommend Payless Car rental as your car rental point of choice, but you may want to do your homework and due diligence and not be swayed by the cheaper car rental rates like I have. Maybe its better to pay a little bit more to be treated a little better than just someone who needs a cheap car for a day or a week. All I can say is, just shop around and you may be better off here. But if you are insistent with the cheap-o rates that Payless is advertising, you would want to just be aware of what else is in store for you. 3.5 stars overall and 4.0 stars for the being fairly inexpensive. While the customer service is lacking, the car given to me was clean and washed before I took delivery. This was the worst rental car experience I've ever had. I flew into RDU and reserved a car for four days. When I arrived, it was over an hour wait in line to check in, another hour (at 10pm) to get our car, and it was complete chaos. During check in, staff was laughing and joking with each other while a long line of tired customers stretched out the door. After I checked in, I was told to wait out at the curb snd my car would pull up. So many people ahead of us were also waiting, confused where our cars were, as two empty cars sat out at the pickup curb with their engines running for over an hour. Staff had no idea who was waiting for what, or who was next in line to receive their cars. We had to search for our car in the lot ourselves because no one told us it was ready. We couldn't do a walk around inspection because we were not given any paperwork and staff wasn't around to do so. It was a black car parked in a dark, unlit area. Smelled of cigarette smoke and tire pressure was low. Staff filled the tire with air and sent us on our way. Turned out the tire had a leak and we had to keep stopping 1-2 a day to fill up so that it wouldn't go flat. The windshield wiper blades needed replaced and we had to pull over the side of a highway during a rainstorm because we couldn't see. On top of that, one of the car washers made an inappropriate comment to my friend, then sat in a car in the parking lot creepily watching us as we were putting our things in the car. The return process was quicker but also disorganized. The entire experience was absolutely terrible and I would never use this company again. read more

Payless rented me a car that did not work, towed it a few hours after renting it to me, and then kept the money I paid for what was supposed to be a 5-day rental. On February 5, 2023, I reserved and paid for a rental car through Travelocity's site with Payless. The reservation was for an economy car which I needed to rent from April 11 through April 16 at the Raleigh Durham Airport. I was scheduled to travel from RDU to Myrtle Beach, SC on April 12, and return to RDU on the 16th. I paid $306.72 to Travelocity on February 5. When I arrived at the Payless counter on April 11, after waiting an hour in line (there were only 3 people in front of me when I arrived), the lady behind the rental counter told me they did not have the car I reserved, and tried to give me a pickup truck instead. I could not use a pick up, because I needed a secured luggage compartment. So after she asked other agents about available cars (they laughed at her), she then put on a coat and walked outside for a while. When she returned to the counter, she told me that she would give me the last vehicle they had at that location--a Nissan Rogue SUV. I agreed to this. When I left the rental lot and started driving the Nissan SUV, I noticed a loud grinding noise every time I depressed the gas pedal. As I drove faster on the highway, a loud whining noise accompanied the grinding noise. The vehicle they gave me was not fit to drive. It was getting very late in the evening, so I drove to my brother's house in Chapel Hill, NC, and called the Payless customer service number. On each of 5 separate calls to Payless customer service that night, I was shifted from person to person until they hung up on me. The last person I spoke with told me it was too late to do anything about the car and told me to call again in the morning. On the morning of April 12, I called Payless again and told them I could not drive the Nissan SUV to my intended destination, Myrtle Beach, SC, (about 3.5 hours away), in the condition it was in. They told me they would come out to my brother's house and pick it up. They did that at about 11:00 a.m. on April 12. That same afternoon, Payless called me again to ask how I liked the SUV they rented to me. They seemed totally unaware that they had already towed it from my brother's house. They asked me the name of the towing company, which I provided, and I did not hear from Payless again. I was forced to return to the airport and rent a car from another agency later that day, at a higher price than the price I agreed to originally with Travelocity for the Payless car. I paid $369.22 to Thrifty Rent a car, for a car that did not have any mechanical problems. On May 1, Payless sent me a receipt for the April rental, without any indication that the Nissan SUV they rented to me was a lemon that they had to tow away on April 12. The receipt indicated that I rented it from April 11-16, which was the original agreement before they towed it on April 12. Worst car rental I ever had. This place might be called Payless, but you pay more than any other car rental place after they nickel and dime you to death. My $180.00 rental ended up being $301.00. Also my car smelled so bad from cigarettes it gave me a headache. Lesson learned, I will never rent from this company again, and neither should anyone else. I had a bad feeling when I selected the cheapest car rental, but I figured, hey, why not give it a shot? Mistake. We arrived at the airport fairly late with a long, 3-hour drive ahead of us. I waited in front of the counter for the girl to finish her chapter of the book she was reading, then she blandly went through her welcome script. She told me we had to pay a $20 pre-payment fee in case we didn't fill the gas tank. Those always scare me. It's nearly impossible to get money back, like getting a rental deposit back from your landlord. Won't happen without a fight. But I didn't really have a choice, so I paid it, and then she told me to pick up the car outside. We were waiting and waiting and waiting for someone to bring it around, until an employee finally asked what car we were looking for. I told him and he directed me to the back of the parking lot. So we haul our suitcases and child over to the car, that had some sort of brown smear on the console (chocolate I prayed) along with the strong waft of cigarette smoke. To be fair, though, apart from that we had no problems with the car. It got us where we needed and back. Now begins the battle for the $20 deposit. Because I am incredibly cheap and I wasn't going to let them get away with it, I filled up the tank at the gas station absolutely closest to the airport, and I kept the receipt. Then when we dropped off the car, I double-checked the check-in receipt to make sure it said we had a full tank. It did. Back home, thinking the whole thing was behind me, I kept waiting for that refund on my card...that never came. I emailed customer service and they said, "Sure! We can get you the refund as long as you have the gas receipt." I did, so I scanned it, emailed it to them and FINALLY got my refund a month later. But here's the thing. How many people are going to hang onto their gas receipt for a month? Most people aren't as meticulously crazy as I am. So they basically have a scam to rob you of $20, and since you're going to get robbed of the money, you might as well rent from somewhere reputable, pay the $20 extra dollars, and not have to use a car with a mystery brown stain. *mic drop* read more

If I could give them no stars, I would. WORST car rental experience of my life! I had a reservation, was on time for pick up, and had to wait over an hour and a half before getting into a car. They claimed they didn't have the full size sedan I reserved, so offered me a small SUV...which I said would be fine..then said there was an additional daily charge. What??! Because you don't have the car I reserved, you want me to pay more? No! So I declined and said I'd wait. After 90mins, they bring a Toyota Camry. (Which was sitting in the lot the WHOLE time!). After we load the car (I have a 4 month old baby, so car seat, stroller, our luggage..), I start the car, and the check engine light is on. I am soooo irritated at this point. I walk in and say I want another car. There had just been a huge storm, and I don't want any issues with the car. Ridiculous!! She makes me wait another 15 mins before giving me a Hyundai Sonata. Which was also on the lot, this entire time!! After I voice my complaint of the extremely ridiculous wait time, the "manager" says she will waive the fuel charge of $41.00. She writes her name on my paperwork, and I go on my way. A few days after I return my car...of course I was charged that fee. When I called Payless to dispute that portion of my charge, over a week passes before they say no. (What?!!) So I try to escalate it, again, it's almost been a week, and I haven't had any follow up or response. I have since reached out to my credit card company who instantly refunded that. This was the single most deceptive experience I've had when dealing with a car rental company. I booked my car on Expedia and was quoted $130 (according to the email this included ALL TAXES AND FEES). I was offered an upgrade for $8/day for my 3 day rental ($24 additional dollars in total). I specifically requested no loss or damage insurance coverage (and the woman behind the counter confirmed this with me TWICE)--and yet she managed to check "YES" and I was charged $70 extra for the rental. Not to mention there were two or three additional charges that were labeled by percentage on the bill without any clear indication as to what they were for. Final fill: $250. Somehow this price gouging company managed to steal over $100 from me. When I contacted the organization I registered my complaint over the phone and was told I would receive a call back "within 72 hours". One week later I got an email telling me that there was nothing to be done. Do NOT rent a car from Avis or Payless. This company is fraudulent at best. I travel to Raleigh frequently for business and am proud to say I will never rent a car from this company again, ever. read more

I rent vehicles all the time for work. This is by far the worst experience I could ever imagine. We arrived around 9:30. There was one person already speaking with an agent and one person ahead of me. When we finally left the parking lot it was 10:45pm, almost at their closing time. Their employees just do not care and somehow stretch the process out to absurd levels. It took them three tries to book me for a car they had in stock. Twice I had to go out to the parking lot for a vehicle in a space number that was empty. Only on the third try did they finally get me into a vehicle. The entire experience was absolutely insane. Picked up a car on Sunday December 30. 2018. Car was FILTHY the tires were covered with mud with leaves and pine needles sticking out from the hood and I had to go back in and have them wash it. We rented a car from the Payless Raleigh/Durham airport location. Our flight was delayed so we called the location to make sure they would be open. We were assured that they were there until 3am even though it said they were open till 11pm online. Once we arrived there was no-one there for us to pick up our car we had reserved. Instead we had to rent one from AVIS (they are the same company) at twice the price of what we had reserved. We were even told by the shuttle driver that brings you to the rental car lot that this happens on a daily basis. They must tell you this on purpose so you are stuck paying higher prices when you arrive. Very shady operation and will NEVER use Payless again. read more

RUN!! This young mans' name is Tom. He is by far the most horrific customer service representative I have ever encountered. After standing at the counter in silence for 11 minutes , post providing my ID and Credit Card, he failed to tell me he didn't have the car I reserved 2 months ago. Just let me stand there with no communication. Then as I am fielding business calls and reporting I will be late to my meeting due to this companies incompetence, he states "Are you ready yet?" Apparently he let me stand there for another 15 minutes because "they don't help customers while they are on the phone" He then proceeded to ask where I was from (I had already given him my Georgia license where I was born and raised) and he argues with me that I am from "the north", as if this has any relevance at all. WHEN YOU CHECK YOUR CAR IN, CHECK THE RECEIPT RIGHT AWAY to ensure the price matches the quote you left with and protest right away any shiggity. the staff at the airport were fine. the wait was long, but it was a long weekend...to be expected. seats, snacks and a clean restroom made that bearable. the shuttle drivers were fine. the checkout/departure was fine and the car was in decent condition. my ipod even played without prompting in the compact car. when i returned the vehicle, i got a printout as I pulled up and put it in my purse, grabbed my kid and luggage, and headed over to wait for the shuttle hopeful I hadn't left anything in the car. southwest had quoted one price---it was $5 more when i checked out the car. i shrugged it off. the receipt i got at the end showed $27 above that price!! needless to say I am so frustrated. called 800 number--they said call the local office. no answer at the local office. called again 800 number. now they want me to prove and show a receipt that i bought gas. boo, the tank was full. why didn't the check out dude indicate any trouble? vague unnamed charges and the best they got is some innocuous fuel surcharge. it is a hustle and i'm not happy. you've been warned. read more

Please avoid reserving a car here. My flight arrived early but was late to my destination because there was NO ONE at the counter at Payless. I had a 3:30pm appt. I waited almost 45 min. Luckily the office space is shared with Avis and the Avis employee was able to step in. The rep who works for Payless never showed up. I have never experienced this before. I've rented from Alamo, National, Hertz, Enterprise and the service was always quick and efficient. It doesn't always feel good to Payless! AVOID!!!!!!!!!!!!!!! You have been warned. The car's interior smelled and was not cleaned. Not even kidding. Its 48 degrees outside and I'm riding with windows rolled down on I-40. I discovered on my trip to Daytona Beach last week why Payless is not able to compete with the bigger more reputable rental car agencies like Avis, Hertz, and Enterprise. I arrived at the Orlando location (flight was 4hrs late) at 11pm. I was informed they only hold reservations for 4 hrs then sell them. I was there but 4 1/2 hrs late however I showed them a time stamp on my phone that I had called Payless to let them know and the agent said "well that may be but the call didn't come to me". He then went on to say they had another car (frontier truck) available but that it was an additional $25 a day. Needless to say I was not happy. They were taking advantage of the situation as it was 1130pm and I had no other options. I was able to get it down to $11 per day over my reservation price. I got the bill and it was $19 over my quote. I showed them my hotwire reservation and they said "hotwire doesn't show all the taxes and fee's" so I wasn't going to get that price anyway. I now understand stand why I should stay with the major carriers as they understand what customer service is. Going forward, even is the price is double, I will be using a customer friendly company for my company's service demands as well as my personal travel. read more

I choose Payless because they were the cheapest price. I rented from the Rahleigh Durham Airport location. I had to extend my stay due to bad weather at home. I called Payless to extend my rental and let them know what time I would be returning the car. I was told I could not return the car until 7:30am. My flight was at 6:00 am. I asked if I could return it at one of the other car rental places. Since they share the shuttle service, I thought it may be an option. No go on that, and no alternative offered to me. I drove back to the airport the night before and got a room at the Marriott. That way I was able to return the car during opening hours. I would not recommend this location as their hours are not good for early flight times, and they do not seem to be willing to help out customers with a problem at all. Stay away! I declined insurance when renting online and selected pre-pay. I was asked at the counter if I wanted insurance I said NO. When I inquired about the numbers on the contract she said: well, it's pre-paid. Lo and behold, a charge for insurance was ADDED. Oh my, the manager at drop off... no words, no words, no words... Although I said NO, they added it anyway - in other words - they are not trustworthy. At drop off, at least 3 additional people were complaining about SOMETHING. NEVER AGAIN! When I arrived around 9:15 pm, there were 2 men working, one at Payless and one at Avis. There were 6 people in front of me at the Payless station. Each person's transaction was taking about 20 minutes. Literally. I was in line for almost 2 hours with 6 people in front of me. At one point, the Avis rep had finished his line and started helping the Payless customers, which somehow still didn't speed up the process. It was clear they had run out of cars. When I finally got the the counter, the Payless rep told the Avis rep that I was the last customer because he had to go. The Avis rep was left alone, as another shuttle load of people came through the doors. It was a little after 11 and there were now about 12 people in line. I felt so awful for the Avis rep... I left knowing he had that huge line to go through on his own AND his current customer was yelling at him because he wanted to put another driver on the contract but she wasn't there in person. He deserves a raise, as he still seemed calm and professional. Basically, if you had a long flight, or need to get somewhere once you get your car, pay the extra $50 somewhere else to actually get on the road at a reasonable and respectful amount of time. Rated a 1 because there is no -1!! Everything that could go wrong did! They gave me a car that had been wrecked. Tire sensors and other sensors in the car did not work and kept saying there was a flat tire. Then computer was incorrect and registered that I drove 26,000 miles when I hadn't driven 300!!!!! Nearly missed my flight because the horrible customer service!!!! What a miserable experience - DO NOT USE!!!! read more

I wish there were a way to give this outfit a negative rating. The absolute worst company of any kind that I've ever dealt with. The car has been smoked in and vibrated at 50mph. Counter service was horrible. I was informed that I not only needed a d/l and credit card but also some other form of ID such as a power bill. WHAT??? Waiting in line forever. Avoid this business. I think I have been here for 1 hour and 5 people were in front of me. Plus people are complaining about their gas policy. Only one employee helping. Other people were interrupting the attendant while she was taking care of me . Attention was given to them while I was being ignored. Their phone doesn't work as messages are full. While driving down the road, I noticed they had a regulator on the speed control. It was annoying as I couldn't go over a certain speed. read more

The WORST customer service I've ever experienced. If you need to return a car outside of their regular business hours, they do not have a drop box and were a nightmare to deal with. It's impossible to talk to anyone at the actual location and the call center is absolutely useless. Lucky for us, Avis was there so we could return our car with them instead.
