I would not recommend living here. The floors are so thin that every noise echoes living with a toddler meant constant complaints, even though we were considerate and kept things quiet. Instead of acknowledging the poor construction, management sent threatening notices and showed zero understanding for families. From the very beginning, management was unprofessional. When I reported move-in damages, they actually had a former tenant (who also worked in the leasing office) call me and accuse me of lying. At move-out, they hit me with over $1,000 in carpet replacement charges for the entire apartment, even though the stains were only in one room. To make it worse, they tacked on petty charges like mailbox keys. They automatically replace all carpet instead of attempting cleaning, which is unfair and predatory. Between the unprofessional staff, thin walls, and move-out charges, this complex has been one of the most stressful rental experiences of my life. This is not where you going to want to live if you're looking for a peaceful and safe environment. Let's start with this new inspection rule of all units being inspected every 2-3 months for the bank owners. It's not the bank owners, it's the housing authority. We all don't have section 8 vouchers. I am a victim of rape and when I decided to move here it was solely because it was a development that offered a secured entrance to all buildings. Well, that is no longer the case. The doors are constantly held opened with rocks, sticks, bricks or whatever else that can be used to keep them open. The glass window was just shattered over the weekend. During these inspections we no longer get notices of which buildings and the days that the units will be inspected or work repaired in them. A notice/letter will be placed on the front and back doors, stating that maintenance will be entering the units over the next 30 days. Which is absurd. No one should ever feel uncomforrable in that way or just not being able to have a peace of mind when it comes to your home your safe space/place. And to add insult to injury to tell a tenamt unfortunately there's nothing that can be done, they're unable to give a specific date in which they'll be entering the units. Now, for rhe past 7-8 years of residing here proper notices have been sent out to the residents indicating which day(s) and which building(s) will be entered. Within the past couple of weeks, I have had 2 to 5 men at a time in and out of this unit. And as I stated I am a victim of rape. No one should ever be put in any predicaments like that. It is extremely uncomfortable to have a bunch of men just in and out of your home touching everything and when I say everything I mean every thing. One tech just came in the unit walked over and opened my refrigerator. How disgusting. Now, I know how I was raised to wash your hands before opening and going into the refrigerator. Especially when coming in from outside and or someone elses unit. I had clean dishes in the dish rack when I look back over to him because there was 4 others that I was trying to watch all at the same time, he had his sweaty armpits all over my dishes. I asksd him if he needed me to move the rack of dishes because he was checking the outlets, he told me no, I'm almost done. That is just nasty and disrespectful am I supposed to eat off of them now. .I start cleaning again after they had left and discovered that the handle to the bathtub had been removed and my shower curtain had been push over to the wall. When I pulled the shower curtain back over what do I see a huge yellow stain from whatever was on his hands, that will not come out. I always request that shoe covers/booties/protectors to be worn while in the unit. Maintenance refuses to put them on. They will only put them on if I am home when they arrive. I can't stand dirty carpet. Today, I came home and they had left the lights on in the unit. It's raining outside and what do I see when I enter wet floors and dirty shoe tracks all over the kitchen floor, carpet and the bathroom floor. Do I look like Sallie the Maid... I am tired of having to constantly wipe down and scrub floors because maintenance can't follow nor adhere to a simple request which is posted on my door (All that enter put shoe protectors on). I know they all can read. And a door tag is NEVER left on the door or in the unit stating that they were in the unit or that work was completed. I have never received a door tag in all the years that I've lived here. And I know from working in this field for 10 years that door tags and shoe coverings don't cost that much. Some of you may be thinking why am I still here. The Overlook has found a crafty way to keep the tenants and the money here. I've been on my own since I was 15 and Im pushing 60. I have never been reported to Maryland Case Search for late rent payments. Which started during the pandemic. Once you are on Case Search you are there for eternity. So, what happens now... It is extremely hard to rent somewhere else once that pops up upon submitting applications. So, this is how you'll be stuck here constantly paying more each year. Now, if you don't believe it, do your own research. I encourage everyone who is interested in residing here to do your homework. You'll see that The Overlook at Franklin Square has 10's of thousands of case searches under the development for late rent. Not monies owed, but just late payments. Meaning rents paid prior to court notices. There is so much more, that I can share about this development. Like staff driving these golf carts around damaging residents vehicles. Mine has been hit twice by the maintenance and office staff. Taking the paint off while I watched and never fixed. Just brushed off by Troy, the prior manager... I don't want to hear you're going to beat who ever did it. How about repair it. But, if there's damages to this apartment I know you're coming for me. read more

For three years, my parents have paid their rent on time, yet the office staff has no problem leaving notices on their door for everyone to see--no matter the reason, trust me, the whole building sees it. On top of that, simply walking around in their own apartment is now considered a problem. Instead of offering a reasonable solution, like suggesting a different unit, management has decided to evict them. My elderly parents are not responsible for excessive noise, yet they're being unfairly blamed and forced out. This is beyond frustrating and completely unjust. read more

I really tried to refrain from leaving a review but what makes this property so terrible is the staff and their lack of communication in the rental office. Madre S. is great! 10/10 She's the only one in the office that knows what she's doing. She's always warm, welcoming, and compassionate. Troy, Ryan, and especially Natasha are the complete opposite. I lived at overlook for 3 years and the last year I was there, I had a rent increase of almost $400 & didn't get a proper 60 day notice because Natasha put the wrong address on the notice. I never received an apology or there was no accountability was taken. The notice was received on 7/26 and they offered to give a 5 day extension for 7/31 to make a decision. They're so negligent and careless when it comes to doing their job. Their attitudes need improvement as well. You're dealing with people's livelihood. My apartment had an electrical issue for over a year after multiple maintenance visits to "fix the issue", it was fixed the last year there. During one visit, one of the maintenance men was trying to move my bed to get to the electrical box and a slat on my bed broke. When I first moved in, I referred a friend to move there. She had the same electrical issues as myself. She didn't renew her lease there. It's so unfortunate because the property has so much potential. read more

The application process takes 7-10 business days. They take a deposit of $275 to hold the apartment. When you call for an update the office folks are very rude and self entitled. I helped a friend apply and called each time with them on the phone for an update on the application and each person was short with us not helpful and dismissive as if it was a pain for them to give us an update on my friends application. They don't seam to anxious to rent an apartment. Then it takes another 7-10 business days for them to refund the money they held on to already for 7-10 business days. I feel they keep your money to collect the interest then say your are not approved. They need customer service training! read more

I am a current resident. My car was stolen out front of my apartment and the assistant at the leasing office pretty much disregarded my issues. Misguided me with information twice, stated there was cameras then called back and said that it was no cameras also she was disconnect the call because i was speaking loudly. Pretty much laughed in my face. I do not feel safe here, this is unreal. This is a joke to these ppl because it did not happen to them. The property manager apologized and was respectful but the staff member who i worked with who answered the phone and chuckled in my ear as if it was a joke is a horrible person!!! read more

This will definitely be my last year here the guy Ryan in the rental office is very rude and doesn't know what he is doing And doesn't pay attention he doesn't even remember what apartment he showed us. He was look at the wrong paper work when quoting me a price and was very rude to my mother when she asked for his to explain so she could understand better You can never get in touch with the rental office they are always to busy for you I've never been late on the rent at all it's sad rental offices don't appreciate those kinds of people read more

I still stand by my earlier review of the place, as nothing was fabricated and proof of my main complaints was provided through the video and photos that I attached to my review. I say all of this to make it very clear that I am not "crazy" for leaving a detailed review. It was brought to my attention tonight, that the front office has been telling people that my husband and I are "crazy" and that they should ignore my review. Frankly, I find this to be incredibly annoying, juvenile, and super unprofessional (see attached screenshot of a literal stranger telling me that the front office told him that my husband and I are crazy when he inquired about our review). I added two stars because Troy 1. Apologized for speaking rudely to me. 2. Reimbursed us for the items we purchased to treat the infestation, and 3. Sent out pest control to treat the issue multiple times. We did submit another request for pest control in person and online, almost 3 weeks ago, and have not received any response to the request. I would say that with the exception of the infestation issue, this place is solidly 3 stars and is definitely still a better option than most apartments in the area, given that renting options in Baltimore just aren't so great. However, there are still some issues with this apartment complex that prevent it from truly being a "luxury experience" but I don't necessarily attribute all of those issues to the leasing office, as some things are more circumstantial, like the tenants etc. At this point, we're just riding it out until our lease is up in March of 2020. read more

A couple of the ladies in the leasing office (not all) are extremely biased despite meeting all requirements will choose to handle your application as they please and ignore all calls and emails when brought to their attention. Natasha Bishop is very aggressive and uses profanity despite calling herself a manager. I should have known better based on the reviews. To save their self and their job they will deny you any communication with property managers. read more

Overlook @ Franklin Square I am a current resident of Overlook @ Franklin Square. I have lived here for about for almost 1 year. The apartments and amenities are as described online. However, apartments are only as good as the people who live there. The first 7.5 months I enjoyed the bucolic setting; the proximity to shopping and to 695 / 95. The view from my 4th floor apartment is exceptional (especially as the sun sets and ironically after a rainstorm). The staff Alex, DeShawn and Natasha are FANTASTIC. They have all at one time or another helped me and are always delightful. Mr. Edgar from the maintenance team is also wonderful and very helpful. Which is why I gave 2 stars (otherwise it would have been a 1). Regrettably the final 5 months of my lease have been fraught with disruptive neighbors. I have seriously considered terminating my lease early (consequences be damned) at least two times because of the havoc being caused by neighbors. Overlook allegedly has "Quite Hours" 10pm to 7am. So, I reported the multiple incidents of; slamming cabinet doors, vacuuming and moving furniture, doing laundry, allowing child to run through the apartment, banging on the walls and other disruptive noises that typically began at 10:00 pm and continues to 1 or 2 am EVERY NIGHT. With no lasting satisfactory resolution. After a complaint the noise stops for 1 night and resumes the next night. As of the writing of this post yes, this is continuing with end in sight. The noise did stop at 12:45am so that's something. It has become obvious there is no hope of help from the property management team, so I've simply stopped raising the issue and just started sleeping on my sofa until I can get out of my lease without being penalized. So, if you don't mind the noise from between 10pm to 2am... ... And inconsiderate noisy neighbors; and you don't mind sleeping on your sofa to get away from said noise and you like the smell of marijuana this is the place for you. If you do mind these things, this is NOT the place for you..... read more

I moved into this development based on the superficial Glitz and Glam of being Luxury Apts. However behind the scene this development is HORRIBLE and only care about money NOT the Residence! The rent is increased every year $150.00+, RIDICULOUS! Especially, noting that trash is overflowing in the garage, dog pissed saturated/piss stained carpets throughout the hallways and elevators. They are slow responding to you and sometimes never respond at all. I would NOT recommend moving here. After speaking with other residence, this is not just my opinion. Many residence have moved out. Those that are stuck in a lease are planning to move when their lease expires. I'm so glad that I moved out!!!!! read more

Nice square footage but not worth the price point. The walls are extremely thin, the hallways are a mess, and the hallways aren't closed in so you get all elements of weather as you walk flights of stairs to your home. We could literally smell the cigarette smoke from our neighbors' bathroom to ours threw the walls. The amenities are low end and the front office isn't much help with anything. Maintenance spends most of their time in the computer lab or driving around the premises picking up trash from a golf cart. To get any type of results, you have to email Dolben, the management company. When there is a power shortage, you can't get in your building cause the key fob or the call box won't work so you are locked out. Bugs and mosquitoes are hell because they don't spray. I can't say that I love staying here. I've been here for a year & of course things aren't as great as they seemed when I first moved in. Amenities are nice as described. Leasing office staff is almost always out of office. I never received a lease renewal invitation until I called the office and spoke to someone in their call center. I received the letter via email shortly after, dated for a month prior and the deadline to respond was also 2 weeks prior to when I received it...I've called several times to get some clarity and still have been forwarded to the call center which only forwards messages to the office to respond at their leisure. That was early November. Today, still no new lease. Not to mention my unit is listed online as one price but my renewal rate is $200 higher. I'm excited to give them more money than this apartment is worth. read more

BEWARE- unethical business practices associated with the renters insurance policy. Owners/managers mandate coverage, then "sell" renters their "preferred policy", which is a BROAD PERILS policy, knowingly excluding nearly every scenario. Claims will almost assuredly be denied- misleading renters for the sake of selling policies. If you live in this facility, unless you declined their policy offering and secured another policy, you are very highly likely at risk of grossly inadequate coverage and have been victim to deceptive acts and practices. read more

I've been staying here at Overlook for about 6 months . From the moment I was applying until now the front desk has been nothing but helpful and very easy to work with . Not sure why there are so many negative reviews when my experience has been almost the complete opposite. Compared to other apartment complexes you won't find a better layout and space for its price point . The layout is very modern and a very friendly environment . Also to mention grocery stores , mall , fast food you name is all with in 5 min from each other . The location is perfect read more

I have been in the apartment for several months and have enjoyed the setup and location. The people in the building I have met are very nice. The appliances are all nice and the front office is very helpful when needed. I do love that they have garages but just wish they were enclosed otherwise I would give this place 5 stars. read more
